RESOLUTION NO. 293-20161005

RESOLUTION - SEEKING 911 SURCHARGE REFORM

CARSON, GELBSMAN, OBERACKER, WILBER, MARIETTA

WHEREAS, the function of 911 systems is to provide a universal emergency number response system to the public allowing 911 calls to be routed directly to a public service access point (PSAP) instead of a telephone operator; and

WHEREAS, Otsego County is currently experiencing a deficit in the operation and maintenance of its E911 system, as the current wireline surcharge is insufficient to properly operate and maintain 911 and E911 systems; and

WHEREAS, as technology advances, Otsego County will need to update and improve emergency response systems; and

WHEREAS, Otsego County is asking the State Legislature to pass legislation authorizing counties, at local option, to add an additional per line phone charge for non-contracted wireless phones as such phones are not currently subject to such a charge; now, therefore, be it

RESOLVED, that Otsego County supports and urges adoption of legislation permitting counties at local option to add an additional charge to non-contracted wireless phones to meet the changing needs of 911 and E911 technology; and be it further

RESOLVED, that Otsego County urges its representatives in the New York State Legislature to introduce and support legislation granting all counties the authority to increase the wireless surcharge; and be it further

RESOLVED, that a copy of this resolution be sent to Governor Andrew Cuomo, Senator Joseph Bruno, Senator James Seward, Assemblyman Clifford Crouch, Assemblyman Peter D. Lopez, Assemblymen William Magee and NYSAC.
