1. INTRODUCTION & BACKGROUND
The greater Giyani Pilot was selected as a Pilot project for the implementation of the CRDP by the Minister of DRDLR Mr Gugile Nkwinti. The choice of Greater Giyani as pilot was inspired by an article that the Minister read in a newspaper about the levels of poverty in the Municipal area (see below)
In order to implement the project a team was deployed to the Limpopo province to meet with provincial stakeholders to discuss the implementation of the project. As per Minister’s directive, a leadership team from the DRDLR, together with the technical team, in consultation with the district and local municipal officials, embarked on a process to identify a specific village within the GGLM to be used as a pilot for the programme. This process identified Muyexe village (see map below).
Below is an outline of the process followed in the identification of the village of Muyexe.

2. SUMMARY OF MEETINGS AND EVENTS
The section below highlights the meetings held to date with various stakeholders and highlights the key outcomes of these meetings.

18/05/09 / Meeting with Premiers Office and HOD’s of Limpopo province / The CRDP project was introduced to the province and commitment to the project was sought. A technical team was composed of officials from DRD & LR and the Office of the Premier to develop a status quo analysis of Greater Giyani municipality and also to assist in identifying a potential village for implementation of the CRDP approach. The meeting also discussed the visit to Giyani by the Minister of DRDLR and the Premier of the province
18-19 /05/09 / Technical Team Meetings / The technical team met to develop a framework for the document, review the availability of information and to develop a status quo analysis of the greater Giyani municipality which was to be presented to stakeholders.
20/05/09 / Meeting to present findings / The technical team presented its findings and the meeting then chose three villages to visit based on the findings of the technical team. Site visits were then taken and a village was chosen based on feedback after the site visits. The village chosen was to be visited by the Minister and Premier on the 22/05/09
22/05/09 / Walkabout by Minister and Premier of Province / Prior to this various meetings were held to prepare for the walkabout. The Minister, Premier and other officials walked about the village of Muyexe which was chosen as the area of focus.
26/05/09 / Socio Economic Analysis / Complete HH questionnaires to determine further needs of the community
28/05/09 / Debriefing Meeting / A meeting was held to discuss the walkabout by the Minister, Premier and the way forward with regard to the implementation of the CRDP. Teams were composed to deal with interventions to address concerns raised by the community during the technical team’s assessment and also during the walkabouts. A list of potential projects was identified and preliminary findings of socio-economic analysis incorporated.
29/05/09 / Presentation to Strategic Planning Session of HOD’s of the province / The CRDP and interim project list was presented to all HODs to make them aware of possible projects that they would assist in the implementations thereof.
04 June 2009 / Meeting to discuss identified projects / Sector Departments were tasked to develop plans for the implementation of identified projects
10 June 2009 / Meeting to discuss implementation of CRDP approach in Muyexe / The technical team presented a template for progress of project and a proposed project list (see Annexure A).
Sector Departments also presented possible projects from their budgets
The technical team was tasked to develop a spatial plan for the village of Muyexe.
16 June 2009 / Progress Meeting / A meeting was held for sector departments to report progress on the implementation of identified projects in Muyexe.
30 June 2009 / Exhibition in Muyexe / Sector Departments including Home Affairs, SASSA and other departments made their services available in the selected Pilot Village of Muyexe
14 July 2009 / Progress Meeting / The purpose of the meeting will be to make an assessment and consolidation of the reports on Service Delivery at Muyexe and the associated villages to ensure that the preparations for the ministerial visit are in place
16 July 2009 / Mandela Day: Muyexe Village / The purpose of the event was to “Celebrate Mandela Day: Dedicating 67 minutes for Madiba Campaign” which inculcates the ideals of Knowing thy neighbour and Lending a helping hand. The Minister and other senior politicians and government officials participated in assisting communities in the village of Muyexe.
03 August 2009 / Meeting between Directors General / The meeting was called to discuss the developments, achievements, concerns and challenges facing the implementation of the CRDP. Officials presented the background and progress to date. It was noted that the Visit by Minister and the Exco to Muyexe went well. The main aim of the meeting as stated by the DG’s was to ensure that there was better co-ordination and that officials worked together to achieve the goals. Key decisions were taken guiding the process forward for the CDRP: Greater Giyani – Muyexe.
05 August 2009 / Progress Meeting / The purpose of the meeting was to report progress to date, to present and adopt reporting template and propose new Institutional Arrangements.
3. NEEDS ANALYSIS
In order to assess the current progress it is critical to assess the needs analysis and highlight the processes undertaken to determine the community needs. The process followed a two pronged approach guided by the Spatial & Technical Analysis, site visits and community participation.

