JOB TITLE: Vice President, Finance & Administration

POSITION SUMMARY:

To provide supervision for the daily operations of the Business Office, Facilities & Grounds, Purchasing, Mail Distribution, Auxiliary Enterprises, Human Resources and Information Technology Systems. Oversee the financial business of the college, including levy and bond finances, investment management, budget development and control, revenue and expenditure projections, and audit.

ESSENTIAL TASKS:

n  Advise the President and other administrators regarding the financial operations of the College.

n  Supervise all personnel assigned, recommending selection, retention, promotion and discharge as appropriate.

n  Direct and coordinate the development and implementation of the annual budget.

n  Maintain an internal control system to ensure that financial transactions are based upon established procedures as required by the United States government, the State of Missouri, the college auditors and Board of Trustees' policies and procedures

n  Develop and prepare all monthly and annual financial reports for the President of the College and the College Board of Trustees and other reports as required.

n  Provide leadership/strategic direction regarding development of campus, facilities, and grounds.

n  Be responsible for tracking and recording financial transactions and preparing budget statements of all federal and state funded programs and grants.

n  Work with college attorney on legal issues affecting the college.

n  Coordinate the annual audit, including supplying auditors with all necessary information.

n  Manage the accounting function for the various college funds through the comptroller.

n  Oversee the preparation of RFP's i.e. insurance and other benefits, food service, construction, audit, etc.

n  Manage college funds including daily monitoring, forecasting, investments of funds, and monitoring of pledged collateral.

n  Administer the computer operations, both administrative and academic through Director of Information Systems.

n  Oversee RFP's and budget development for employee benefits assisted by the Human Resources Director.

n  Work with financial advisor and lending counsel in bond issues.

ADDITIONAL DUTIES:

n  Serve as liaison with architects, construction manager, contractors, et al on campus construction projects. Respond to all state funding agency queries. Support president on legislative affairs affecting the college.

n  Demonstrated knowledge of and skills in fund accounting, cash flow management, investment of funds, budget preparation and management, both long-and short-term institutional financial planning, budget projections, and bond and tax levy funding

n  Knowledge of department and college policies, procedures, and practices with the ability to answer work related questions; and/or interpret and apply these guidelines correctly in various situations.

n  Thorough knowledge and understanding of the community college mission

n  Supervisory skills, particularly leading a team of professional staff.

n  Analytical skills, particularly regarding budget/finance, risk analysis, compensation and benefits.

n  Ability to set strategic direction regarding use of financial, physical, and human resources of the institution.

n  Ability to develop and implement administrative policies and procedures.

n  Ability to work effectively with administrators, faculty, staff, public, and higher education peers/colleagues at other institutions.

n  Ability to interpret and enforce college policies and procedures.

n  Guide organization-wide development; leads the development of organization mission, vision, and principles; directs capital improvement initiatives.

n  Communicate with key stakeholders to effect long-term planning and to secure organization position and resources.

n  Perform executive or expert professional work to establish policy, long-range plans, and programs; identify funding sources; and allocate funds.

EQUIPMENT/SOFTWARE:

n  Use Microsoft XP; Microsoft Office (Word, Excel, PowerPoint, Outlook); custom applications.

n  Use Colleague (college database system).

n  Interpret policy and establish methods and procedures for acquiring, installing, testing, operating, or repairing machinery or technology systems.

n  Establish policy for the acquisition, installation, testing, operation, and maintenance of machinery or technology systems.

n  Establish long-range plans and programs for capital improvements, major construction projects, or new technology systems.

EDUCATION, EXPERIENCE, and LICENSES/CERTIFICATIONS: (A comparable amount of training, education or experience may be substituted for the minimum qualifications.)

n  Completion of master's degree

n  5 years related experience
