1. Next-generation IT

High-end software and emerging IT service: including the "one valley and two parks" vision of the software industry, i.e., Nanjing (China) Software Valley, Nanjing Software Park and Jaingsu Software Park.

Next-generation IT and Network: including the communication, next-generation network and smart sectors.

New Display: intended to foster the development of China (Nanjing) LCD Valley through three initiatives: mass production of LCD, industrialization and application of OLED display and lighting systems and breakthrough R&D of critical laser display technologies.

2. Biology

Bio-pharmaceutical: including accelerated development of NJNHZ China (Nanjing) Bio-pharmaceutical Valley, Jiangning High-tech Industrial Park Nanjing Life Science Innovation Park and Jiangsu Life Science Innovation Park.

Bio-agriculture: including the development of Lishui Baima National Agro-industrial Park, and bio-agricultural facilities in "one valley and four industrial parks" in Jiangning, Pukou, Luhe and Gaochun.

Including Luhe Energy Conservation and Environmental Protection Industrial Park, Jiangning Energy Conservation Manufacturing Base, and Gaochun Energy Conservation and Environmental Protection Industrial Park.

Including the development of Nanjing Finance Town, Hexi Finance Industrial Cluster and two financial service belts along Hongwu Road-Zhongshan (S) Road and Gulou-Shanxi Road.

Including TV, radio, animation, gaming, digital publishing, arts and crafts and entertainment projects, the Six Dynasties' Museum project and ROC Historic Building Protection and Renovation project.

6. Tourism

Intended to exploit and showcase Nanjing's tourism resources featuring the distinct cultures of six different dynasties, the Ming Dynasty culture, the ROC culture, the Buddhism culture and local non-physical culture to drive the development of the urban leisure tourism and eco-agricultural tourism.

7. Business Service

Intended to foster world-class intermediary service provides capable of providing services to foreign individuals/organizations, and to expedite the introduction of international business service providers.

8. Commerce & Trade

Intended to foster the development of major retailers and distribution centers, and accelerate the development of CBDs, business clusters s and convenient retail sites.

9. Convention & Exhibition

Intended to expedite the introduction of international trade show brands, and to foster indigenous show brands for the high-end equipment manufacturing, software and consumer electronics sectors, and to focus on the development of Nanjing (Hexi) International Convention & Exhibition Town as one of the top priorities.


1. Xingdian Subdistrict Pilot Hi-tech Agro-Park

I. Project Name: Xingdian Subdistrict Pilot Hi-tech Agro-Park

II. Project Description:

Xingdian Subdistrict is located in southwestern Pukou District opposite the city main across the Yangtze River, adjoining National Laoshan Forest Park and Tangquan Resort. Leveraging the technology, education, culture and human resources, industrial infrastructures and favorable investment policies of both the district and the municipal governments, the project is designed for the development of a pilot hi-tech agro-park. Sitting along both banks of Sima River with a total planned area of 15,000 mu (1000 hectares), including a core section of 5,000 mu (333.33 hectares), the project will foster hi-tech agricultural projects, greenhouse farming projects, leisure agricultural projects and agricultural product deep processing projects. Currently, a provincial standard pilot agro-park and 3 municipal ones are already in place.

2. Nanjing Xinnongyuan Modern Agricultural Development Zone

I. Project Name: Nanjing Xinnongyuan Modern Agricultural Development Zone

II. Project Description:

The project is located in Zhuzhen Town, Luhe Distric, Nanjiing. Designed to be a modern agricultural development zone, it will leverage state-owned capital for project planning and infrastructure development to build the facilities necessary for the modern agriculture business, and to explore a new path for government funding support to the agriculture sector. By fostering innovative agricultural businesses, including agro-industrialization leaders, family farms and agro-cooperatives, it aims at reshaping the villages at the project site with competitive agricultural operation, an admirable rural eco-system and an enviable living standard. The project has a planned area of 7,000 mu (466.67 hectares) in total, including 4,000 mu (266.67 hectares) for organic rice farming, 1,000 mu (66.67 hectares) for organic vegetable farming and 2,000 mu (133.33 hectares) for fruit farming and leisure agro-business development.

III. Total Investment Estimate: RMB500 million

IV. Initial Cooperation Proposal:

Investment methods: 1. Investors shall be responsible for their businesses, including all of their investment incomes and losses. 2. State-owned capital may get involved in some of the projects to share the risks and profits with (major) investors.

