Town of Hamden Town Board Meeting of December 5, 2012
Highway Superintendent Dibble reported the hiring of Mike Reynolds of DeLancey as an MEO in the highway department. He reported that Mike is doing very well.
The board unanimously approved a resolution extending the contract with the Delhi Fire Department for ambulance and fire service protection for the 2013 year. The only thing changed from previous contracts was the price and that is now up to $62,362.08.
The year-end meeting will be on December 27, 2012 at 6:30 PM at the Town Hall.
The organizational meeting will be on January 2, 2013 at 6:30 pm at the Town Hall and followed by the regular meeting.
The board called for a public hearing on the Walton Fire Contract on December 27, 2013 at 6:30PM at the Town Hall. This would be for fire and ambulance service in their protection district part of the Town.
A thank you was extended to Ryan Kilmer, Steve Reed, Wayne Kilmer and Wayne Marshfield for the donation of their time all day on Veterans Day to install new fabric liner and rubber mulch at the playground.
The DeLancey Septic inspection report was reviewed for the 2012 inspections.
The water district rates in Hamden and DeLancey were reviewed and the rates will be the same as in 2012 with no increases. Each district patron will pay $85 per quarter for water.
A resolution was approved to allow Jill Ogden, our Town web master to update and improve our Town website for a fee of $200, and as we change our server to Homestead.

Delaware County Board of Supervisors Meeting of December 12, 2012
A resolution was approved to accept a grant in the amount of $91,500 from the NYS Division of Homeland Security and Emergency Services. This grant is for purchasing equipment for special needs registry software program and the purchase of a communications shelter for the ongoing emergency communications radio project.
The 2012 budget was amended in the amount of $7,456 for Federal HEAP Aid for emergencies.
The 2012 budget was amended in the amount of $7,981, which is to be transferred from the lien search account to the insurance account in the Treasurers Office. This is for the amount of insurance costs on seven properties the county obtained through tax foreclosures.
The bids for LP generators were approved for the new radio communications system project. The generators will be used on two current sites, which will be upgraded with the new system and were sized accordingly. The bid was given to Cummins Northeast, LLC, of Albany. 35 KW generator $24,039, 40 KW - $224,468, and 50 KW - $24,921.
A resolution was approved to purchase a new sign truck at the cost of $140,000 for the Department of Public Works. The new sign truck will replace a 10-year-old truck and the new truck will have a lift on it.

A resolution was approved to allow an employee from another county department to work dual employment in the Real Property Tax Department to help run tax bills. This would only be for this tax billing process of a few days only.
A resolution was approved to allow an employee from another county department to work dual employment in the Personnel Office as an exam monitor on Saturdays.
A resolution was approved to adopt the Delaware County Energy Plan. This plan identified several renewable natural resources with potential to meet the objectives of the plan including alternatives such as biomass, wind, solar, geothermal, natural gas and hydroelectric. New technologies and conservation measures through education and demonstrations will be the initial focus of the plan.
The Meeting schedule for 2013 was approved with four night meetings and twelve-day meetings. The next meeting, which is the organizational meeting, is on January 2, 2013 at one pm.
A resolution was approved to levy unpaid school taxes with a 7% penalty on parcels throughout the county. The total taxes to be re-levied including penalty are $6,073,209. This amount is up about $40,000 from the year before. Amount of unpaid school tax plus penalty in the Town of Hamden is $177,598.