3.1 Technical & Spatial Analysis / Site Visits
The table below highlights the needs identified in Muyexe based on the First phase Spatial & Technical Analysis and Site Visits.
Needs / Findings And Proposed Interventions /Road Access / · The access road needs to be upgraded to an all-weather gravel road, rebuilding the road crossings over annual flowing streams.
· At present a bus service frequents the village twice a day. Taxis will not enter the village because of the state of the road. People are forced to use donkey carts as a means of transport.
Internal roads / · Internal road network needs to be reconstructed to repair the erosion and dealing with the rock outcrops within the road area.
Housing / · Many of the community have RDP houses alongside their traditional houses. There are some people who do not have a RDP house and their mud houses are dilapidated.
Water / · The village has no water reticulation but the infrastructure is in place. To gain access to water, the community is forced to buy water from people who own private boreholes. The problem is compounded by high unemployment levels and the reliance on social grants to pay for water.
Infrastructure / · Sanitation infrastructure is not comprehensive.
· Electricity supply is available but not in all households.
Food Security and Agricultural challenges / · The close proximity to the Kruger National Park and foot and mouth disease being a concern in this “red line area” beside the Park constrains the community from selling their animals outside of their village.
Fencing / · Many households had make-shift fencing. There is a need to improve the fencing around the crops.
· There needs for an improvement of the Kruger Park fence to prevent wild animals from attacking and eating the community’s livestock. The problem occurs when the community allegedly cut the fence to poach game within the Kruger Park and then wild animals use the cut fence to attack and eat livestock.
Education / · The area has a crèche, primary school and high school.
Employment / · There is a lime stone quarry close to the village which employs a few people.
· The owner of a supermarket grows vegetables in the area which also offers limited employment in the area.
Health / · There is no clinic and the mobile clinic visit the area twice a month.
· In our observations there are a lot of child headed household which might indicated the prevalence of HIV/Aids and other diseases.
Community Facilities / · No sports or recreational facilities.
3.2 Social Facilitation
Below is a summary of community participatory processes undertaken in Muyexe. Various methods of public participation were used to identify community needs. These include household surveys, community meetings and appraisals and engaging school pupils.
3.2.1 Household Surveys
A questionnaire was used to do a profiling and to confirm the exact number of households (HH) in the village. Thus far, 300 HH have been profiled through physical and contact interviews by the team. The study was completed by CRDP, CDW’s, Ward Committee together with 52 unemployed youth. The survey results are currently being analyzed.
3.2.2 Community Meetings and Appraisals
CRDP Officials, CDW’s and War Room officials had several meetings with Muyexe community (Traditional leaders, Youth, Man & Woman, and Elderly).
In all the meetings water was identified as the main need of the community. Other need identified include roads, clinic, housing, fencing, playgrounds, post office, Tribal Authority (facility for the chief), community hall, police station, shopping mall, wild animals preying on their livestock, hotel/tourism (B&B), dilapidated school class rooms and the toilets, grazing camps, bursaries and library.
The community committed themselves about the identified needs by signing on the flip charts on which the priorities were listed.
3.2.3 Essays and Drawings from Schools
Pupils from primary school were invited to draw pictures on their perception of the village. High school pupils were invited to write essays on the theme: “Muyexe, My village, What I like and what I do not like”. The future plan is that the drawings and essays will be placed in the proposed library in Muyexe.

3.4 Muyexe Spatial Plan
The Muyexe Spatial Plan seeks to spatially locate projects that have been proposed in response to the identified needs of the community of Muyexe. The principles promoted in the current legislative framework for Spatial development have been adopted to ensure the maximization of resources. This concept is reflected in the proposed location of the Thusong Service Centre (Map 1 ).
The central location of the proposed TSC improves the service delivery impact as it is accessible to a larger threshold of population. By locating the TSC in this area a greater number of villages will be served. By improving the road networks that link these villages accessibility to this service will be enhanced and the impact of such a service is larger. A regional approach to the development of Rural areas is key towards ensuring the sustainable growth of Muyexe. Key issues that impact on the location of projects revolve around:

- Accessibility
- Conglomeration of activities etc.
The existing land use plan (Map 2) depicts the current situation in the village of Muyexe. The Spatial plan seeks to present a vision for the development of Muyexe (see Map 3).
