Job Purpose
To provide technical and administrative support to the functioning of the Development Management Group including the validation and registration of planning and building control applications, the processing of land searches and determination of formal decisions on Building Notice regulation applications. To provide the information required to complete Local Land Charge searches and general administrative support for the Development Management Teams.
Main Duties and Responsibilities
1. / Check the validity, completeness and accuracy of planning and building control applications including the accuracy of plans, correctness of fees, completeness of forms in accordance with agreed procedures and legislation.
2. / Assess all pre-application enquiries to determine the need for planning permission and/or Building Regulation Approval in accordance with legislation and advise customers in writing accordingly.
3. / Identify and carry out publicity and consultations about planning applications in accordance with agreed procedures and legislation.
4. / Provide information to complete Local Land Charges enquiries by interrogating the database and GIS systems in accordance with adopted service standards and defined performance indicators.
5. / Assist when required in the production, formatting and checking for accuracy of decision notices and agenda items.
6. / Accurately enter planning, building and other applications into the back office database and document management system to meet agreed performance standards.
7. / Implement enforcement notifications and display site notices around the Borough in accordance with legislation as required.
8. / Deal with correspondence and telephone enquiries and provide support as part of a rota of staff in the Customer Contact Centre and Customer Service Centre as required.
9. / Prepare electronic maps and presentations for meetings as required.
10. / Ensure that the resource material and stationery supplies are maintained, including the completion of orders.
11. / Contribute to the continuous improvement in the delivery of customer satisfaction ensuring all work is carried out to meet agreed expectations for customer service and defined performance indicators.
Special Factors
This job description outlines the main duties and responsibilities of the position and is designed for the benefit of both the post holder and the Council in understanding the prime functions of the post. In particular it should be noted that the job is designed primarily to assist with the provision of technical support to the Development Management Group. However, the Service is committed to the development of a flexible staff structure equipped with the broad range of skills and abilities required to ensure the attainment and maintenance of high standards of service delivery in all aspects of Planning and Regeneration Service. Accordingly the post may be seconded to assist other functions within the Service subject to overall demands upon it.
