1 / Basic Vessel Operating Cost: For this contract, Basic Vessel Operating Cost (BVOC) is defined as cumulative costs incurred to carry out a charter day of contracted operations. The Basic Vessel Operation, under this contract, is trawling. The price quoted for the BVOC, will be for a vessel rigged for trawling and meet the specifications, which apply to trawling, listed under "SPECIFICATIONS, GENERAL REQUIREMENTS ".
Included under BVOC:
1.  All vessel operation expenses
i.e. vessel costs, maintenance, permits, required equipment, etc.
2.  Vessel Crew Meals, includes meals and meal preparation for vessel crew.
3.  Vessel operator: at least one qualified operator required.
4.  Deckhand: at least one deckhand required.
5.  Additional personnel: vessel crew, beyond an operator and one deckhand, needed for safe vessel operations.
6.  Maintenance/repair of survey nets during a contracted operation. The vessel crew is expected to carry out minor repairs on nets as part of the daily operation.
7.  Use of vessel's trawl doors and associated trawl hardware as described under " SPECIFICATIONS, GENERAL REQUIREMENTS, Vessel Requirements".
Not included under BVOC:
1.  Daily Fuel Costcalculated separately; see "Part 4" below
2.  Moorage fees
a.  While operating under contract, the Purchaser is responsible for the fee.
3.  Meals/preparation for scientific crew
a.  calculated separately; see "Part 3" below. / $2600 BVOC per Charter Day

2 / Daily Charter Cost in Addition to BVOC:
For operations other than trawling (e.g. seining, water or sediment sampling, etc.) the Daily Charter charge will be based on the BVOC and adjusted to include additional vessel crew and/or additional equipment charges (contracted rates) for the operation. For example, a seine operation calls for crew and equipment beyond basic vessel operation. The Purchaser would be charged the BVOC plus costs for a skiff operator and a seine skiff.
To the right, please provide cost per day for:
1. Additional Vessel Crew: When the vessel hires crew in addition to the required operator and 1 deckhand, so as to carry out an operation requested by the Purchaser, cost includes all associated crew costs (labor, meals, etc);
a.  Deckhand: cost of one additional deck hand.
b.  Skiff operator: cost for one seine skiff operator; in addition to the other deckhand(s).
2.  Seine Skiff: Cost for the operation of a seine skiff. All-inclusive cost includes all charges for skiff, fuel, supplies, equipment, operation and maintenance; / $ 250 per day per deckhand

3 / Meal Charge:
When requested, the vessel shall provide meals for the Purchaser’s crew. The number of Purchaser’s crew at one meal can range from one to as many as 9. It is assumed that vessel personnel responsible for preparing vessel crew meals may also prepare the meals for the Purchaser’s crew.
Meal Charge will be figured on the Current Per Diem Meal Rate for the Vessel’s Home port county (county where vessel’s business is registered) as published by the State of Washington Office of Financial management. Although the work may involve working in other state counties, for this contract, the home port County Meal Rate will be the standard.
Meal Charge covers all that is necessary to provide a tasty, balanced, healthy and /nutritious meal. All-inclusive cost includes labor, the time necessary to complete the required work, and all associated costs, including food, beverages, meal preparation, clean-up and all eating utensils.
Payment for Purchaser’s crew meals will be based on the number of breakfasts, lunches and dinners served during the invoiced period.
Home Port County is not an evaluated factor. Vendor is required to list Home Port County to establish Per Diem Rates. / King County - Home Port County
4 / Vessel Fuel Cost Reimbursement:
Fuel cost reimbursement will be handled as follows:
1)  Calculation: Performed by WDFW at time charter payment is calculated. The formula for the calculation is:
Hourly Fuel Burn Rate x Engine Hours x Pump Fuel Price
2)  Hourly Fuel Burn Rate: Bidder will provide an Hourly Fuel Burn Rate (gallons per hour) for both the main engine and auxiliary engine (separate estimates).
3)  Engine Hours: While operating under contract, the vessel operator, on a daily basis, must keep an "Engine Hours" log, listing, separately, the number of hours the main and auxiliary engines were operated. The log will be provided to the lead scientist or designee who will examine the log for accuracy and sign off on it, given it appears correct.
4)  Pump Fuel Price: To estimate the pump price of marine fuel, the Pacific States Marine Fisheries Commission EFIN report on Marine Fuel Prices, Non-taxed #2 diesel fuel index1 is used (updated monthly). WDFW will use the index for the Port of Seattle fuel docks (excluding Shilshole Bay). The dock prices quoted (usually 3 quotes) for a given month will be averaged to arrive at the Pump Fuel Price and will apply for all Charter Days occurring within that month.
Example: WDFW fuel reimbursement calculations for a 3 day charter
Bidder bids an Hourly Fuel Burn Rate of 10 gal/hour for the main engine, 2 gallons/hr for the auxiliary and the Pump Fuel Price is calculated at $3.90/gallon for that month.

6 / Compensation for a Standby Day: Contractor will receive 50 percent of the BVOC and 50 percent for any additional Vessel Crew charges. No main engine fuel cost or additional equipment charges will be paid for a standby day. Auxiliary engine fuel costs will be paid, if the auxiliary must be run to support purchaser needs during a standby day.
