MINUTES OF 3rd MEETING OF STEERING COMMITTEE

TO SLBC (PUNJAB) FOR 2015-16

The 3rdmeeting of Steering Committee to SLBC (Punjab) for 2015-16 held on 19.10.2015 at 3.00 P.M. in Conference Room, Field General Manager office, Punjab National Bank, Bank Square, Sector 17-B, Chandigarh was presided over by Shri Ashok Gupta, Convener (SLBC) Field General Manager, Punjab National Bank and attended by, Dr. P. M. Ghole, Chief General Manager, NABARD, Shri Manmohan Singh, Asstt. General Manager, Reserve Bank of India, Shri Pradeep Mehrotra, DGM, NABARD, besides other senior officials from banks & concerned departments of State Government . The list of participants is as per Annexure.

Shri Ashok Gupta, Field General Manager, PNB & Convener SLBC extended a warm & hearty welcome to, Dr. P. M. Ghole, Chief General Manager, NABARD, Shri Manmohan Singh, Asstt. General Manager, Reserve Bank of India, Shri Pradeep Mehrotra, DGM, NABARD and representatives from various State Government Departments and member banks/organizations present in the meeting. Shri Gupta apprised the house of launch of two insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and the extension of date of enrollment under both these schemes to 31.11.2015. He requested all the member banks to undertake this social cause in the right earnest and take steps to maximize enrolment under both these schemes.

Touching upon the launch of Atal Pension Yojana (APY) and its slow progress, Shri Gupta apprised the house that in order to create awareness, building confidence and ensuring smooth implementation of APY Scheme, PFRDA is imparting training to at least one official from each branch from M/S Centum learning. He requested controlling heads of all the member banks to ensure participation of one official of each bank in the training programme for successful implementation of APY in the State of Punjab.

Shri Gupta appraised the house the launch of another scheme MUDRA by the Ministry of Finance. He informed that targets under the MUDRA scheme have already been allocated to all the banks. Shri Gupta requested all the member banks to rise to the occasion and take steps for not only achieving the targets, but to surpass them convincingly.

After this, the agenda items were taken up for discussion and following action points emerged:-

Item No. 1 / Confirmation of Minutes of 2ndMeeting of Steering Committee to SLBC (Punjab) for 2015-16 held on 23.07.2015.

The minutes of 2ndmeeting of Steering Committee of SLBC (Punjab) held on 23.07.2015 were confirmed by the house.

Item No. 2 / Pradhan Mantri Jan Dhan Yojana- Progress in opening of accounts, Issuance of Rupay Card, Appointment of Bank Mitras & Aadhaar Seeding.

The Bank wise position of Aadhaar Seeding in accounts opened under PMJDY was reviewed. The performance of the banks where %age seeding was below the %age of state i.e Federal Bank, OBC, IDBI, HDFC, Indusind Bank and AXIS bank was specifically discussed. It was resolved to advise these banks for increasing the %age Aadhar seeding of their bank.

Shri Ashok Gupta, Field General Manager and Convener SLBC requested all the member banks to take steps for achieving 100% Aadhaar seeding in PMJDY accounts.

While reviewing the progress of Rupay card, Shri Gupta requested all the member banks to ensure issuing of Rupay cards to all the account holders.

The bank wise position of non appointment of Bank Mitras was reviewed. The house was appraised that success of all the social security schemes will depend upon appointment of Bank Mitras. Representatives of Uco Bank, Allahabad Bank, IOB & Andhra Bank assured the house that the Bank Mitras will be appointed shortly.

Item No. 3 / Launch of Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY)

The house reviewed the performance of the Banks in both the Insurance schemes . Member banks were informed of the extension of date of both these schemes to 30.11.2015 for enrolment. Shri Gupta, requested all the member banks to enroll maximum number of people under the scheme during this period.

