ADVANTAGE PLAN

PEIP is excited to announce a new benefit option available to public employers throughout the state of MN. The PEIP Advantage Plan is based on the very successful Minnesota Advantage Plan, a cost tiered health benefits plan serving 120,000 state employees and their dependents. The Minnesota Advantage plan has saved the State and its employees millions of dollars, while creating new levels of competition and incentives for efficiency in the health care market. Over the last four years the State’s renewal increases have averaged around 5%, in 2006 the State’s Minnesota Advantage Plan experienced a 0% increase. Over the last six years the State’s Advantage plan has averaged 6.2% in renewal increases

The Minnesota Management & Budget unit at the State administers both the state employees’ plan and the PEIP program. DOER’s Minnesota Advantage Health Plan has been awarded the 2004 Innovations Award from the Council of State Governments (CSG), Midwest Region. CSG's annual Innovations Awards showcase and share states' best programs and policies. The PEIP Advantage plan leverages off the States negotiating power, and offers the same features, along with two additional plan designs.

ADVANTAGE FEATURES

A choice of three networks (Blue Cross, HealthPartners, and PreferredOne) with a uniform comprehensive set of benefits across all carriers.

Three plan options all featuring the choice of four tiers of benefit levels.

Family members may elect different PCCs (even in a different cost level), but must enroll with the same network carrier.

Flexibility to change clinics (within the same benefit level) every month or change levels (within the same carrier) twice per year.

COBRA and HIPAA administration provided at no additional cost.
