SUBJECT: Work Programme

1. PURPOSE OF THE REPORT

To advise Members of the Social Affairs, Health and Housing Scrutiny Committee (SAHHSC) of proposed changes to the Work Programme (WP) and to enable them to consider forthcoming items for Scrutiny.

2. SUMMARY

2.1  The work programme has been updated following the April meeting and changes are highlighted in bold type.

2.2  A Topic Request Form regarding the scheduling of the Care & Social Services Inspectorate Wales (CSSIW) Annual Report has been submitted for Members’ consideration.

3.  RECOMMENDATIONS

3.1 Members consider and comment upon the draft work programme at Appendix 1.

3.2 Members consider the Topic Request Form for inclusion in the Work Programme.

4. INFORMATION

4.1  The revised draft Work Programme is attached as Appendix 1.

4.2  The following changes, as agreed by the Committee at the April meeting, have been made:

Additional meeting – 29 June

Owing to the heavy schedule in June and July, an additional meeting of the Committee has been scheduled for Wednesday 29th June at 2pm. Items have been scheduled for the meetings in June, July and September following consultation with Co-Chairs and Officers.

Housing Revenue Account Capital Programme - Kitchen and Bathroom Replacement Programme

During consideration of this item, Members requested that they be provided with information on the prioritisation of properties for the first tranche of the programme. At Executive Board on 19 April, it was agreed that this information will be distributed to all Members as an Information Report. The Head of Housing & Public Protection has indicated that this information will be available in June.

It is therefore suggested that this item is removed from the work programme and that a review of the first year of the programme, as requested, is scheduled for the May 2012 meeting.

4.3  The following items, previously agreed by the Committee, have now been scheduled:

Landlord Services – Pilot Scheme on Renewable Systems. This Information Report, to update Members on the pilot scheme for replacing old inefficient heating systems with renewable technology, has now been scheduled for October.

4.4  In addition, following the Council’s agreement of the 2011/12 timetable of meetings, the Work Programme has been extended through 2012 and meeting dates populated with regular items for consideration as previously agreed.

4.5  The Head of Policy & Performance, Social Care, has submitted a request for this Committee to schedule consideration of the Care & Social Services Inspectorate Wales (CSSIW) Annual Report at the November meeting.
