Larry is Executive Vice President and General Counsel of The SPARK Institute and RG Wuelfing & Associates (RGW). As Chairman of The SPARK Institute Government Relations Committee, which is responsible for developing the regulatory and legislative priorities and positions of The SPARK Institute, Larry works extensively on resolving critical industry issues. As a senior member of the RGW management team Larry provides market research, public relations, and M&A consulting services to large retirement plan service provider clients.

Larry has 19 years of experience in the retirement plan industry, including six years of private law practice where he specialized in ERISA matters. Larry’s experience also includes 11 years with Wachovia Retirement Services where he was a Senior Vice President and the Chief Risk Officer. Prior to joining RGW and The SPARK Institute, Larry was a member of The SPARK Institute Board of Directors, a member of its Executive Committee and Chairman of The SPARK Institute Task Force on the “SPARK Solution” alternative to the 4:00 p.m. hard close. He also served on the American Bankers Association Council on Retirement and Employee Benefits and the American Bankers Association Retirement Services Conference Board.

Larry is a frequent speaker at retirement plan industry conferences and is often quoted in industry media. Larry is a member of the Washington, D.C. Bar. He received his law degree from the Vanderbilt University School of Law, and a Bachelor of Business Administration degree from The George Washington University.
