ROLE PROFILE

TITLE: Area Logistics Manager
TEAM/PROGRAMME: Programme Operations/Logistics / LOCATION: Torit, South Sudan
GRADE: TBD / CONTRACT LENGTH: 12 months
Child Safeguarding
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Area Logistics Manager will ensure an effective and accountable logistics support systems are in place, which are in line with the global and national policies and procedures. The post holder will also be responsible for the overall coordination and implementation of effective procurement, fleet, warehousing and asset and IT management practices under the regional HUB office.

Reports to: Field Area Managers with technical reporting line to the Logistics Director in Juba
Dimensions:
South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Save the Children has been active in South Sudan for over 20 years.

KEY AREAS OF ACCOUNTABILITY:
Coordination and Support to Programmes
·  Implement Supply Chain strategy developed by Country office concerning the Area Operations
·  Work with Country Logs Director, and CO Supply Chain Manager to setup framework agreements
·  Plan and implement an effective purchase order management system at regional HUB level and organize schedules for bulk and economical purchases
·  Coordinate and make certain that all logistics requirements are delivered in accordance with timescales set and agreed with programme managers
·  Regularly review programmes logistical requirements and ensure that programme works are carried out in the most efficient and cost effective manner
·  Provide support and work closely with the program/ project heads in developing procurement plan
Logistics support
·  Support the implementation of Logistics Procedures and rollout Country Logistics Manual in the area of operations i.e. all field offices within the remit of Logistics Hub.
·  Ensure that logistics standards and systems are fully addressed and procedures are adhered as per the guideline of warehousing, supply/stock reception and dispatch, freight management, asset and IT management, as well as documentation, filling and reporting mechanisms are to the standard and fully implemented in the field offices within the remit of the Logistics Hub
·  Conduct regular regional market survey of goods, services and works and also establish vender registration database, and also establish framework agreements for commonly procured items in the region
·  Coordinate and manage all procurement requirements in the regional HUB and provide adequate and timely logistical support to all field office under the regional HUB including timely transport and delivery of services and supplies
·  Responsible for assessing and advising on logistical needs for new and existing projects in collaboration with all program and project team
·  Undertake swift check on fixed asset, ensure fixed asset are recorded by donor, establish regular monitoring system and reports are submitted regularly
·  Ensure compliance with donor rules and Save the Children procedures for warehousing and inventory management
·  Carry out spot checks of stock in area of operations and analyse warehouse report for management review and action.
·  Support CO team to develop Fleet Management Strategy and implement the same in their field offices.
·  Carry out spot checks for fleet in area of operations and analyse fleet reports for management review and action
·  Directly involve in the tender management of high value transaction and construction works
·  ensure accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms
Staff management
·  Directly lead, manage and motivate Logistics staff in the Logistics Hub ensuring that they have clear work plans and objectives and receive regular supervision and reviews, and Build up their capacity through the use of effective training, performance management frameworks and development plan. Provide technical leadership to logistics staff in the field offices within the area of operations of the Logs hub.
Reporting
·  Ensure monthly reporting systems are implemented across the field offices under the Regional Hub structure in line with SCI Logistics Procedures for Procurement, stock, vehicles and assets. Review the monthly logistics reports for the Hub and advise field offices and programmes where there are irregularities or areas of concern that need follow up.
·  Share the same with the Logistics Director & Area Programme Manager, detailing all logistical activities including procurement trackers, vehicle performance & fuel, stock reporting, asset register updates, staff issues, and other relevant information;

QUALIFICATIONS AND EXPERIENCE
·  Recommended a minimum of 5 years in Logistics management experience in NGO environment, including significant field operations experience running both development and emergency programs
·  BA/BCS degree or equivalent in management,, Development Studies or other social sciences .
·  Diploma/certificate courses in Logistics and Supply Chain strongly preferred.
·  A good understanding of Basic service programs and a working knowledge of the Country program priorities
·  Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
·  Ability to analyze information, evaluate options and to think and plan strategically
·  Excellent interpersonal, communication and presentation skills
·  Fluency in written and spoken English
·  Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
·  Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
·  Willingness and ability to travel extensively in country
