Job Description Summary:

The Executive Director, in cooperation with the State Service Commission, is responsible for establishing and executing major goals and objectives for the office. The Executive Director provides the overall supervision of the business of the Commission and shall direct the affairs and policies of the Commission. Provides leadership, directions and guidance of the organization’s activities. Provides adequate support for the implementation and maintenance of the programs and services of the Commissions. Assures that the Commission conforms to the requirements of authorized regulatory agencies and authorities; oversees compliance with the laws and regulations of Federal, State and government authorities. Carries out policies and procedures as established by the Commission. Acts as the representative of the Commission to the public, governmental, community and civic and voluntary organizations; reports to the Members on the performance of the Commission functions.

Essential Duties/Responsibilities

·  Responsible to the Commission for all administrative, management, public affairs and program functions, including hiring and supervision of staff and contractors.

·  Plans, organizes and administers the goals, policies and objectives of the Commission as developed by staff and commissioners.

·  Oversees monitoring and evaluation of Commission-funded services programs, including the AmeriCorps and Indiana Kids programs. Oversees the financial records and program accomplishments to ensure soundness of organizations. Reviews and finalizes decisions and recommends funding for approved programs.

·  Act as liaison between Corporation for National and Community Service and Serve Indiana.

·  Responsible for the expansion of Commission volunteer initiatives, including AmeriCorps programs, by forming strategic partnerships and developing donor relationships.

·  Ensures that programs and the Commission continually improve quality via strategic planning, issue identification, action plans, and outcomes.

·  Oversees the development and implementation of operational plans, policies, and goals that further strategic objectives.

·  Promotes ethic of service that demonstrates measurable impact of increased service activities.

·  Interprets legislation and policy initiatives related to National and community service.

·  Participates in public appearances; address audiences either in person using radio and/or television broadcast or through published articles to communicate complex subject to diverse groups, organizations, and general public on a variety of program and policy issues.

·  In conjunction with Commission Chairman, oversees Commission appointments and training.

·  Reports to the commission on funding and activity for the Commission and a variety of program partners, ensuring that all deadlines are met.

·  Oversees the development, analyzes, and negotiations/modifications for contracts;

·  Develops, implements, coordinates and oversees special events, fund raising activities, and the overall sustainability plan for cash match while promoting expansion of funding sources for service programs.

·  Reviews and approves or disapproves program applications on behalf of the Commission.

·  Oversees implementation of all committees and plans of the commission. Keeps National and Community Service in a larger context by connecting with relevant Federal, State and Local policy leaders to gain program support.

·  Serves as liaison with Corporation for National Service, Corporation State Office and with all Indiana State governmental authorities.

·  Arranges for and attends meeting as required.

·  Required to travel and may make flight and logistical arrangements as necessary.

·  Oversees and develops organizational capacity, including staff size and system administration in order to take advantage of grant and other funding opportunities as they become available.

·  Oversees the implementation of the human resource policies, procedures and practices including the development of job description for all staff.

·  Establishes a positive, healthy and safe work environment in accordance with all appropriate federal and state laws and regulations.

·  Recruits, reviews and selects Commission staff and ensures appropriate orientation and training is provided.

·  Implements a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and annual performance reviews.

Job Requirements

Knowledge of:

§  best practices/principles of the grants allocations process, program development, program administration and evaluation, including performance measurement;

§  technical language associated with agency programs, including the ability to read and interpret Federal and State guidelines, laws, rules, regulations, and policies;

§  theories, methodologies, and principles governing grant development;

§  strategic planning processes;

§  agency objectives and processes as well as organizational policies and procedures;

§  techniques of preparing, producing and disseminating information;

§  the public and nonprofit sectors, particularly the unique characteristics of faith-based organizations as communities;

Skills:

§  strong project management skills, including organizing resources, establishing priorities, and attention to detail;

§  strong problem-solving skills, including experience in identifying solutions, formulating policy, and developing and implementing new strategies and procedures;

§  strong people skills, including experience working effectively with a wide range of constituencies in diverse communities;

§  computer skills, including proficiency using Microsoft Office programs.

Ability to:

§  exercise independent judgment within broadly defined policies and practices in developing methods, techniques and evaluation criterion for obtaining results;

§  supervise and train assigned staff, volunteers, interns, and/or AmeriCorps*VISTA members to accomplish work plan objectives, including organizing, prioritizing, and scheduling work assignments;

§  comprehend, analyze, interpret, and correlate technical material and data into a variety of written reports;

§  facilitate group processes;

§  establish and maintain cooperative, productive working relationships with other agency personnel, state and federal government units, grant recipients, the nonprofit sector, and the public through effective motivational and leadership skills;

§  analyze problems and articulate remedies, both in writing and verbally;

§  learn web-based reporting and grants management system(s);

§  identify and resolve standard problems;

§  manage plan, prioritize and manage multiple complex activities;

§  effectively communicate in both written and oral formats.

Difficulty of Work

The scope of work is bifurcated, broad and complex, often involving multiple project elements and audiences. Project timelines are short, assignment deadlines are often determined by external factors, and the incumbent will be expected to manage multiple projects simultaneously. The incumbent must be self-directed, work independently, and possess sufficient control of the workflow to deliver high-quality work products in a fast-paced environment.

Personal Work Relationships

The State Service Director will work closely with all staff. In addition, the incumbent will work with fiscal staff on agency and program budgetary issues as needed. Regular communication (both written and verbal) with all agency personnel, the Serve Indiana Commission, other agencies, nonprofit, state and federal government units is expected. The incumbent reports to the DWD Chief Operating Officer of Education and Training. Directly supervises the Assistant Director of Programs and Operations.

Preferred Experience

·  Baccalaureate degree in public administration, communication, or related field (Master’s degree preferred)

·  It is preferred the successful candidate have extensive knowledge of and eight (8) years experience with best practices/principles of the grant allocation process, program development, program administration and evaluation (including performance measurement)

·  Participation in or experience working with national service programs (such as AmeriCorps, Senior Corps, Peace Corps) and working with nonprofits and/or volunteer management.

·  Knowledge of data compilation and reporting (especially spreadsheet design and usage)

·  Ability to quickly learn and implement a wide range of policy and regulatory guidance

·  Strong task completion and attention to detail
