Responding to your letter dated 8 December, 2016.
Permit Application No. 5/2016/268
At: 18A Hay Avenue. COBRAM
Proposal: Use and Development –Car wash, Laundry, Dog wash and Associated signage.
The following information is provided in relation to your request letter.
1. Hours of operation. Being a operation that requires little labour input, the Client is hoping for a 24 Hour operation.
2. Queuing lanes for 10 vehicles before entry top a car wash. The attached plan indicates the provision of 10 car spaces prior to entry of a car wash. Considering the Clause 52.13 CAR WASH requirement where a blanket requirement of 10 cars be provided, this has no preamble in that the 10 cars are required for a single car wash or 10 for a site of 10 wash bays. Not very relevant. The current design provides for 4 cars to be in a waiting lane for the Automatic wash bay and 2 for each manual wash bay. Based upon previous approved car wash sites this will be quite ample for the 3 manual and an automatic wash bay facility. Generally the public will not wait more than 1.5 cars.
3. Queuing for at least 2 vehicles, single file, between the exit from a car wash ant the nearest crossover. As there is no footpath, the design provides for a 7m wide egress crossover.(Clause 52.13 provides for up to 7.7m wide) with this arrangement2 cars can easily wait for any traffic on quite Hay Avenue before egressing the site.
4. The site signage will involve the 7.5m high I.D. sign Plus signage on the Laundromat
West wall, Dispenser information on the Plant room wall, and signage on the automatic wash bay South wall. Colours and content are yet to be confirmed.
5. Colours of all external finishing, including paint colours.
6. How stormwater treatment will be achieved for the site. Site catchment involves concrete paving and colorbond roof area. Stormwater will be retained and retarded on site within the pavement areas, passing through rain garden located around the ID sign and having a gross pollutant trap installed prior to site discharge into Councils SEP located in High Street.
7. Trade waste is to be discharged into G.V. Water sewer system after passing through silt traps in each wash bay and final triple interceptor pit under a proposed trade waste agreement with G.V. Water.
8. The impact on street car parking at both High Street and Hay Avenue. This will include detailing turning paths to and from the site at both crossings and for all intended vehicles as required, detailing loss of on-street parking bays including any associated modifications and re-configuring of these areas as necessary.
As detailed on the drawings. The new High Street crossover will be the entry to the site and the Hay Avenue crossover will be an egress only. The High Street angle parking is to be re-painted with 2.6m wide bays in-lieu of the 3.3m wide current bays. This results in a net loss of only One car cark. Hay Avenue currently has no car parking indicated in painted lines, so no extra works are required.
9. The stormwater permissible site discharge for the site in accordance with Clause 19, Table 13 of Council’s Infrastructure Design Manual, or unless otherwise demonstrated. This will see a reduction rate of runoff from the nominated 33.77 L/sec and introduction of onsite detention for the site.
10. Pedestrian pathways linking the car parking areas to the Laundrette.
