2017 Legislative Session Internship

Overview

The legislative internship at the State Board for Community and Technical Colleges (SBCTC) is an opportunity for community and technical college students to learn about the legislative process, gain professional work experience, and earn college credit towards a certificate or degree.

Based at the State Board office and the Capitol in Olympia, interns will be responsible for tracking legislative proposals, advocating for two-year college student priorities, and interacting with elected officials. Work includes attending and participating in legislative committee hearings, monitoring floor action, and ensuring community and technical college (CTC) students are represented throughout the legislative session.

The internship will commence at the beginning of January and last through the end of the winter 2017 quarter. The number of hours worked per week will be determined by college credit requirements.

Note: working hours will not exceed 20 hours per week.

Process

Students will complete:

•  The attached application package

•  Submit a signed copy of the learning agreement,

•  An essay: Please attach a one-page description (Not to exceed 300 words) of your interest in state government and how the legislative internship aligns with your educational goals.

Note: The student must register for the internship and academic credit.

Interested students should contact their Career Development Center or faculty advisor or academic department chair within the preceding quarter before serving in an internship (Winter 2017).

Partners

The internship program is a partnership between the State Board for Community and Technical Colleges (Government Relations and Educational Services), participating colleges, and the Council for Unions and Student Programs (CUSP). The SBCTC office will serve as the fiscal entity for compensation of these positions and will also provide supervision for the interns.

Student Responsibilities

·  Advocate on behalf of CTC students, in collaboration with the SBCTC and WACTCSA

·  Track legislation impacting CTC students and the SBCTC

·  Attend relevant legislative committee hearings

·  Participate in CTC system meetings as directed

·  Collaborate with relevant stakeholder groups to accomplish legislative goals, i.e. Washington Student Association

·  Regularly share progress with WACTCSA leadership, other system partners

Academic Credit

·  Will be determined by the individual college(s)

·  Learning objectives will be outlined and monitored by the student, college representative, and SBCTC.

·  Student must be enrolled at their respective college either part- or full-time for the duration of the internship.

Eligibility

·  Currently enrolled CTC students

·  Students in all majors and disciplines

·  Must comply with college requirements and qualifications

·  It is desired that students will have participated WACTCSA or related student government/leadership activities. Note: because of the time constraints, we strongly suggest that WACTCSA officers not apply

Desired Qualifications

·  A student with a cumulative GPA of 3.0 or higher

·  An interest in state government and the legislative process

·  A high level of professionalism

·  Strong written and oral communication skills

·  The ability to handle a fast-paced environment with an emphasis on teamwork

Application and Selection Process

·  Applications will be submitted to the college CUSP advisor.

·  The following materials must be submitted by November 14, 2016:

o  Completed application

o  Resume

o  Two professional references (one professional, one academic)

·  one-page description (Not to exceed 300 words) of your interest in state government and how the legislative internship aligns with your educational goals

·  Applications will be reviewed by the SBCTC, in coordination with representatives from Legislative Affairs, Student Services division and system partners

Learning Objectives

Purpose: The learning objectives and activities listed below are tasks that the student is required to learn during the work-related experience. On an appropriate basis, a college representative may visit the work supervisor and student to discuss the student’s progress. Learning objectives will include:

·  Communication Skills - Verbal and Written: Analyze information and communicate results to others by using, oral, written, graphic, pictorial or multi-media methods. The student will demonstrate a competency in interpreting information, determining what should be communicated to relevant stakeholders, and identify the best methods to present this information (i.e. handouts, email, presentations, etc.). If necessary, the student will convert to a desired format when conveying information through a variety of means, including oral presentations or written communication.

·  Organize and Maintain Information: Organize processes and maintain written or electronic records and other forms of information in a systematic fashion. The student will perform organizational tasks to maintain relevant session-related information. This includes understanding and organizing information to and from an electronic device. The student will demonstrate the ability to utilize technology in processing information that includes modifying, retrieving, storing, and verifying data and other information to reach internship goals.

·  Interpersonal: Works cooperatively with others and contributes to WACTCSA initiatives with ideas, suggestions, and effort. The student will demonstrate a willingness to participate as an active team member, including sharing tasks necessary to complete internship projects and assignments. The student will also demonstrate the ability to listen and follow instructions, build collaborative working relationships, contribute to a positive working environment, and an understanding of the CTC system-wide hierarchical structure that builds to program or project completion.

·  Stakeholder Collaboration and Cultural Diversity: Works and communicates with stakeholders to ensure CTC student satisfaction. The student will demonstrate competencies by active listening, identifying relevant needs to accomplish goals, and avoiding miscommunication.

The student is required to demonstrate a competence in working with individuals and organizations from diverse communities including ethnic, social economic and educational backgrounds. The student will also demonstrate a willingness to provide a safe, inclusive environment while acting as a representative of their respective college.

Cooperative Work Experience and Internship Learning Contract

The State Board for Community and Technical Colleges (SBCTC) agrees to have

The training will be in accordance with the general outline and the following conditions. The company does unlawfully discriminate in any of its employment practices of the basis of race, color, religion, sex, age, handicap, national origin or marital status.

1.  The training will extend from January 2017 to the end of the 2017 regular legislative calendar, or until terminated by either party.

2.  The student shall not displace any regular employee doing comparable work.

3.  If applicable, a monthly stipend comparable to the training status of the trainee will be paid by the training agency. The stipend will amount to $1,000.00 dollars per month, per student (two students’ total).

4.  The student will be covered under State Industrial Insurance or other applicable insurance against injury incurred at the training station.

5.  The student will not be place in hazardous work except as the placement conforms to minimum – age requirement for such work.

6.  The employer may discharge the trainee for just cause, however the coordinator request consultation with the employer prior to trainee dismissal.

7.  The trainee will keep regular work attendance as agreed up with the employer and the sponsoring college.

8.  The college will provide a faculty sponsor to integrate the student’s academic and work experience. The faculty and employer will coordinate on site visit or meeting schedules to do so.

9.  Evaluation of job performance will be a joint effort of the employer, the faculty sponsor and the student. An evaluation form will be completed at the end of the placement by the employer.

10.  College credit will be granted for successful job performance base on total hours worked, and agreement with participating college.

11.  Both the SBCTC and college will adhere to the Federal Education Rights and Privacy Act (FERPA) requirements to protect student confidentiality issues while employed at the State Board offices, i.e. educational records, student status or dissemination of student records.

Confidentiality Agreement for the Student Internship

Due to your access to confidential information, all students enrolled in SBCTC internships must sign this agreement. “Confidential information” means any information of a secret or confidential nature relating to the internship workplace.

Confidential information may include, but is not limited to, the following: trade secrets, proprietary information, customer information, customer lists, methods, plans, documents, data, drawings, manuals, notebooks, reports, models, inventions, formulas, processes, software, information systems, contracts, negotiations, strategic planning, proposals, business alliances, and training materials.

In connection with being enrolled in an SBCTC internship, I agree to the following:

I have read and understood the above definition of “confidential information.” I agree that I will not at any time, both during and after my enrollment in an SBCTC internship, communicate or disclose confidential information to any person, corporation, or entity.

I further recognize and agree that while in an SBCTC internship, I may become aware of nonpublic information of a personal nature about employees or associates, including, without limitation, actions, omissions, statements, or personally identifiable medical, family, financial, social, behavioral, or other personal or private information. I will not disclose any such information that I learn in an SBCTC internship to any other person or entity, unless required by applicable law or legal process.
