H / Special Permit - To approve a restaurant, Joe’s Pizza CNY, on property located at 415 West Onondaga Street. One person spoke in favor and no one spoke in opposition to the proposal. The Commission granted 10 waivers regarding driveway location, open area, sign, street line treatment, carry-out service location, arterial setback, lot width and size and parking from 8 to 2 off street parking spaces. 0-8 / Permission - To Susan Ndeki, owner of the property located at 501 Bryant Avenue, to encroach 2' by 18' into the Bryant Avenue right-of-way with a concrete driveway, retaining walls and stairs. Total encroachment is a maximum of 36 square feet. This permission is conditioned on: cars parked in this driveway may not block the sidewalk; cars are required to back into the driveway; the owner is required to own and maintain mirrors to see oncoming pedestrian traffic from each direction; the owner is required to submit plans signed by a licensed NYS professional to obtain permits from Code Enforcement to build the driveway and retaining walls which required modification; the City of Syracuse shall be fully indemnified. 8-0 / Amend - Ord. #412 (08/05/13), “Application & Agreement -To and with NYS as part of the City’s Consolidated Funding Application for funding in an amount not to exceed $300,000 to construct one implementation project at Kirk Park and design another implementation project at Onondaga Lake consistent with the City’s Local Waterfront Revitalization Program. $300,000 in matching funds required.” Amend the amount not to exceed $720,000. 50% Of this amount will be used to construct the Lake Lounge Implementation Project at Onondaga Lake and 50% for another implementation project consistent with the City’s established Local Waterfront Revitalization program.
