CONTEXT:

Transpower sits at the centre of the New Zealand electricity industry and is responsible for maintaining security of supply. It is the owner of the National Grid which transmits electricity around the country. It is also the system operator, responsible for co-coordinating and managing the transmission of electricity across the National Grid. The National Grid is New Zealand’s energy backbone and underpins and sustains the country’s economic and social activity.

Transpower is a State-Owned Enterprise. The Minister for State-Owned Enterprises and the Minister of Finance are its shareholders, on behalf of all New Zealanders In addition, Transpower is responsible for working with the industry regulator, the Electricity Authority, to ensure there is appropriate investment in the National Grid to meet New Zealand’s needs.

TEAM PURPOSE:

This team is responsible for maintaining maximum effectiveness and minimal disruption of system performance, based on safety, grid reliability and availability through the efficient and effective execution of Transpower’s maintenance and project contracts, and to provide future planning that will ensure Transpower achieves the best efficiencies from its assets.

ROLE PURPOSE:

The role exists to support all aspects of planning and monitoring of transmission asset

programmes to ensure that Transpower achieves the best efficiencies from its assets

providing appropriate reporting to support these programmes.

JOB ACCOUNTABILITIES:

Areas of Accountability:

1.  Maintenance and Project Planning

A. Coordinate maintenance and project information to allow development and

implementation of the Asset Works Plan.

B.  Coordinate site maintenance and capital projects for each site to minimise

disruption to the Grid.

C. Manage the transition between Pre Approval stages and project implementation

stages to provide a forward view of forecasted projects that will ensure projects

are fit for purpose, and the specifications of new works are maintainable for the

life span of the asset.

D. Manage and maintain data in various IT systems/tools, including the Project Database (PDB), Financial Management Information System (FMIS), Maintenance Management Systems (MMS) (Maximo), and the Asset Management Database (AMDB).

E.  Co-ordinate processes to ensure all aspects of risk, budgeting, and programming are integrated into projects at the Pre Approval stage.

F.  Provide input into planning activities that complies with operability, maintainability, and safety by design.

G.  Input into project initiation and handover, ensuring scope is clear and understood by all stakeholders. Assist project managers with the rolling up of similar projects into programmes for delivery.

2.  Asset Works Plan Development and Execution

A. Assist in the development of the 10 year Asset Works Plan and preparation of the database.

B. Coordinate input from Maintenance Managers and ensure the Asset Works Plan is

compliant with Transpower’s policies and procedures.

C. Monitor progress of current financial year project and maintenance budgets against Transpower’s Board plan and budget.

D. Monitor fund requests via the FMIS BCA process for new, deferred and/or

declined works.

3.  Asset Management

Ensure all planning, monitoring, and reporting of asset management incorporate the

continuous improvement initiatives of Grid Reliability and Performance

4. Safety

A. Input into the safety process for all maintenance and project work to enable the

delivery of safety by design.

B. Contribute to work environments to ensure safety measures are in

place, compliant and operational, and facilitate and/or implement improvements

where necessary.

5.  Reporting

A. Provide financial reporting on maintenance and project works for management

review.

B. Provide analysis and reporting of financial expenditure and trends, and facilitate

expenditure review groups where necessary.

C.  Provide data extraction for, and benchmark activities against industry best practice

(ITOMS).

TECHNICAL COMPETENCIES:

Knowledge and Experience:

Experience in the use of Excel spreadsheets for data analysis at an intermediate level is

required.

Experience with electronic Asset, Project and Maintenance Management Systems

at an intermediate level is required.

Experience within a contractual environment is desirable.

Knowledge of business management and financial systems at an intermediate level is desirable.

Electrical Industry (or equivalent) experience is desirable.

Qualifications:

A tertiary qualification in Engineering or Business Analysis is desirable.
