Cuttack District has immense contribution to the history of Orissa. The headquarters town of Cuttack is the oldest and largest business centre of the State. It is well connected to all other districts of the state as well as to other states through roads and railways. The districts has 3 Sub-Divisions,11 Tahasils,14 CD Blocks,1 Municipal Corporation,1 Muncipality ,2 NACs. The largest river in the State Mohandi flows through the district.
The district is yet to make much progress on industrialization .The big industrial houses of the Country are being invited for setting up more number of large and medium scale Industries besides motivating the local people to go for setting up Small Scale Industries. The district has good scope for Industrialisation as being nearer to the mineral resources of the state and aproximity to Paradeep Port for exploiting the demands of International market through exports.
The district has rich tradition of handicraft and cottage industries. The artisans of the district have been crowned with glory of manufacturing world class handicraft products. The main crafts of the district are silver filigree ,stone carving, wood carving, brass and bell metal, dokhra castings. Special attention is to be given to this sector for exploring the growth of traditional handicrafts.
The district has also good scope for development of tourism based industries. areLalitgiri,Ansupa,Bhatarika,Dhabaleswar,Naraj,Nialimadhab,Satakosia and Paramahansa temple.Further the NH-5 passing through the district carry a lot of tourists from neighbouring state to other tourist centres of the state.The development of wayside entertainment amentives like modern dhaba,restaurants,hotels,water sports,children garden/parks will attract more number of tourists with revenue earnings.
The district can explore the growth of Bio-Technology Sector with setting up a Bio-tech Park at Athagarh Sub-Division .This Biotech Park will encourage new biotech enterprises with providing special infrastructure in industries need.

INDUSTRIAL CULTURE OF CUTTACK DISTRICT
Cuttack District has immense contribution to the history of Orissa. The headquarters town of Cuttack is the oldest and largest business centre of the State. It is well connected to all other districts of the state as well as to other States through roads and railways. In ancient times Cuttack was the capital city of mourya dynasty and even after independence it was capital of Orissa State for a petty long period. After shifting of State capital to Bhubaneswar, it is now regarded as business and financial capital of the Orissa State.
Cuttack district being glorious with having its oldest educational institutions of the state like Revenshaw college, MS law college, Chirst college, SCB medical college, Bhubanananda School of Engineering, have given birth of renowned scientists,doctors,engineers,administrators,politicians,industrialists,technocrats and good entrepreneurs of the State. It is a pioneer district of the State in all the fields of social and economic development. It’s industrial culture is predominating since time immemorial due it’s traditional culture of handicrafts, horn works and cottage industries. Cuttack District acts as a proto of State’s industrialization with mushroom growth of tiny and small scale industries in its semi urban and rural areas. The development of industrial culture among its citizens and growing industrialization of the district in different sectors of industries are in progressive trend as presented below.
Handicraft Sector
The district has rich tradition of handicraft and cottage industries. The artisans of the district have been crowned with glory of manufacturing world class handicraft products. Cuttack is famous for silver filigree throughout the country. The industrial culture on manufacture of handicraft goods have been evolved since seventeenth century. Particularly silver filigree, horn works, patta chitra and dokhra casting were recognized during British rule. It recollects the then industrial culture of the people of Cuttack. At the present scenario, the traditional artisans are now trained for improvement of their skill on technology up gradation for use of modern and sophisticated tools and equipments for manufacture of quality finishing handicraft products with cost effectiveness.
Small Scale Sector:-
While analyzing the industrial culture of Cuttack district ,it recollects shoe factory of Cuttack set up by Late Utkalgourav Madhusudan Das. Even though this industry has not been survived for a pretty long period with steep market competition, his industrial entrepreneurship had latter on inspired so many people to set up industrial ventures. The small scale entrepreneurs of Cuttack district act as protos and pioneers for sectoral growth of industries in other districts of the State.

MEDIUM SCALE AND LARGE SCALESECTOR
Large scale and Medium scale industries are not only status of industrial civilization of the district, it flourishes the survival and growth of small scale industries through ancillarisation and downstream development.
Late Biju Pattanaik, the first young industrialist of Orissa and latter on the then Chief Minister of Orissa had a prime thought for state’s industrialisation. Choudwar of Cuttack district was his ideal location for industrial growth with setting up Kalinga Tubes Ltd, Orissa Textile Mills Ltd, Titagarha Papper Mill Ltd, IDC Tile factory Ltd. With the prime inspiration of Choudwar industrial growth, a medium scale glass industry called Shree Durga Glass came at Baranga at a distance of 20 kms from Cuttack town and similarly private sector medium scale industry for manufacture of M.S Rods, flats and Textile Mill for manufacture of dhotis and sarees came up at Nayabazar of Cuttack town in the name and style of Orissa Textile and Steels Ltd. The primitive era of industrialisation necessitated the need of good entrepreneurs and engineers. Latter on the educated young persons with venturing expedition dared to start their own small scale industries, what we found its existence and growth in different corners of the State.

EVOLUTION AND GROWTH OF INDUSTRIAL ESTAT ES
FOR DEVELOPMENT OF INDUSTRIAL CULTURE:
The growing trend of industrialisation is correlated with growth of industrial culture. From the primitive era of black smithy works on producing cast steels for agricultural tools and hand weapons, now the steel plants have come up to produce sophisticated high speed steels to produce air craft missiles. The village black smithy works have now become city steel plants with growth of cultured industrial civilisation of the country. Orissa was an agricultural dominated State for which excepting silver filigree handicrafts of Cuttack, its industrial culture was not aggressive like other States of the country as given below:

In order to generate the industrial culture in the minds of the people of Orissa and keeping in view the rural indusrialisation of the State with utilisation of available local resources, Government of Orissa launched Panchayat Samiti Industries programme during 1962-63. This PSI programme was unique in the country. Latter on Government of India devised a similar programme called Rural Industries Projects through out the country with construction of rural industrial estates at Panchayat samiti and Gram Panchayat headquarters. The undivided Cuttack district availed this opportunity of RIP programme with construction RIP projects at Jajpur.
The PSI programme was successfully implemented at the then Cuttack district with establishment of Panchayat Industries at Gram panchyat and Panchayat Samiti headquarters of Jajpur, Narsinghpur, Athagarha, salipur, Bahugram, Chhatia and Panikoili. The Panchayat Samiti Industries were industrial cooperatives having share investment by Government, Grampanchayat, Panchayat Samiti and local people. This programme planted the seeds of industrial culture in the minds of people of Orissa for State’s Industrialisation as people could be able to know, What is an Industry? How to set up and how to manage it ? These industries were protos of Industrial civilisation in the State. In undivided Cuttack District, 18 nos PSI units were set up comprising of carpentry, black smithy, saw mill, umbrella assembling, bucket mfg .Sunamukhi umbrella of Panikoili and Biraja oil mill of Jajpur were famous in the State for its good quality umbrella and pure mustard oil. In the meantime forty years have been elapsed on implementation of PSI and RIP programme, most of the units have seized production due to the end of their industrial life span, but these programme have given mushroom growth of a number of small scale industries throughout the State.
In order to facilitate the growth of small scale industries through providing need based infrastructure like land, water, power, finance, market support, raw material availability etc, Government have set up industrial estates through out the State. The industrial estates developed a new concept of civilised industrial culture for solving the common problems of industrial units through forming industries associations and federations.
Cuttack district is having 9 nos of Industrial estates and 658 nos of units have been set up as detailed given below.
