Regular Board of Education Meeting

The Board of Education District 54-0586, Bloomfield Community Schools, met in regular session on Monday, November 9, 2009 in the FCS Room at the High School. President Keith Koertje called the regular meeting to order at 6:30 p.m. Members present: Keith Koertje, Allen Kersten, Christy Mackeprang, Jason Hefner, Kristi Hauger and Shelly Luger. Absent: None. Also present were: Robert Marks, Nathan Gieselman, Rhoda Bjelland, Melinda Makings and Peggy Schortzman.

Motion by Hefner, seconded by Kersten, to declare the meeting open, with all legal requirements having been met showing the time and place of the meeting, including the agenda items to be considered, with all members having been notified in advance of the call of the meeting. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None.

Nathan Gieselman presented information and cost on new construction of the high school building versus remodeling the present high school building.

Motion by Hefner, seconded by Kersten, to approve the agenda as presented. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None.

Motion by Hauger, seconded by Mackeprang, to approve the minutes of the October 12 and October 28 meetings. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None.

Accomplishments:

Congratulations to the “B” & “A” volleyball teams for their victories over Newcastle; the “B” volleyball win over West Boyd and the “A” teams win over Niobrara at the Knox County Volleyball Tournament and their win over Stuart. Good job girls finishing in third place at the Knox County Tournament. Congratulations for a very good season. Congratulations boys for finishing 7th at the District Cross Country Meet with Austin Hamm-1st and Silas Oltjenbruns-11th, qualifying for State. Congratulations Austin Hamm for placing 10th at State with Silas Oltjenbruns placing 47th. Congratulations to the boy’s football team for their win over Lynch and Stuart. Congratulations to the Bloomfield Football Team for being the District 5 Football Champions and for winning the First Round Playoffs against Shickley. Congratulations football team for a GREAT!!!! Season. Congratulations to Melville Seagren for being selected to sing in the Lewis & Clark Conference Honor Choir. Also congratulations to the following students for being selected to participate in the Lewis & Clark Conference Honor Band. Hannah Seagren, Ali Gieselman, Mary Lingenfelter, Robyn Hynes, Emmalea Johnson, Autumn Luger, Emily Kersten, Austin Hamm, David Bertschinger, Melville Seagren, Dakota Burgerhoff, Guy Conway and Nick Nagengast.

The Principal reported on the School Improvement process, AEW (American Education Week) plans, One-Act Play, CCDC presentation, Family Portraits, a student issue and Staff Inservice.

The Superintendent discussed the joint board meeting held October 28, the Superintendent evaluation, high school building repairs, early graduation release requests, the Winds for Education Project and the drafting of a proposal for the legislature, to rejuvenate the unification process.

The Board discussed the new bus, technology, the joint board meeting, and the property insurance premium.

Motion by Hefner, seconded by Kersten to go into executive session at 8:18 p.m. to discuss personnel. Aye: All. Absent: None.

Motion by Hauger, seconded by Hefner, to come out of executive session at 9:00 p.m. Aye: All. Absent: None.

Motion by Hefner, seconded by Kersten, to approve on first reading Board of Education Policy #5419-Use of Restraints and Seclusion. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None.

Motion by Luger, seconded by Hauger, to approve the request of Lenora Lamer to attend school half days second semester because of employment. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None.

Motion by Hefner, seconded by Kersten, to approve the request of Jessica McDonald for early out to graduate with the Class of 2010. Aye: Hefner-yes, Mackeprang-no, Luger-yes, Koertje-yes, Hauger-no and Kersten-yes. Absent: None. Motion carried.

Motion by Hefner, seconded by Mackeprang, not to approve the request of Jessica Sahagun for early graduation. Aye: Hefner, Mackeprang, Luger, Koertje, Hauger and Kersten. Absent: None. The Board will review the early out policy at the next meeting.

Motion by Kersten, seconded by Mackeprang, to approve the actual cash value as the basis for premium payment of the schools property insurance. Hefner-Abstain, Mackeprang-yes, Luger-yes, Koertje-yes, Hauger-yes and Kersten-yes. Absent: None.

The president adjourned the meeting at 9:06 p.m.

Next meeting will be December 14, 2009 at 6:30 p.m. in the FCS room at the High School.