Targeted investors: 1. Leaders in the organic rice farming, organic vegetable farming, fruit farming and agricultural product deep processing sectors; 2. institutions and leading business organizations in the fields of biological agricultural technology research, development, and incubation; and 3. leaders of the new village and attractions development sectors.

V. Current Status:

Currently, all formalities for the transfer of the 7,000 mu land have been completed, along with the general preparation of the project site. With roads, ditches and an irrigation system in place, the site is ready for business operation.

3. Modern Farming Project in TFVP, Jiangning, Nanjing, Jiangsu Province

I. Project Name: Modern Farming Project in TFVP, Jiangning, Nanjing, Jiangsu Province

II. Project Description:

The Agricultural Valley has a planned area of 10,000 mu (666.67 hectares) in total, including 3,000 mu (200 hectares) to be developed in Phase I. With an additional 1,000 mu (66.67 hectares) of farming land, it is designed for the development of hi-tech biological agricultural projects, including business incubation, R&D and production. It also involves the renovation of existing infrastructures (including land preparation, canal and road building and afforestation.

The Business Incubator and Exchange has a planned area of 3,000 mu (200 hectares) in total, including 1,500 mu (100 hectares) to be developed in Phase I, and an additional area of 800 mu (53.33 hectares). It is intended to facilitate floriculture, seedling, mushroom and aquaculture product transactions. It also involves the renovation of existing infrastructures (including land preparation, canal and road building and afforestation.

III. Total Investment Estimate: RMB200 million; phased investments allowed

Construction Period: 2014-2016

IV. Initial Cooperation Proposal:

The Agricultural Valley--Intended for hi-tech agricultural projects, including gene tech-based breeding, bio-feed, bio-fertilizer and bio-pesticide manufacturing projects, as well as floriculture, TCM herb farming, mushroom farming, seedling R&D and circular aquaculture projects.

The Business Incubator and Exchange--Intended for floriculture, seedling R&D, mushroom farming, and aquaculture projects, transactions, and agricultural product processing, warehousing, logistics and market centers.

V. Current Status:

General planning for the Agricultural Valley has been completed. The transfer of 2,000 mu (133.33 hectares) of land has been completed, while that for another 3,500 mu (233.33 hectares) is underway. With approximately 60,000 square meters of greenhouse and 80,000 square meters of exchange facilities already in place, the project is home to 86 business organizations.

4. Hengxi Hi-tech Agro Industrial Park Specialized Farming Bases

I. Project Name: Hengxi Hi-tech Agro Industrial Park Specialized Farming Bases

II. Project Description:

The project is located in Hengxi Subdistrict, which is famous for its watermelon across China, with a planned area of 12km2 in total. The industrial park is one of the major candidates of the municipal government's "integrated urban-rural development planning", as well as one of the modern agro-parks of Jiangsu province and 18 modern pilot agro-parks of the city. With a lot of hills and rivers within its perimeter, the agro-park is admired for its premium agricultural products, including watermelon, tea, grape, strawberry, rice and blue peacock. The project is designed to foster a specialized agro-industrial base that focuses on the bio-agriculture, new high-performing aquaculture, high-end agricultural product processing, seedling and innovative agrotourism sectors.

III. Total Investment Estimate: RMB110 million

5. Pukou Economic Development Zone Automobile and Locomotive Industrial Park

I. Project Name: Pukou Economic Development Zone Automobile and Locomotive Industrial Park

With a planned land area of 11km2 in total, the project is designed to facilitate the manufacturing of cars, MPVs, special-purpose vehicles, new environment-friendly vehicles, urban rail transit (URT) equipment (vehicles, braking systems and inspection systems), and high-speed train sets with power cars. It is intended to be an automobile and URT equipment manufacturing base.

8. Auto Parts Manufacturing

I. Project Name: Auto Parts Manufacturing

II. Project Description:

With a land area of 200 mu (13.33 hectares), the project is designed for the development of an auto parts industrial base to facilitate parts R&D and manufacturing businesses. Located in Nanjing Economic and Technological Development Zone (NETDZ), it is home to many parts manufacturers, including Bosch, ZF Friedrichshafen, Dynalite, AUTOLIV, Kolon, Hyosung and Baori Wire. In addition to a large lithium ion battery plant already in operation, LG is planning to build a new automotive battery plant here. NETDZ is trying to consolidate its industrial chain by attracting more high-end parts and equipment manufacturers.
