Title: Senior Project Manager Classification: Business Leadership

CONTEXT

Corporate Services for the Natural Resource Sector (CSNR) operates within a government shared-services delivery model providing corporate services to the six ministries that are part of the natural resource sector (NRS). The ministries are: Aboriginal Relations and Reconciliation; Agriculture; Energy and Mines; Environment; Forests, Lands and Natural Resource Operations; and Natural Gas Development.

CSNR’s 500 staff members provide corporate services for the approximately 5,500 NRS employees in over 120 locations throughout the province.

CSNR is led by two assistant deputy ministers (ADMs). Each ADM has been assigned one or more business area accountabilities (e.g. financial services, client services, information management, human resources, assets, facilities and infrastructure) and is responsible for delivering these services to all six sector ministries.

In addition, each ADM has executive financial officer (EFO) responsibilities with dedicated executive client teams to serve their individual ministry clients. Currently, one ADM is EFO for the Ministry of Forests, Lands and Natural Resource Operations and one ADM is EFO for the ministries of: Aboriginal Relations and Reconciliation; Agriculture; Energy and Mines; Environment; and Natural Gas Development.

Although directly reporting to one CSNR ADM, this position is expected to provide support to both CSNR ADMs as required.

JOB OVERVIEW

As an agent of change, manages the development, implementation and evaluation of major projects or change initiatives, major sector and ministry treasury board submissions, or business components of large multi-faceted projects with multiple key deliverables. The position also supports the ADM and the division’s management team in all areas of strategic, performance and operational management, including the development of the division’s business plans and supporting resource plans. The Manager collaborates with senior managers to achieve results.

ACCOUNTABILITIES

Required:

·  Leads the development and implementation of projects or initiatives that have divisional, cross-divisional, sectoral and/or external impacts. Develops frameworks and project priorities, ensuring the expectations and requirements of the business area(s) and strategic priorities are reflected. Identifies project objectives and strategies, and provides course correction as required.

·  Manages and implements projects through all phases of the project management life cycle within accepted standards and deliverables.

·  Determines project scope, defines deliverables, and develops project charters to align with the direction of the program area.

·  Develops and maintains a broad range of stakeholder relationships to achieve project objectives including leading consultation sessions.

·  Makes presentations and provides advice to the Minister, Deputy Minister, Ministry Executive, senior government officials on project status.

·  Develops and implements all consultation, communication and marketing plans.

·  Plans and conducts project evaluations and post-implementation reviews, and documents findings for future reference.

·  Manages the financial resources for the project.

·  Leads the division and sector-wide continuous improvement initiatives (e.g. Lean), including the development of standards and procedures to ensure practices are consistent with overall ministry and sector objectives.

·  Coordinates the ADMO finances/budgeting, analyzes variances, monitors expenditures, manages contracts, and recommends changes to meet fiscal priorities.

Optional:

·  Supervises staff including assignment of work, development and evaluation of performance plans (EPDP’s), approval of leave, response to grievances and initiation of discipline processes.

JOB REQUIREMENTS

·  Degree in business administration, public administration, related field or equivalent combination of education and experience

·  Experience in strategic planning, business planning and performance management/continuous improvement (e.g. Lean)

·  Experience managing multiple projects/initiatives or leading a component of a major project/initiative

·  Experience managing relationships with senior level stakeholders and leading consultation sessions

·  Experience in directing the work for other project managers, professional employees, and/or consultants

·  Experience in budget management, procurement and conflict resolution
