An inspection was completed of the trailer home at address on 11/09/10 following the trailer park manager’s complaints. The trailer home was found to be unfit for human occupancy due to its current condition. There were several broken windows and open areas exposing the home to the elements and birds and animals. The furnace, water heater, and toilet were missing from the home. The under belly covering, under the trailer, was torn allowing for moisture and rodents to enter. The ceiling had water damage in several areas and the interior walls were missing, in several rooms, exposing the insulation. There appeared to be water damaged areas under the sinks and where the water heater was located. There was also a mold like substance in these areas. Condemned and No Occupancy stickers were placed on the trailer home at this time.
The trailer home is in violation of the 2009 International Property Maintenance Code 108.1.3 Structure unfit for human occupancy. A structure is unfit for human occupancy whenever the code official finds that such structure is unsafe, unlawful or, because of the degree to which the structure is in disrepair or lacks maintenance, is insanitary, vermin or rat infested, contains filth and contamination, or lacks ventilation, illumination, sanitary or heating facilities or other essential equipment required by this code, or because the location of the structure constitutes a hazard to the occupants of the structure or to the public.
NOTICE and ORDER are hereby given that the Hillcrest trailer home (14 x 60) with a 2009 registration number located at address, in Aberdeen, SD, shall make the following repairs: 1) all windows, walls, and ceilings must be repaired 2) the trailer must be secured to prevent vermin and the elements from entering 3) a furnace, water heater and toilet must be installed and all utilities must be functioning. The owner has the option to haul the trailer home to the landfill and demolish it. The repairs must be made by 12/11/10.
Failure to comply with this Notice and Order will require further action from the city which may include the abatement of said nuisance and/or penalty and costs associated with the same as provided for by ordinance. You have the right to appeal this matter within 10 days.
