POSITION DESCRIPTION
POSITION: Telecommunications Officer (Radio Dispatcher)
SALARY: As Budgeted
PROGRAM: OST Department of Public Safety
LOCATION: 911 Communication Center, Justice Center Pine Ridge, South Dakota 57770
GENERAL DESCRIPTION OF DUTIES:
Under general supervision of the Communications Supervisor, with direct supervision under the Lead Communications Officer, performs work involved in receiving, transmitting and recording police and fire alarms and other messages, calls and signals coming over the police and fire emergency communications system. Operates radios, Telephone system, and Computer Aided Dispatch System and Teletype equipment. Performs typing and clerical work of average difficulty and does related work as required. Receives the public and answer all inquiries in person or by telephone using routine procedures. Takes complaints from the general public, recording necessary information and refer to appropriate authorities. Position is located at the Justice Center Facility in Pine Ridge, South Dakota.
SPECIFIC DUTIES:
1. Operates radio transmitters and receivers, telephone, Teletype equipment and other emergency communication devices.
2. Receives calls coming over the police or fire emergency communication system, civil defense alerts and tests, State Highway Patrol or over the State Digital Radio.
3. Dispatches manpower and equipment to locations where needed in accordance with the preconceived plans or the instructions of the supervisor.
4. Maintains log entries in the CAD system, monitors recording devices, maintain NCIC files.
5. Must be familiar with Fire, Police, Rangers, EMS department rules and regulations.
6. Must have knowledge of locations of streets, buildings and locations of emergency equipment and personnel, maintain current index of streets and annexations.
7. Incumbent contributes to the effectiveness of the overall objectives of the OST Department of Public Safety and the Board of Trustees by effectively handling police communications and the general public promptly and efficiently.
8. Contacts are with associates, tribal officials, professionals from other agencies and the general public.
9. Contacts are made for the purpose of taking accurate, factual complaints, giving factual information and exchanging information.
10. Must be prepared for all emergencies, to be called back into work at dispatch.
11. Able to trouble shoot any computer or radio malfunctions, and notify on call I.T., or Western Communications.
12. All Information gathered at dispatch is confidential information, and must only be released to the proper authorities.
REQUIREMENTS AND QUALIFICATIONS:
1. Must have a minimum of a High School diploma or an equivalent G.E.D.,
2. Clerical or Secretarial certificate a plus.
3. Must have two (2) years of related work experience progressive responsible clerical experience or any combination of education and experience.
4. Must have Computer/data entry experience
5. Must possess the highest of confidentiality in regard to all law enforcement reports/records
6. Must possess excellent computer typing skills (must submit a passing computer typing (Keyboarding) test score of a minimum requirement-45 wpm with 5 or fewer errors).
7. Must have knowledge and experience in computer usage, computer software programs.
8. Must meet the age requirement (18 Years of age).
9. Must have knowledge of different filing techniques, such as geographical, alphabetical, and numerical.
10. Must have proofreading skills.
11. Must have knowledge of the Privacy Act, Freedom of Information Act, and the confidentiality rule as they apply in regard to federal guidelines.
12. Ability to establish priorities, work independently, and proceed with objectives without supervision.
13. Must have no misdemeanor conviction for the one year, no felony conviction.
14. Required to take random drug/alcohol testing.
15. If Indian Preference and/or Veteran’s Preference is claimed, must have proof.
16. Must submit to a background check.
17. Required to go to 9-1-1 training (Basic Telecommunications Officer Training) within three to five months of employment, and any further required Communications dispatch training thereafter.
Knowledge of basic office procedures. Skill in typing and must have the ability to
prepare and make clear written reports.
Ability to communicate effectively, both orally and in writing.
Ability to meet and deal effectively with others.
Ability to make sound judgments and decisions.
Knowledge of multiple desktop office automation software functions to support
office operations and produce a variety of documents, such as letters, reports,
memos, spreadsheets, charts, graphs, briefings, and form letters, and to input and
retrieve from data systems.
Must have excellent organizational skills and the initiative to take on many different tasks.
Must have a strong understanding and knowledge of the Lakota History, Culture and Philosophies.
QUALIFICATIONS:
- No felony convictions in life time;
- Must have no misdemeanors in the previous year (1);
- Never been convicted of Domestic violence;
- Must have a valid South Dakota Driver’s License;
- Must be in good physical condition and will be required to have yearly physical
examination;
- Must comply with the Departments Drug Free Policy and submit to random drug testing;

Position is eligible for sick and annual leave upon completion of a ninety (90) calendar day “Leave” and Employment Probationary Period. Position is subject to a Probationary Period of (90) calendar days. Physical must be completed upon appointment.

All forms can be picked up at the OST DPS Personnel Officer south of Pine Ridge SD next to the Adult Offenders Facility or at the Kyle Police Department in Kyle SD.

Regarding department policy no present or former OST DPS employees will be allowed request to have the OST DPS Personnel Office submit any old applications or documents or training records for any stated vacant department positions.
