You are summoned to the Parish Council meeting of Tetford & Salmonby Parish Council which will be held on Wednesday 23rd March 2016 in Hamilton Hall at 7.30pm

The meeting will commence with a maximum of 10 minutes Open Forum for members of the public to raise any issues. Parishioners are then requested not to interrupt during the business of the meeting.

Presentation of a cheque by Tetford & District Flower & Vegetable Group towards the purchase of a Defibrillator for the Community.

Statutory Procedures:

1. APOLOGIES and approval for absence

2. NOTES of the Parish Council Meeting held on Wednesday 17th February 2016 to be approved as minutes & any points to be noted.

3. DECLARATIONS OF INTEREST – To receive any declarations from Councillors; Council to consider any written requests for Dispensations & resolve whether to grant acceptance.

4. FINANCIAL MATTERS

a. Accounts to be paid/authorised – Mr A Truscott – Winter display, Salmonby Road Box - £24.44; Hamilton Hall Committee – Hire of Hall January - £12.00; Euroffice – Stationery/Ink Cartridges - £118.32; LALC – 3 x Councillors Training Day 28.1.16 - £70.50; LALC – Training Scheme for April 2016 – March 2017 - £50.00 (to be written into 2016-2017 accounts); LALC – Subscription - £177.87 (to be written into 2016-2017 accounts)

b. Funds Received & Requested – Council to note receipt of: Residents Donation to Defibrillator - £10.00 (banked); Residents Donation to Defibrillator - £20.00

c. Budget – Council to note the budget details as at end of February 2016

d. HM Queen Elizabeth II 90th Birthday Commemorative Medal – Council to consider the information & resolve any action to be taken

5. PLANNING APPLICATIONS

Applications received following publication of the Agenda

6. COMPLAINTS PROCEDURE & FREEDOM OF INFORMATION PUBLICATION SCHEME – Council to formally adopt the circulated statutory documents.

7. FINANCIAL REGULATIONS – Council to formally adopt, or amend, the statutory circulated Financial Regulations

8. BROADBAND ISSUES – Council to note residents’ comments & consider the ongoing problem of broadband speeds, hot spots that will not receive faster service & the need for a second cabinet to help the situation once the School is on the system.

9. CLUSTER GROUP - JOINT WORKING WITH OTHER LOCAL COUNCILS – Council to receive the information on villages registered as willing to investigate participation

10. COMMUNITY EMERGENCY VOLUNTEERS/PLAN – Council to consider the draft template for Emergency Planning – plan to be used in any event of emergency, i.e. severe weather conditions, unexpected emergency event resulting on local services being unable to access the villages. Councillors to note on the document any items they would be willing to use in the event of any such emergency, i.e. vehicles, generators etc. or skills that would be of benefit to the community at such a time (Clerk notes made for suggestions)

11. ANNUAL PARISH MEETING – Council to consider the draft Agenda/flyer for the meeting on Wednesday 27th April 2016 & agree or amend as appropriate

12. CODE OF CONDUCT & DPI TRAINING – Councillors to note the date of 14th April, 10.00-12.30 or 6pm-8.30pm – Councillors wishing to attend to inform the Clerk

13. CYCLE RACES – Council to receive any response to the request for Highways to ensure correct road closure/signage is in place for the two races 14th May (Lincoln Grand Prix) & 10th July (Louth Sportive) & resolve action to be taken

14. VOLUNTEER GROUP – Cllr Harden to update the Council on progress

15. HIGHWAYS & FOOTPATHS – To receive any update on outstanding matters (See Appendix A) & to consider new items for the Clerk to report. Council to note the update on the Bollards at the War Memorial & resolve any action to be taken. Consultation by LCC on The Lincolnshire Permit Scheme (LIPS) & resolve any response

23. GRASS CUTTING CONTRACT – Council to open & consider the quotations received for the Grass Cutting Contract for 2016 & resolve action to be taken.