The house reviewed the progress under APY. With a purpose to increase awareness among Bank staff, Indian Banks Association, (IBA) has engaged an agency, “M/S Centum learning” to provide training to one official of each branch of the bank. The schedule of training programme has already been sent to member banks/LDMs. Controlling heads of member banks were requested to ensure that one official of each branch of their bank participates in the training programme as per the schedule for successful implementation of APY in the State of Punjab.

Item No. 4 / Pradhan Mantri MUDRA Yojana (PMMY).

The house was apprised of the launch of PMMY by Govt. of India and instructions of MoF for classifying all the loans extended up to Rs 10 lacs, to non farm enterprises in manufacturing, trading and services on or after 8th April, 2015 as MUDRA loans under PMMY. While reviewing Bank wise progress, it was observed that many banks are either submitting wrong information or no information is submitted at all by some of the banks. This has affected the progress of the banks/state adversely. Member banks were requested to furnish the correct information on daily basis to enable SLBC to submit correct position to Ministry of Finance and in the forthcoming SLBC meeting.

Item No. 5 / Spread of Financial Literacy in Government approved Industrial Training Institutes (ITIs)- Mapping of FLCs to it is.

The house was apprised of the launching of financial literacy drive to educate students of Government run Industrial Training Institutes by the Ministry of Finance. Controlling heads of banks having lead bank responsibilities were requested to advise the LDMs under their control for mapping of FLCs with ITIs and member banks were requested to send the progress of respective FLC directly to Mission office of PMJDY.

Item No. 6 / Opening of accounts of Unorganized workers.

The house was apprised of the guidelines of Ministry of Labour & Employment, Govt. of India and the controlling heads of banks having Lead bank responsibilities were advised to instruct the LDMs under their control for meticulous compliance of the instructions of Ministry of Labour and Employment.

Dy. Director, DIF&B was requested for coordinating with labour department for organizing camps for opening of accounts of unorganized workers.

Item No. 7 / Telephone Connectivity- Issues faced by Banks/ Bank Mitras.

The house was informed about the regular meetings being held by Convener Bank and TSPs of Punjab LSA. All the member banks were requested to inform the convener bank of any connectivity problem in any area for resolving the same.

Item No. 8 / Roadmap-Provision of banking Services in Villages having Population below 2000

Bankwise position was reviewed. It was observed that out of 10132, Banks in the state have already covered 10085 villages.Now remaining 47 allocated villages pertain to SBI, Canara Bank, Allahabad Bank, Andhara Bank and U-co Bank. They were requested to cover the remaining villages and report the progress to convene bank by 28.10.2015 so that the revised position can be placed in the forthcoming meeting of SLBC scheduled to be held on 04.11.2015.

Item No. 9 / Issues of Unique Identification Authority of India (UIDAI)

The representative of UIDAI apprised the house that in LPG Aadhaar seeding is 85% whereas bank linkage is 78% and similarly in MNREGA 27% of bank seeding is pending. It was resolved that UIDAI will send bank wise data to convener bank for getting seeding of AADHAR in remaining cases.

Member banks were requested to ensure seeding of Aadhaar number in accounts whenever the list is provided to them.

Action: UIDAI/Member Banks.

Item No. 10 / Progress Report of Financial Literacy Centres (FLCs)

The progress up to the quarter ending Sept-2015 was reviewed and found to be satisfactory. No action point emerged.

Item No. 10(i) / Opening of Financial Literacy Centres (FLCs) at block level.

The position of opening of accounts at block level was reviewed. Representative of many banks informed the house that they have advertised for the post of FLC counselor but no one has come forward. It was resolved that Banks may involve Lead district Manager for finding suitable person for appointment as FLC counselor. Further it was resolved that banks who have not opened the FLCs as yet must ensure to open the same by 30.11.2015 positively.

Item No.11 / Setting up of Rural Self Employment Training Institutes (RSETIs)

The performance of RSETI was reviewed and found to be satisfactory. The representative of Rural Development Department apprised the house that committee for allotment of land at Hoshiarpur and Taran Tarn has been formed and decision will be taken shortly.

