Position Status / One Year Contract (Extension subject to funding)
Location / Base / Perth CBD, Western Australia
PURPOSE OF POSITION

The purpose of this role is ensuring that all aspects of the tendering, material procurement and contract administration is carried out in a methodical and efficient manner. This role is applicable for applicants in the residential & commercial (low rise) building industry.

This role is designed to be involved from inception to completion of each project. The primary focus of this position is to evaluate and estimate tenders with the WA, SA, & NT Governments and local community stakeholders. Measuring, preparing the take off, preparing material ordering lists from the estimate, administering the contract, ensuring compliance with the contract, managing variations and extensions of time.

ABOUT NGAANYATJARRA COUNCIL

Ngaanyatjarra Council (an Aboriginal Corporation) is an organisation that represents the interests of approximately two thousand Ngaanyatjarra, Pintupi and Pitjantjatjara people that live in 12 communities across the Central Desert region of Western Australia.

The Council was incorporated in March 1981 and is the principal organisation in the Ngaanyatjarra corporate structure, which includes the following entities;

·  Ngaanyatjarra Services (Aboriginal Corporation)

·  NATS (NG Agency & Transport Service)

The Council operations are structured into four divisions:

1.  Training Employment and Municipal Services (TEAMS)

2.  Regional Housing (NCRHP)

3.  Land and Culture

4.  Enterprises

These divisions are managed by a corporate services group and General Manager, with the entire Council operation overseen by, and responsible to the CEO.

KEY RESPONSIBILITIES

General

·  Understand drawings, specifications and contracts

·  Ability to translate and communicate action points from above

·  Assist the Project Manager in tender analysis and evaluation

·  Estimating and measuring projects using Buildsoft and simPRO, and preparation of accurate material ordering lists

·  Liaise with suppliers to ensure understanding of scope and programs. Continue to build and manage supplier list to ensure commerciality and competitiveness

·  Administer the contract including issuing of RFI's, EOT's and Variations and control of administration from inception to post completion

·  Preparing subcontract works agreements for subcontractors

Reporting Requirements

·  Ensure accurate data is provided to sub-contractors and management

·  Contractual reporting to the client, as required

·  Participate in relevant internal and external meetings as required including relevant preparation for such meetings

·  Identify opportunities for process improvement

·  Ability to problem solve and provide positive solutions

·  Ability to make decisions based on the contract documents, plans and specifications

·  Ability to procure the most suitable materials for the project

·  Ability to plan and prioritise own workload, with a client focus, meeting contractual deadlines

·  Understanding of and ability to manage change processes as these impacts on service delivery

·  Promote a positive and professional image of Ngaanyatjarra Council at all times

·  Aim to provide the highest level of client focus in program delivery

Accountability

§  The Quantity Surveyor / Estimator / Contract Administrator is accountable to the Ngaanyatjarra Council, and will report through the management structure as defined above

·  Has high level of reporting skills, has a high attention to detail and highly organised

·  No alcohol consumption whatsoever while on the Ngaanyatjarra Lands, without exception
