Data Layout for the 2006

Student Level Accountability Information File

The file for which this data layout was prepared contains 170 different variables that were required to fully implement the 2006 Achievement, Growth, and AYP models. The models are complex and rely on data extracted from MSIS, student level test data files received from testing vendors (CTB and Harcourt), and other data sources (e.g., Alternate Assessment and ELL/LEP scan forms and the MAAECF application developed by MIS). To understand the accountability models and the way that data values in the Student Level Accountability Information File (SLAIF) are used in the models, please see the documents posted on the 2006 Accountability Information Center web page in the Mississippi Assessment and Accountability Reporting System (MAARS). A student appears in the file if

(1) he/she was included in any of your district's monthly data transmissions to MSIS

(end of Month 1 through end of Month 9) AND

(2) there were no later indicator records for that month in MSIS showing a different

district code (ORS extracts the latest indicator record for each month) AND

(3) the student was enrolled in grades 3 through 12 during 2005/2006 OR

was enrolled in grade 56 or 58 and had a peer grade (based on age as of

September 1, 2005) between 3 and 8 OR

was enrolled in grade 78 and had a peer grade between 3 and 8.

Of 524,023 students in the cumulative 2005/2006 enrollment, 391,358 met the criteria and appear in one or more of the 152 district SLAIF spreadsheets.

With very few exceptions (e.g., a student with MCT test data, but an incorrectly coded grade in MSIS), the above students were those who may have been included for calculating AYP testing participation rates, AYP proficiency indexes, and BAI/HAI values for the Achievement model. You will need to use the values in the student records to determine if and how each student counted within the accountability models run for your district and schools.

For 2006, 17 variables were added (DISPL, REMRLA, REMMTH, MAAECF_LA, MAAECF_MA, XG3 to XG8, and YG3 to YG8) and 2 were deleted (RAA, MAA).

This flag was used for implementing special flexibility allowed by the U.S. Department of Education for 2006 only. It does not represent an accurate indication of every student's displaced status. Additional information concerning displaced students in the accountability models can be downloaded from the 2006 Accountability Information Center in MAARS.
"Y" indicates that the student was considered displaced.
"N" indicates that the student was not considered displaced.
If a displaced student was in the grades assessed and was enrolled during the testing dates, he/she was included in a special "displaced students" subgroup for calculating 2005/2006 AYP testing participation rates. Such students were not included in any other subgroups (not even the "all students" group) for calculating AYP testing participation rates.
None of the displaced students were considered to be "full academic year" students. Their SAMEDIST and SAMESCHL values were forced to '9999' or '9999999'. Therefore, none of the displaced students' test scores were included in the 2006 Achievement, Growth, or AYP models.
One of the USDE requirements is that displaced students scoring below proficient on statewide assessments receive remediation in 2006/2007. To facilitate the identification of those students, two variables were added at the end of the data record. See positions #169 and 170 (REMRLA, REMMTH).

59 / ELIGRLM / 1 if MSIS grade (or peer grade for 56/58/78 students) is between 03 and 08
60 / ELIGE / 1 if student took English II in 2004/2005, was not repeating the course, and was enrolled in the same school during the fall & spring SATP administrations.
61 / ELIGA / 1 if student took Algebra I, was a 10th grader, was not repeating the course, and was in the same school during the fall & spring SATP administrations.
62 / ELIGRNO / 1 signifies that student is to be forced to non-eligible for RLA participation
63 / ELIGRLA / Y means that student counted in the RLA participation rate denominator
64 / ELIGMNO / 1 signifies that student is to be forced to non-eligible for MTH participation
65 / ELIGMTH / Y means that student counted in the MTH participation rate denominator
66 / TESTSCHL / For any student with ELIGRLM=1 (must have MCT -- on-grade or instructional level – or alternate assessment data in reading/language and mathematics), a school code is in this field if the student was enrolled in that school May 2 through 12, 2006. For students with ELIGE=1 or ELIGA=1, a school code is in this field if there is not already a school code based on ELIGRLM. If '9999999', the student doesn't count in any school's test participation rate. For district participation rates, the district code is the first four characters of TESTSCHL.
67 / TSTRLA / Y/N indicates whether reading/language data were found for the student in the ORS final matched test data files. If ELIGRLA=Y, student counts in the numerator for the RLA participation rate.
Note: Beginning in 2006, non-SCD students had to take an "on-grade" assessment or be considered "not tested." In such cases, TSTRLA will be set to "N" and the corresponding test flag in the MCT instructional level or old Alternate Assessment string (see below) will be set to "F" (for Forced).
68 / TSTMTH / Y/N indicates whether mathematics data were found for the student in the ORS final matched test data files. If ELIGMTH=Y, student counts in the numerator for the MTH participation rate. See note for TSTRLA; also applies to TSTMTH.
69 / MCT_R_GL / This is a 6-character string. Each position represents an MCT Reading test level for "on-grade" testing. Position 1 = Level 13 (grade 3), Position 2 = Level 14, etc. 1 means we found data on that test level for the student, 0 means no data.
70 / MCT_L_GL / Same, but MCT "on-grade" Language test at Levels 13-18.
71 / MCT_M_GL / Same, but MCT "on-grade" Mathematics test at Levels 13-18.
72 / MCT_R_IL / This is a 7-character string. Each position represents an MCT "instructional level" Reading test. Position 1 = Level 12 (grade 2), Position 2 = Level 13, etc. 1 means we found data on that test level for the student, 0 means no data.
For a non-SCD student, "F" indicates that the student was forced to "not tested."
73 / MCT_L_IL / Same, but MCT "instructional level" Language test at Levels 12-18.

Data were scanned from "blue forms" and separate RLA and MTH scores were computed using the RLA and MTH bubbles on the forms. 0 means no RLA.
For a non-SCD student, "F" indicates that the student was forced to "not tested."
76 / TSTMALT / 1 indicates that the student had an alternate assessment with a MTH score.
See explanation above for RLA. 0 means no MTH data.
77 / TSTXALT / 1 indicates that the student had an alternate assessment. If this flag is 1, the SCD was considered tested (for both TSTRLA & TSTMTH).
For a non-SCD student, "F" indicates that the student was forced to "not tested."
78 New / MAAECF_LA / 1 indicates a student coded SCD at the time of testing who has a language arts score (proficiency level) on the Mississippi Alternate Assessment of the Extended Curriculum Frameworks (MAAECF).
79 New / MAAECF_MA / 1 indicates a student coded SCD at the time of testing who has a mathematics score (proficiency level) on the Mississippi Alternate Assessment of the Extended Curriculum Frameworks (MAAECF).
80 / TSTENGL / 1 indicates that the student has English II data from 2005/2006. Students repeating the course are not expected to be tested (see field ELIGE).
81 / TSTAL10 / 1 indicates that the student has Algebra I data from 2005/2006. Students repeating the course are not expected to be tested (see field ELIGA).
