Minutes of October 27, 2011 were approved with no corrections.

Bay Area Airport Disaster Recovery Study – Project Advisory Committee, Colette Armao, Caltrans Division of Aeronautics

4. Project background/schedule – attachment: Airports-one pager

ABAG has begun a new project with Caltrans that continues some of the work from ABAG’s 2000 report Don’t Wing It. The project will help us understand the role that major commercial airports and general aviation airports will play in disaster recovery; how vulnerable airports are to liquefaction in a major earthquake; and how infrastructure interdependencies will impact the performance of airports.

The committee was presented a list of people to include on the Project Advisory Committee for the project; the committee recommended the addition of FEMA, CalFire, Air National Guard, TSA and California Highway Patrol.

5. Approach discussion

a. Liquefaction vulnerability assessment: data needs

Danielle Hutchings described proposed work to assess the liquefaction vulnerability of regional airports and requested any available data to support the study. It was suggested that Keith Knudsen at USGS may have access to this data.

b. Infrastructure performance audit: proposed approach – attachment: Infrastructure Interdependencies Research Approach Memo

Dana Brechwald presented and sought committee input on a proposed approach to a regional interdependencies study.

The following comments were received by the committee:

1. The goal of the project should not just be to understand if infrastructure systems are adequate, but to make judgments and recommendations based on our findings.

2. The report should be useable to take back to airport managers to use to take action to improve the performance of airports in recovery.

3. Vendor services/supply chains should be added to the proposed scope, as well as employees and people.

4. We should be explicit that our scope only covers land transportation.

5. We should consider whether the scope of the project includes air traffic control facilities as well as airports.

6. Jeanne Perkins has plans to update case studies from 2000’s Don’t Wing It report as well as research new case studies. We should coordinate case studies for this study with her.

7. We should consider multiple earthquake scenarios within our research.

8. We need to consider the burden we place on providers in answering our study questions and balance that with our desire for a complete and thorough report, so we should be very explicit about what information we are after prior to speaking with providers. It may be helpful to ask providers what earthquake scenarios they have already looked at.

c. Role of airports: proposed approach – attachment: Airport Role Memo

Jeanne Perkins, consultant for this study on the role of airports, presented an approach for research on the role of airports in disaster recovery and asked who would like to participate in helping create research questions for new case studies she will be conducting. The following committee members expressed interest: Carol Ford and Colette Armao. Other committee members who are interested in participating in this effort should contact ABAG or Jeanne Perkins at .

The committee was supportive of the general approach and provided some feedback on case studies, including differentiating cases where the region relied on a single airport and those regions with multiple airports, similar to the Bay Area.

6. Discussion

Discussion was focused around individual topics above. There was general interest and approval of the Bay Area Airport Disaster Recovery Study and great interest in future works.

7. California Earthquake Clearinghouse – potential collaboration with lifeline operators – attachment: Clearinghouse flyer

a. Presentation by Anne Rosinski, Seismic Hazard Assessment Program, California Geological Survey

Anne Rosinski of the Seismic Hazard Assessment Program at CGS presented to the committee their tool for sharing information post-disaster and requested feedback on the tool. The committee expressed interest but would like to examine further role the committee may play in utilizing the tool for the region. The committee requested that a follow on technical presentation on the UICDS software be provided at the next meeting.

8. Project Reports

a. Regional Disaster Resilience Initiative – attachment: ABAG Resilience-one pager

The committee was briefed on an update of the Regional Disaster Resilience Initiative. The committee remains interested in the project but had no comments.

9. Meeting Debrief

The committee expressed a desire to see the presentations earlier before the meeting to review, in addition to memos.

The next meeting will be held October 25, 2012.
