MINUTES - UNION COUNTY BOARD OF SCHOOL TRUSTEES
November 8, 2010– 7:00 P.M.

Dr. Wanda All, Chair; Ms. Kim Bailey, Ms. Jane Hammett, Mr. Manning Jeter, Ms. Betty JoAnn McMorris, Ms. Jane Wilkes and Ms. Kakie White.
ABSENT:
Mr. Jantzen Childers
Call to Order:
Dr. Wanda All, Chair, called the meeting to order.
Invocation and Pledge of Allegiance:
The invocation was given by Betty JoAnn McMorris, who also led in the Pledge of Allegiance.
Notice to Media:
In accordance with the S.C. Code of Laws, Section 30-4-80(d), as amended, the following have been notified of the time, date, place and agenda of this meeting: The Union Daily Times, Union County News, WBCU Radio Station and The Spartanburg Herald-Journal.
Minutes
A motion to approve the minutes of the October 25, 2010 meeting was made by Mr. Manning Jeter, seconded by Ms. Betty JoAnn McMorris. The vote was (6-0) in favor of the motion.
Superintendent
Dr. Woodall congratulated the newly elected Board member, Ms. Jane Wilkes and the re-elected Board members, Dr. Wanda All, Ms. Kim Bailey, and Ms. Jane Hammett.
Board Member Induction
Re-elected and newly elected Board members were sworn in by Mr. Freddie Gault.
Board Officer Election
Dr. Woodall opened the floor for the nomination(s) for Board Chair. Dr. Wanda All nominated Ms. Jane Hammett as Chair. Hearing no other nominations, Dr. Woodall stated that Ms. Jane Hammett was elected as Board Chair by acclamation. Ms. Jane Hammett opened the floor for the nomination(s) for Board Vice-Chairman. Ms. Kakie White nominated Ms. Betty JoAnn McMorris as Vice-Chairman, seconded by Ms. Kim Bailey. Hearing no other nominations, Ms. Jane Hammett asked for those in favor of the nomination to signal by the raising of their hands. The vote was unanimous.
Ms. Jane Hammett welcomed Ms. Jane Wilkes to the Board.
Superintendent
Dr. Woodall recognized Mr. Floyd Lyles and representatives of JEMS Ladies and Gentlemen’s Club who shared information about the club to the Board.
Dr. Woodall discussed the 2011 Calendar of Events from the SCSBA Boardmanship Institute.
Instruction
Ms. Cindy Langley introduced Dr. Susanne Gunter, Director of Adult Ed, and Mr. Bill Price, Assistant Principal at Union County High School, who provided adult and career education program updates to the Board.
Ms. Langley presented two out-of-state field trip requests and one overnight field trip request to the Board. Foster Park Elementary School’s fourth grade class requested to participate in a field trip to Atlanta, Georgia to tour the CNN Studios, the World of Coca-Cola and the Georgia Aquarium. Jonesville Elementary/Middle School’s Beta Club requested to participate in the Beta Club Convention to be held in Myrtle Beach, SC. The UCHS band director requested to attend out-of-state indoor percussion competitions to be held in Cullowhee, North Carolina on January 29, 2011, February 19, 2011, March 5, 2011 and March 26, 2011. Dr. Wanda All made a motion to approve the field trip requests, seconded by Ms. Betty JoAnn McMorris. The vote was (7-0) in favor of the motion.
Personnel
Mr. Lewis Jeter presented the discipline report for 2009-2010 and 2010-2011 school year for the Board members to view. Mr. Jeter presented the personnel report. Dr. Wanda All made a motion to approve the personnel report, seconded by Ms. Kim Bailey. The vote was (6-1) in favor of the motion.
Executive Session
A motion to move to executive session was made by Ms. Kakie White and seconded by Ms. Betty JoAnn McMorris. The vote was (7-0) in favor of the motion. The Board entered executive session at 8:10 p.m. No votes were taken.
The Board resumed open session at 8:23 p.m. Dr. All made a motion to ask the administration to negotiate the purchase of the property that was discussed in executive session. It was seconded by Ms. Kakie White. The vote was (7-0) in favor of the motion.
Adjourn
Mr. Manning Jeter made a motion to adjourn, seconded by Ms. Betty JoAnn McMorris. The vote was unanimous. The Board adjourned at 8:24 P.M.
