PURPOSE FOR REGISTRATION PERMIT FOR WOOD WORKING OPERATIONS FORM:
This application is for wood working facilities requesting to apply for any of the Registration Permit for Wood Working Operations. The information provided in this form is needed to identify the facility, to verify the type of production activity, and to issue the requested permit.

All information requested on this form should be completely filled out, as applicable. If you have questions regarding this form please contact the BAQ at 803-898-4123. When calling, reference the application you are calling about (i.e. Registration Permit Application for Wood Working Operations).
Several identical tables and/or blank rows may be provided in these forms to allow flexibility and to help ensure submittal of complete information and data. You may add additional tables in the document and/or rows in a table by selecting the “unprotect document” or “stop protection” function. The location and use of this function varies depending on your version of Word. (NOTE: password = baq.) Facility Information
§ S.C. Air Permit Number: The existing S.C. air permit number assigned to the facility by the Bureau of Air Quality. If the facility is new or does not currently have an eight digit SC air permit number, this item should be left blank.
§ Application Date: Date the facility submits the application. Please ensure that the Application Date is the same on all of the forms and required information submitted in this registration permit application package
§ Facility Name: The name under which the facility does business, which will be used on the permit.
§ Federal Tax Identification No.: The federal tax identification number or employer identification number as established by the US Internal Revenue Service to identify a business entity.
§ Primary SIC Code: The SIC Code for the primary product or service provided by this facility. Standard Industrial Classification Codes (SIC Codes) are four digit numerical codes designed by the US Department of Labor in order to create uniform descriptions of business establishments. The major SIC Code is assigned on the basis of its primary activity.
§ Primary NAICS Code: The NAICS Code for the primary product or service provided by this facility. North American Industry Classification System (NAICS) Code, a six digit coding system, is a series of number codes that attempts to classify all business establishments by the types of products or services they provide.
§ Physical Address: The physical location of the facility (this address should be a street address, not a PO Box).
- County: The County of the facility’s physical location.
- City: The city of the facility’s physical location.
- Zip Code: The complete mailing zip code of the facility’s physical location.
§ Facility Coordinates: Facility coordinates should be based at the front door or main entrance at the facility.
- Latitude: The latitude in degrees, minutes, and seconds (or decimal degrees).
- Longitude: The longitude in degrees, minutes, and seconds (or decimal degrees).
§ Select which projection basis used. Either NAD27 (North American Datum of 1927) or NAD83 (North American Datum of 1983).
Air Permit Contact
Please designate the facility's Air Permit Contact and provide the information requested in this table. The Air Permit Contact is the person, delegated by the facility, to answer technical questions regarding this permit application and/or to provide additional information required to complete the review of this permit application.
If additional individuals need electronic copies of the permit, please specify list their names and e-mail addresses. This could include consultants, corporate environmental contacts, owner or agent, etc. If the facility would like to permit mailed to someone other than the Air Permit Contact, add that person’s name and their mailing address in lieu of their e-mail address.
Owner or Operator
Please specify the Owner or Operator who has the authority to certify this application and has the responsibility to ensure that the facility will be in compliance with the requirements of a State construction permit issued by the Department. By signing the application, the Owner or Operator is certifying that they have verified the accuracy and completeness of the information being submitted in the application.
Equipment Information
Wood working Equipment
§ Equipment: The equipment identification (tag number) for each process source. Each piece of equipment should have its own unique ID (alpha-numeric). This is an ID designated by the facility, such as Boiler #1 or Tank #1. This ID number should be carried throughout the application whenever Equipment ID is requested.
§ Installation / Modification Date: The date the equipment was installed or modified at the facility.
§ Make / Model: The make and/or model of the equipment.
§ Control Device / Collection Unit: Identify all equipment that emissions from the equipment/process are routed. Include the control device type (baghouse, filter, etc.).
§ Emission Point: Each point where a pollutant may exhaust at the equipment/process. If there is not an emission point, please put “fugitive”.
Combustion Sources
§ Equipment: The equipment identification (tag number) for each process source. Each piece of equipment should have its own unique ID (alpha-numeric). This is an ID designated by the facility, such as Boiler #1 or Tank #1. This ID number should be carried throughout the application whenever Equipment ID is requested.
§ Rated Capacity (Units): The maximum rated capacity of the source and the units (i.e. million BTU/hr for ovens or hp for generators).
§ Manufacture / Installation / Modification Date: The date the equipment was manufactured, installed or modified at the facility.
