JOB OVERVIEW

The Information Systems Branch (ISB) is responsible for providing strategic IM/IT leadership for the justice and public safety sector, and for the provision of IM/IT services to support our sector program areas and stakeholders. The office includes four divisions: MCIO Division, Client Services Division, IT Security, Privacy & Operations Division, and the Strategic Initiatives Division.

CONTEXT

The Client Services Division is responsible for client engagement, relationship building, and support in delivering successful business outcomes. Key services include strategic investment planning, vendor management, and service design and quality assurance. Day-to-day services include IM/IT project support, coordination services with our vendors and central agencies along with an upfront role in ISB to ensure our services are meeting client needs.

JOB OVERVIEW
Contributes to enablement of client business goals with technology products and services. Functions as the client’s trusted advisor through gaining a deep understanding of client’s business, vision, needs and goals. Identifies and executes on opportunities to enable those goals. Builds and actively manages relationships with clients, partners, and stakeholders. Contributes to overall client satisfaction with IM/IT service delivery by identifying priorities, developing agreements, managing expectations, and ensuring successful delivery and client return on investment.
ACCOUNTABILITIES

·  Conducts joint technology planning sessions with client to identify and document business situations requiring technological solutions.

·  Designs, programs, implements, and documents application enhancements, including new functions and features, and implementing new rules.

·  Researches and develops business cases including technological alternatives, cost benefit analysis, revenue implications, program area resources and policy/procedural enhancements.

·  Supports clients with preparation and content of funding applications.

·  Translates business processes into technical specifications.

·  Prepares feasibility studies, requirements analyses, information strategy plans and project proposals, within government, ministry and industry IT standards.

·  Develops project plans, obtains commitment from all groups and recommends project plan to approval authority.

·  Manages assigned financial resources including the preparation and monitoring of contracts and acting as Qualified Receiver for release of payment.

·  Monitors and controls project progress and takes corrective actions when required.

·  Provides work direction and performance feedback to staff assigned to projects.

·  Ensures completion and/or completes technical reviews, quality assurance checks and post-implementation reviews.

·  Ensures program logic and specifications are adhered to.

·  Reviews project history, identifies potentially reusable systems components and finalizes project completion document.

·  Develops and implements procedures (i.e. naming conventions, data dictionary management, transaction definitions, testing/operational procedures, client training, etc).

·  Documents changes to systems and costs of producing new manuals, reports, etc.

·  Provides advice to clients regarding problem resolution and support issues.

·  Performs components of major mission critical systems projects.

·  Participates in Request for Proposals process.

·  Analyzes error messages to identify the cause, resolves error(s) or escalates back to developer for resolution.

·  After migration and during testing of software, consults with the business area to provide application support. Troubleshoots configuration problems. Communicates any issues back to the developer for inclusion in future releases of the application.


JOB REQUIREMENTS

Education and Experience:

·  Degree, diploma, certification or equivalent education in the computer science field or a combination of education and 5 years working experience in computer science or related field.

·  A minimum of 3 years’ experience providing business analysis related to integrated custom applications with complex business processes, preferably in a Microsoft environment.

·  Preference may be given to applicants with experience in any or all of the following areas:

o  Change management processes and project management methodologies;

o  The installation, configuration, maintenance and problem resolution of hardware, software, operating systems and network components;

o  Application design and development life cycle; and all aspects of Information Technology security.

·  Completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
