1. May we please have VIN numbers for the buses and serial numbers for the engines & transmissions?

2. Regarding Paint: What type of paint is required? Base coat/ clear coat or single stage? The Imron code provided is obsolete.

Single stage urethane paint to match the original color.

3. Will LRTA provide a Bid Price Page for us to fill out? It is recommended to ensure apples to apples comparison when reviewing the proposals.

Yes, a Bid Price Page will be provided.

4. Is LRTA amenable to replacing the Detroit engines with like Detroit engines IF there is a significant cost savings to LRTA? If so, can we add that as optional line item on the price page?

Yes, we can add this.

5. Can you provide a parts book?

No, bidder will have to purchase from MCI.

6. The Preaward FMVSS Certification and Purchaser’s Requirement certification is designed for the purchase of new buses. This is not applicable to this contract as we are not manufacturing the buses, but returning them to the OEM standards for which MCI originally built them. Please advise.

You are correct – this is not required.

7. As well, is the required resident inspector (pg 42) meant to be a 3rd party hire or does the contractor’s in-house inspector fill that role? If 3rd party, will LRTA be making arrangements for said inspector or is the contractor expected to include the cost of a 3rd party inspector in its proposal?

There will not be a 3rd party inspector.

8. As the RFP is not explicitly referred to as a Refurbishment/Overhaul or Rebuild, do Buy America requirements for Rolling Stock (60%) need to be met.

No.

9. Will all vehicles arrive at the repairing facility complete (no missing parts or components)?

That is our intention. Currently, only 932 has parts removed. All parts that have been removed should be included with the bus (we removed parts to use on other buses needing repair and then ordered the part needed).

10. If the units arrive partially disassembled, are you willing to accept a change order for additional labor or parts outside of the provided RFP that are needed to reassemble the units.

Yes, we will cover any additional labor and/or parts needed for any buses that must be reassembled. This would be addressed in the evaluation of the individual buses by the selected vendor prior to starting work and as part of the agreed “package” for the particular bus.

11. Is LRTA willing to offer an extended completion time table for any units that arrive partially disassembled or incomplete?

We are open to discussion on adjusting the timetable for extenuating circumstances.

12. If the vehicles are functional to drive, is LRTA okay with drive away services as opposed to flat-bed or tow services?

Yes.

13. Sections A and C, Repower: page 8; indicate the guidelines regarding the engine and transmission. For those units that have already undergone an engine and/or transmission replacement, what, if any areas of these sections does LRTA still expect to be completed? For example, can we assume that if an engine and/or transmission was replaced that LRTA has already had the DPF, piping, clamps, hoses replaced and sections A and C are not considered applicable for those units?

The bidder can assume that the DPF would be replaced and the other items would be on an “as needed” basis. This would be addressed in the evaluation of the individual buses by the selected vendor prior to starting work and as part of the agreed “package” for the particular bus.

14. In Section C, page 8, it states, “the oil cooler shall be inspected and pressure tested.” It is our understanding that the oil cooler must be replaced to obtain the warranty for the transmission. Can the scope be adjusted to include the oil cooler as a required component?

Yes, we will adjust the scope as we are expecting to have a warranty on any transmissions that are replaced.

15. In the Warranty Section, page 4, it states, “A warranty against any and all defects in materials, parts, and workmanship shall be provided for 1 year, beginning the day the bus is returned to LRTA.” Is LRTA willing to deal with the engine and transmission manufacture local to the operating area for warranty repairs?

Yes.

16. There are several certifications we have found to be inapplicable to the RFP: Bus Testing Certification p.38, On-site Manufacturer Inspection Compliance Certification p. 42, Transit Vehicle Manufacturer (TVM) Certification, Post Delivery Certification for Procurement of Rolling Stock p. 47-52. Does LRTA agree that these certifications are not relevant to this RFP?

Yes, we agree and do not require these.

17. Does LRTA intend to keep the same non-reflective graphics currently in use?

Yes, we would like to keep the graphics the same. We use a local vendor, Sign D’Sign in Bluffton, SC for our graphics. They have the artwork and can produce the panels.

18. If the selected facility experiences a delay in completion due to parts availability from the manufacture, is LRTA willing to be flexible with the completion schedule?

Yes, as long as we are informed and the selected vendor is timely in the order of parts and accessories needed.

19. Page 15 outlines Bus Testing for procurement; Is LRTA willing to accept that the contractor will not “make inoperative” (per 49 USC 30122) the design features and components that formed the basis for the OEM vehicle manufacture to certify FMVSS compliance at the time of original build?