§ Fuel Primary: The primary type of fuel combusted and grade (e.g. Natural gas, No. 2 fuel oil, etc.).
§ Maximum sulfur content (%): The maximum % sulfur allowed in the fuel type and grade as applicable.
§ Secondary Fuel: The secondary type of fuel combusted and grade (e.g. Natural gas, No. 2 fuel oil, etc.). Specify the maximum % sulfur allowed in the fuel type and grade as applicable.
Paint Booths

Emissions Information
The Department has developed flowcharts and emission estimators to aid in emission calculations. Please use the Wood Working Operations Registration Permit Application Flowcharts to help in the use of the use of the emission estimators. The facility may use different options throughout the facility, for different processes. However, for each specific woodworking process at your facility please use only one option. If the facility chooses to use a calculation method other than the one provided by the Department, please submit as part of your application detailed emission calculations to include all the necessary input, equations, basis, etc. Please list the potential emissions from the emission calculations in this section.
Wood Working Definitions
The following definitions are specific to the wood working operations registration permit and should only be used accordingly.
Board feet (bd-ft) - a specialized unit of measure for the volume of lumber in the United States and Canada. It is the volume of a one-foot length of a board one foot wide and one inch thick.
CO - Carbon monoxide (CO) is a colorless, odorless gas emitted from combustion processes.
Coarse Milling- Sawing and millwork that produces relatively large particles such as planing, moulding, or routing.
Fine Milling- Sawing and millwork that produces very small particles such as sanding.
Fuel Burning Operation –use of a furnace, boiler, device, or mechanism used principally, but not exclusively, to burn any fuel for the purpose of indirect heating in which the material being heated is not contacted by and adds no substance to the products of combustion.
GHG – Gases (such as carbon dioxide, methane, nitrous oxide, and florinated gases) that trap heat in the atmosphere are called greenhouse gases.
Hazardous Air Pollutant (HAP) –a pollutant which is the subject of National Emission Standards for Hazardous Air Pollutants promulgated by the EPA by publication in the Federal Register.
Inherent Process Equipment – equipment that is always being used and is necessary for the proper or safe functioning of the process or material recovery or transfer equipment that the owner or operator documents is installed and operated primarily for purpose other than compliance with air pollution regulations. (Ex. A cyclone that is inherent to the process such that it is part of the process and therefore not an air pollution control device.)
Miscellaneous HAP emitting operations – other operations at a wood working facility that emit HAP, including but not limited to cleaning operations using solvents, washoff operations, touchup and repair, etc.
NOx - Nitrogen dioxide (NO2) is one of a group of highly reactive gasses known as "oxides of nitrogen," or "nitrogen oxides (NOx)." Other nitrogen oxides include nitrous acid and nitric acid.
Particulate Matter Emissions – all finely divided solid or liquid material, other than uncombined water, emitted to the ambient air as measured by an applicable reference method described in 40 CFR 60, July 1, 1987, or an equivalent or alternative method approved by the Department.
PM2.5 Emissions – finely divided solid or liquid material with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers emitted to the ambient air as measured by an applicable reference method approved by the Department.
PM10 Emissions – finely divided solid or liquid material with an aerodynamic diameter less than or equal to a nominal 10 micrometers emitted to the ambient air as measured by an applicable reference method approved by the Department.
Potential to Emit – the maximum capacity of a plant to emit a regulated pollutant under its physical and operational design. Any physical or operational limitation on the capacity of the plant to emit a regulated pollutant, including air pollution control equipment and restrictions on hours of operation or on the type or amount of material combusted, stored, or processed, shall be treated as part of its design only if the limitation or the effect it would have on emissions is federally enforceable. Secondary emissions do not count in determining the potential to emit of a plant.
SO2 - Sulfur dioxide (SO2) is one of a group of highly reactive gasses known as “oxides of sulfur.”
Surface Coating - a protective, decorative, or functional film applied in a thin layer to a surface. Such materials include, but are not limited to, paints, topcoats, varnishes, adhesives, sealers, stains, thinners, washcoats, basecoats, enamels, inks, and temporary protective coatings.
Touchup and repair - the application of finishing materials to cover minor finishing imperfections.
Volatile Organic Compound (VOC) – any compound of carbon, excluding carbon monoxide, carbon dioxide, carbonic acid, metallic carbides or carbonates, and ammonium carbonate, which participates in atmospheric photochemical reactions.
Washoff operations - those operations in which organic solvent is used to remove coating from wood.
