Issue: Peacekeeping and Internationalism

Through this movie we will gain a better understanding of the challenges of peacekeeping.

The setting for the movie is Rwanda. Belgium colonizes Rwanda in 1916. The Belgium government issue identity cards that identify the individual as either Hutu or Tutsi. The Tutsis are given preferential treatment – better education, better jobs and more power. In 1959, Rwanda gains independence. The Hutus rebelled and took over the government. The Tutsis took refuge in neighbouring countries. In 1990 Tutsi multinational force invaded from Uganda. French troops became involved and a treaty was signed in 1993. The UN sends a peacekeeping force to maintain the peace while the provisional government sets up a more permanent structure on which to be governed.

Chapter 10 examines the benefits and challenges of participating in international organizations.

Peacekeeping is an especially difficult task to carry out. Troops taking part in peacekeeping missions must follow these guidelines:

Consent – peacekeepers must respect the sovereignty of the host country

Impartiality – peacekeepers must not take sides

Self-defence – peacekeepers may use force only to defend themselves
