Templates for inputting comments on ISO/CD.1 19011
1. Introduction
Owing to the volume of comments that will be received against the committee draft, it is necessary to employ computerised systems to assist in their compilation and sorting. If comments are submitted using the templates given below, simple wordprocessing facilities may be used to perform these tasks. These have been developed in Word 6 format.
2. Processing of comments
It should be noted that:
a) It is difficult to act upon comments that are not supported by a recommendation for change or do not justify the need for a change.
b) Owing to the urgency of processing the comments, if the comments templates are not used, and/or when the comments are not provided electronically, it is likely that the comments will be simply appended to the end of the tables of compiled comments and not be re-captured by the secretariats.
c) If within ten days of submitting your comments to the secretariats, you have not received acknowledgement of receipt, please advise the relevant secretary, so that any transmission problems may be resolved.
d) No report will be produced on actions taken against individual comments on these Committee Drafts.
3. Submission of comments
3.1 By Member bodies
It would be appreciated if Member bodies would return their comments in an electronic format that is readable by Word 6.0/95 (if not possible by Word 97) to:
- the ISO/TC 176/SC 3 Secretariat (e-mail:)
- the ISO/TC 207/SC 2 Secretariat (e-mail: )
Alternatively, comments may be submitted by posted floppy disk.
When returning the comments to NNI please clearly indicate whether the comments are made as:
· member of ISO/TC 176/SC
· member of ISO/TC 207/SC 2
· joint reply for both sub-committees
Closing date for comments: 1 February 2000
3.2 By Individuals
The templates below have been developed so that they may be also used by Member bodies for the compilation and collation of comments by individuals within their own countries or liaison organizations.
It should be noted that only comments submitted by Member Bodies to ISO/TC 176/SC 3 or ISO/TC 207/SC 2 will be given consideration.
Individuals should submit their comments to their own national standards body, or recognized liaison organization, for review and consideration for onwards submission to ISO/TC 176/SC 3 or ISO/TC 207/SC 2.
Comments from individuals will not be accepted or acknowledged by the Secretariats.
3.3 Guidelines for using the template
The use of templates for comments greatly accelerates the initial processing of the comments by the secretariats, allowing experts more time to review and analyse the comments in advance of the next working group meetings.
By noting the following issues, it may be possible for the secretariats to provide an even faster service to the working group experts.
a) Please ensure that each row of the table indicates which clause the comment refers to.
(It was found in ISO/TC 176/SC 2 that where several comments had been submitted on the same clause, the commentator often only input the clause number against the first comment)
b) Please observe cell boundaries and do not merge or adjust adjacent cells.
(It was found in ISO/TC 176/SC 2 that a number of comments were placed in merged 'Change suggested' and 'Justification for change' cells. During sorting this caused severe distortion of the collated tables of comments, requiring much rework. It is preferable that such comments be confined to one or other of these cells, with a minor comment in the adjacent cell.
Also, it was noted that a number of commentators had merged 'clause number' cells to allow separation by rows of different comments against a single entry for the clause number.)
c) Please do not apply additional formatting conditions to the tables other than the default formats for simple tables. For example, please ensure that individual rows can break across pages.
d) Please do not proceed the clause number by typing a 'carriage return' or 'enter' or '?+' keystroke, as the 'sort' function in 'Word' will sort the comments by this keystroke in preference to the typed clause number.
Please do not proceed the clause number, paragraph number, bullet number or line number by typing words such as 'clause', for the same reason.
Similarly, please do not use words for clause numbers, e.g. do not use "Scope" instead of "1", and for those items where a word description is appropriate (e.g. title, Foreword, annex), please do not abbreviate the word, but rather truncate it (i.e. "Fore" will permit effective sorting of "Foreword" comments).
e) Please ensure that the numbers for an individual clause number are correctly separated by "full stops" or "periods"
f) If using the comments templates from the ISO/TC 176/SC 2 web site, please ensure that any unused rows are deleted.
g) Please note that the tables will be re-formatted so that any text will be in Times New Roman font, point size 8. This may remove alignment of text between columns, if they have been developed in different fonts or point size.
