Rules & Regulations

1. LENGTH OF QUARTERS will be 8 minutes. The clock stops only for time outs and shooting fouls with 2 minutes left in the fourth quarter, which the clock stops for all calls. There will be no overtime.

2. TIME OUTS: Three time outs are allowed per team, per game.

3. SCORER/TIMER: Each team shall provide one person to sit at the official scorers table to assist with scoring and or timing.

4. JUMP BALLS: A jump ball will begin each game. The teams will alternate taking possession of all other jump balls.

5. MINIMUM PLAYING TIME: Substitutions allowed only when the clock is stopped for the midway point of each quarter and between each quarter. Each player must play a minimum of two (2) quarters during the course of a game and no player can begin a 4th quarter until everyone has started their third. Substitutions can only be made at the midway point of a quarter or between quarters; unless a player is injured, ill, ineligible due to fouls (5) or ejection.

6. DEFENSE: Teams must play man-to-man defense. No zone defense is allowed. In a man-to-man defense, players play within six feet of their opponent, but are allowed to drop off their own man and “help out” when a player is making a drive to the basket.

7. PRESS: No full court press is allowed until the last 2 minutes of the second and fourth quarters. When a full court press is not allowed, the defensive team must drop back to mid court as soon as the offensive team has gained possession of the ball. Failure of the defensive players to drop back is a violation and will be called if interference in play causes the offense to lose the ball.

8. FOULS: If the player is fouled in the act of shooting and the ball goes in, 1 foul shot will be taken. If the player is fouled while shooting and the ball does not go in, 2 foul shots will be taken.

9. EQUIPMENT: The height of the rims for the K-3 grade boys and girls teams will be 8 feet. For all leagues the rims will be 10ft. All teams will use the 28.5 basketball.

10. 3 POINT SHOT: The 3-point shot is in effect, when designated on the floor.

11. FREE THROWS: In the K-3 grade league, the free throw line will be 18 inches closer to the basket than the regulation line. Players in the K-3 grade league may jump over the free throw line in the process of shooting, but may not continue toward the basket until the ball hits the rim.

12. LEAGUE STANDINGS: There are no official league standings in the K-3 division. Standings and a tournament will be held at the end of season. Medals and trophies will be given out at the closing of the tournament. Placement in tournament will depend on standings at the end of league play.

13. ADDING OR SWITCHING PLAYERS: No player is allowed to add to a team or switch unless approved through Coach Walker (League Supervisor).

14. STEALING OFF OF THE DRIBBLE: In the K-3 grade league, players are not allowed to steal off the dribble. Players can steal the batten passes or if a player looses control of the ball. Players are not to grab the ball while the offensive player is holding the ball. In the last 2 minutes of play, players cannot hold the ball for longer than 10 seconds. The offensive team receives the ball out of bounds.

15. PLAYER SHOOTING: No player is allowed to shoot 50% or more of the team’s shots. The rule will be monitored by the referees, scorekeepers and coaches.

16. DOUBLE DRIBBLE: Double dribble will be called in all leagues when a player stops dribbling, holds the ball, and restarts. (There will be a leeway for the first 2 weeks in the younger leagues, then all violations will be called in week 3).

17. OVER 20 RULE: If one team is ahead of another team by 20 or more points at the half, the score is rolled back to zero for both teams. At the K-3 grade level the score will be reset after each quarter.

18. SPORTSMANSHIP: Because coaches are the primary influence in setting the tone of a game, coaches will be expected to set the example of good sportsmanship and fair play. Poor sportsmanship will not be tolerated from players, coaches, or spectators. Coaches may question an official to clarify what call was made or to get a rule clarification during time out. Technical fouls can and will be called for excessive arguing or other displays of an abusive nature by players, coaches, and spectators. Any coach or player who is removed from a game will be suspended from at least one week. Additional penalties, if any, will be determined by League Supervisor. Players are expected to treat the school facilities and the property of others with respect. Abuse of school facilities or other personal property by a player in connection with practices or games may also result in a suspension of one or more games.

19. PICTURES IN THE PAPER: Lockhart Youth Basketball League will from time to time put pictures of the leagues in the paper. But Lockhart Basketball League will not submit any information regarding scores, stats or standings. Parents and coaches are welcome to submit pictures to the paper but can have no mention of scores, stats or standings. The Lockhart Register photographer is aware of our policy and will not print any mention of scores, stats or standings.

Lockhart Youth Sports Philosophy

Welcome to the Lockhart Youth Basketball League. We are looking forward to an exciting and enjoyable season and are glad that you can be part of it. The purpose of youth sports is to provide students with an opportunity to learn skills and have fun. Participation is considered to be of primary. While all sports are competitive by nature, competition is not highly stressed in this league. Although winning is the purpose in playing any game — it is not only the purpose. Learning sportsmanship when winning and losing, teamwork, skill development, how to enjoy the game, and developing a life-long interest in physical activity is also important. In an effort to keep our priorities in order, and to avoid putting undue pressure on players and coaches to develop and “win at all costs” attitude, the youth league does not keep league standings nor award trophies or other special championship awards.

Encourage your players to learn from their mistakes

Parents are an important part of the youth sports experience.

What can parents do to help children have a rewarding sports experience?

¨ Administer large, frequent doses of positive encouragement. Reward effort. Demonstrate to the child that striving to do your best is more important then being “the best.”

¨ Support all the players on your team and show respect for the opponents.

¨ Put the child first and winning second. Children may feel that their self worth depends upon their winning. Let them know you care more about their enjoyment and their development than their victories. Never withhold love, treats, or other rewards because the child lost or had a bad game.

¨ Help us teach players to work for the coach and with the team. Try not to shout instructions to your child during the games. Not only is this distractin2 for the child, but you can also confuse and frustrate your child by giving different instructions than the coach has given. Shouts of praise and encouragement are always appropriate.

¨ Help us teach players to respect game officials by setting a good example.

¨ Examine your own sports attitudes and values, and then see if you actions communicate your beliefs.

¨ Help remind all spectators that the primary purpose of youth sports is for the child’s participation, not adult entertainment.


Information for Coaches

1. Coaches should call the parents of each player on their team to introduce themselves and to notify them on the team’s practice time and location. Be sure to leave your name and phone number in case the players or parents have questions before they meet you at the first practice.

2. If any player on your team cannot meet at your practice time of has similar problems, they should contact League Supervisor as soon as possible. We will try to assist the player or make refunds, if necessary. All roster changes must be cleared through League Supervisor. Coaches and parents may not arrange team additions or changes on their own.

3. Hand out the medical information forms at the first practice. Request that the players return the forms to you at the next practice. Coaches should keep the forms with them at all times during practices and games. It is important that these are collected and kept with practice equipment.

4. If you cancel a practice or make changes the day, time, or location, please notify the parents. Also, be sure to contact all players, especially those who missed the practice at which you announced the change.

5. You are the adult responsible for the safety and behavior of your players. It is imperative that you are on time for every practice and game and that you never leave the practice/game area during regular scheduled hours. We cannot allow’ children to he unsupervised during official practice times or game times. Please make sure you are out of the gym promptly when your practice ends.

6. School rules prohibit smoking by any adult while supervising children.

7. Have fun this season and always feel free to contact the Coach Walker if you have any questions, problems or concerns.

8. Coaches are not to comment to officials after the game.
