· No soil originating on airport property shall leave the airport without DFW Environmental Affairs (EAD) approval. No soils other than those required by engineer’s specifications and not available through the DFW stockpile programs shall be imported onto the airport without EAD approval.
· All trucks using public roadways within airport property and transporting erodable materials such as soil, sand, gravel, rock, concrete chunks, etc. shall be in good condition and shall use functional covers for the bed.
· Soils disturbed by excavation or drilling shall be observed for visual and olfactory evidence of contamination. That means if you see or smell anything unusual, immediately contact EAD. If evidence of contamination is encountered through visual or olfactory senses or by required instrument screening, the contractor shall immediately notify EAD and then store the contaminated soil in a manner to protect from precipitation, generally by placing the soil on a layer of plastic and cover with a layer of plastic.
· Excess uncontaminated soils should not remain as soil piles on the project site any longer than necessary. Should there be a need to store excess soils on the project site, the location of any temporary stockpiles should be noted in the Storm Water Pollution Prevention Plan (SWPPP) or Erosion Control Plan (ECP). Any stockpiles or areas not in use for a period of 21 days are to be stabilized by some means such as covering, surrounding by silt fence, hay bales, hay logs and growth of grass to minimize erosion and sediment transport potential. “Clean” soil stockpiles are not to be contaminated in any way with construction debris, or spills of fuel, oil, solvents, chemicals or other waste materials.
· All excess soils shall be transported to a DFW Soil Stockpile separated when possible into soil types such as topsoil (grass, roots, aerobic layer of dirt), soils (clay or clay/shale mix), fill material (sandy mix or select fill types). The Stockpile does not accept loads with trash, pipe pieces, rebar, concrete chunks or other types of construction debris. Rejected loads are the responsibility of the project’s general contractor to correct by removal of debris, etc. and return to the stockpile. Small amounts of excess soil such as placing post holes may have an option to spread soil at the site as long as it is evenly and very thinly
· spread over a wide grassy area and is not in danger of washing into a nearby storm drain or body of water during a rain event. Soils segregated due to any evidence of contamination shall be managed in accordance with EAD’s Soil Management Plan.
· Entry into the DFW Stockpiles is controlled access only. A stockpile permit must be on file with EAD and arrangements to open the gate shall be made utilizing ADE’s “48 HOUR ADVANCE NOTICATION OF REQUEST TO ACCESS DFW AIRPORT SOIL STOCKPILE AREAS” form. Other arrangements may be made to transport uncontaminated soil to other project sites or locations on the airport, but shall not be done without prior approval by stockpile manager and EAD and will be documented through the use of the 48 HR. Notification form.
· Any loads dumped by truck drivers either containing unwanted materials or debris, in an unapproved location or without the stock pile manager’s prior approval shall be the responsibility of the project general contractor to arrange to remove or mitigate.
