INTRODUCTION

1.  Purpose

The Arizona School Facilities Board wants to determine if all the schools within the state comply with the Building Adequacy Guidelines prescribed by law. To accomplish this task, each school within the state needs to be assessed to see if they comply. The assessment will require the combined efforts of the School Facilities Board, School Districts, and survey teams comprised of consultants hired by the School Facilities Board. It is the intent of the School Facilities Board to make this assessment as easy as possible for the School Districts.

If school districts do not comply with the Building Adequacy Guidelines, then the deficiencies need to be noted and a solution, together with a cost to remedy the deficiency, needs to be identified. It is the intent of the Schools Facilities Board to provide sufficient funding to rectify any and all areas where School Districts do not comply.

2.  Format

The assessment procedures consist of three parts. Part 1 is to be completed by the Schools Facilities Board. It will contain information provided to the Schools Facilities Board by the School Districts as part of the normal reporting procedures. Part 2 will be completed by the School Districts. It will contain information with regard to school spaces, school sites, equipment at the district level, equipment at the school level, and building systems at each school. Survey teams will complete part 3. They will be verifying the space, site and equipment information provided by the School Districts, but their main emphasis will be an analysis of building systems. When all three parts are completed for each School District, the information will be entered into a database and a report will be generated. This report will indicate where the School District does not comply with the guidelines and identify the solution and cost to rectify the deficiency.

INSTRUCTIONS

These instructions should assist the School Districts in completing the Facility Assessment Survey. The instructions are numbered to coincide with the paragraphs in the survey document. Most of the questions do not need any further explanation, but a few require the District to review certain information contained in the “Building Adequacy Guidelines”. Attached to the procedure document is a copy of the “Building Adequacy Guidelines”, “Further Delineation And Explanation of The Building Adequacy Guidelines”, and the “Equipment List”. These guidelines are referenced in these instructions when specific quantities or clearer definition of the required information is needed. As an example, R7-6-301 provides guidelines with regard to classroom spaces.

  1. School Spaces (At School Level)

A.  The School Facilities Board (SFB) Guidelines contain minimum the square footages for certain spaces within each school. Please verify if the school meets these requirements. They are described in R7-6-301, -401, -901A, -911 and -921. If you have a problem, please provide the actual square footage, the space name, and a description of what the problem is.

B.  Please indicate the square footage of the spaces listed and whether this space is shared by another school. Describe any problems that sharing space causes.

  1. Building Systems

This section needs to be completed for each building at every school built prior to January 1, 1990 and for those building after 1989 that the school district could not certify that they met the “Building Adequacy Guidelines”. For the systems list, check either the “Yes” or “No” or "Unknown" box.

  1. Identification of Problem Areas

For those systems that do not meet the guidelines, then the school district needs to identify why they think there is a problem.

  1. Consultant Survey Team

The School Facilities Board will be hiring consultant survey teams to verify the space, site and equipment information being provided by the school districts. The consultant survey teams will, however, concentrate their efforts on the building systems and will complete an independent survey of those systems. While they are conducting the building systems survey, they will be verifying or providing additional information for any problem area identified by the school district. The consultants’ main objective will be to provide solutions and an estimate of the cost to any problem areas. The consultants will also be asked to prioritize the problem as either:

A.  Critical/Immediate/Life Safety (less than 1 year for imminent damage).

B.  Building System Repairs within 1 to 3 years.

C.  Equipment Deficiencies Corrected within 3 years.