Controlling heads of many banks pointed out that district administration is charging for change of land use(CLU) and other charges whereas the same stands already waived by the State Government. The representative of Rural Development was requested to send the copy of the letter to Convener Bank for circulating the same amongst all the banks/LDMs.

The representative of banks informed the house that since RSETIs are not established at Pathankot and Gurdaspur, they are feeling difficulty in imparting EDP training in these district. Shri Sarabjit Singh, Joint Director, Department of Industries, informed the house that the Deptt is ready to provide the space and faculty for providing EDP training at District Industries centre in these districts. Since RSETIs are not functioning in Gurdaspur and Patankot district and candidates are facing difficulty in taking training, the house resolved that the training in the districts where RSETIs are not functioning be provided at District Industries Centre.

The house approved the opening of RSETISs at Fazilka and Pathankot by Punjab National Bank, Lead District Bank in both the districts.

Shri K. C. Sharma, State Project Coordinator, requested the representative of department of Rural Development for release of funds for reimbursement of training expenses at the earliest and requested the member banks for credit linkage of trainees of RSETIs sponsored programmes.

Shri Sharma further requested to take up the matter with the MoRD in view of the decision of the National Level Advisory Committee meeting held on 08.04.2015, wherein it was communicated that no request for opening of new RSETIs will be entertained henceforth.

Item No. 12 / Electronic Benefit Transfer (EBT) for Government Schemes

The performance of banks in opening accounts and disbursements under EBT was reviewed and member banks were requested to ensure seeding of Aadhaar in the accounts of all the beneficiaries.

Action: Member Banks.

Item No.13 / Guidance on the orders received from Police Authorities.

After detailed deliberations on the issue of orders issued by District Magistrate Jalandhar, it was decided that Department of Institutional Finance and Banking will take up the matter with the Home Department , Govt. of Punjab for settling the issue amicably. Convener bank has already sent the copy of the orders to DIF&B for intervening in the matter.

Item No. 14 / Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting.

The year wise detail of pension paid to pensioners was provided to the Deputy Director, Department of Institutional Finance and Banking and he was requested to take up the matter with the concerned department for resolving the long pending issue.

Action: Department of IF&B.

Item No.15 / Non issuance of NEC for 12 years.

The item was for information of the house and no action point emerged.

Item No.16 / Clarification in respect of Lien/noting on TS-1 record.

The house was apprised of the difficulty being faced by the bankers in few districts for non entering of lien in TS-1 record. Convener Bank has already taken up the matter with department of local bodies and DFI&B in this respect. The representative of DIFB informed the house that they have also taken up the matter with the Local Bodies Department. He was requested to follow up with Department of local bodies, Govt. of Punjab and apprise the latest position to Convener bank for placing the same in the forthcoming SLBC meeting.

Item No.17 / Revision of income limit for SC beneficiaries living below the poverty line-Notification of new income limits for rural/urban areas.

The item was for information of the house and no action point emerged.

Item No.18 / Regional Coordination Committee Meeting of NABARD-Issues.

The representative of NABARD apprised the house that utilization certificates are not being sent by the branches. He requested all the member banks to send the utilization certificate to NABARD immediately and ensure meticulous compliance of the issues mentioned in the Agenda papers.

Item No.19 / Review of Govt. Sponsored Schemes & Programmes.
19 (i) / National Rural Livelihood Mission (NRLM)- Implementation in the State of Punjab.

The progress under NRLM Scheme was reviewed and same was found to be satisfactory. The representative of Rural Development informed the house that the scheme is presently implemented in14 blocks of 7 Districts. She informed the house that they are presently facing problem in credit linkage of these groups. She requested the member banks for linkage of these groups formed under NRLM. To sensitize the banks about this scheme, department is planning to conduct 2 workshops one at Patiala and another at Tarn Taran. She requested the member banks for participation in the workshops, dates of which will be informed well in advance.

19 (ii) / Prime Minister Employment Generation Programme (PMEGP)

The progress under the scheme was reviewed. The representative of the department of industries informed the house that about 1635 applications has been sent to different banks. He requested the member banks for disposal of loan applications on merits expeditiously.
