JOB DESCRIPTION

POSITION: CENTER DIRECTOR POLICY COUNCIL APPROVAL: 3-22-16 DEPARTMENT: KI BOIS Head Start FLSA STATUS: Non-Exempt

JOB SUMMARY- The Center Director has the overall responsibility of the center, including the supervision and management of a licensed facility in accordance with Day Care Licensing Requirements and Head Start Performance Standards. The Center Director must have supervisory skills, which include: planning and delivery of a comprehensive Head Start program on a daily basis, evaluating the effectiveness of child development activities, ensuring the safety and physical well-being of the children, maintaining regular communication with parents, and contributing to the effective operation of the overall Head Start program.

ESSENTIAL JOB DUTIES

1. Implementing the KI BOIS Program Plan and adapting it to serve the needs of the center, incorporating all components of the Federal Performance Standards, DHS Licensing Standards and KI BOIS policies and procedures.

2. Recruiting and enrolling eligible children, including a minimum of 10% with a disabling condition, making every effort to ensure full enrollment and 85% Average Daily Attendance at all times.

3. Providing information to Family Service Worker, as requested, concerning the development of the Family Partnership Agreement.

4. Assisting Head Start families in completing Sooner Care applications.

5. Making Home Visits to children's homes, and conducting Parent Conferences, as necessary to discuss the child's progress, health and developmental screening reports, to inquire about family needs and make referrals to needed services.

6. Recruiting, coordinating and supervising volunteer services.

7. Attending Parent Committee and Parent Training according to KI BOIS Program Plan.

8. Conducting the Community Assessment within the local area as instructed.

9. Working as a partner with Family Service Worker, teaching staff and other agency staff for the delivery of health services, assuring that each child is screened and attends follow-up appointments, providing transportation, as necessary.

10. Making referrals of children and/or family members to various appropriate health and professional services in conjunction with other Head Start staff.

11. Assisting with transitioning children into Head Start at enrollment and out of Head Start into the public school.

12. Working cooperatively with other staff, community, volunteers and parents.

13. Supervising all center staff, including cooks, special needs workers, part-time teacher aides, part-time classroom aides, trainees and volunteers. This includes orientation, on-going training and assistance and evaluation of job performance according to each staff member's Job Description and the KI BOIS Personnel Policies.

14. Maintaining electronic time keeping for all center employees according to KI BOIS Procedures. Reporting all absences and notify Central Office of any unscheduled closing of center by 9:00 a.m. and other changes in schedule when necessary.

15. Arranging for substitute to work for staff who are absent, always maintaining appropriate child/staff ratio. This includes checking references and completing all necessary paperwork to be sent to Central Office.

16. Scheduling and documenting Center Staff Meetings regularly to ensure that all staff are aware of any communications from the Central Office or other staff.

17. Maintaining accurate records and submitting all monthly reports from center to Central office on last working day of each month and as directed.

18. Requisitioning equipment and supplies for center as needed.

19. Completing and submitting Day Care Licensing Application as required and forwarding a copy of the License and other licensing reports to the Central Office when received.

20. Coordinating transportation needs of children as necessary.

21. Scheduling and sharing in cleaning of all equipment, classrooms, bathrooms, cabinets and storage areas daily to provide a clean sanitary environment for children and staff.

22. Inspecting Head Start kitchens weekly and making recommendations, when necessary, regarding cleanliness, food preparation, meal service, etc. Food Service at Public School sites will be observed occasionally to determine compliance with CACFP regulations.

23. Ensuring that daily safety checks are completed according to schedule.

24. Overseeing and securing building and property, handling emergencies and notifying Central Office. All break-in and thefts will be reported to proper law enforcement authorities and the Head Start Director.

25. Notifying Head Start Director when repairs or renovations of building or equipment are needed and seeing that they are completed according to procedures.

26. Notifying Head Start Director and making arrangements for extermination of building when necessary.

QUALIFICATIONS/REQUIREMENTS:

The Center Director must be at least 21 years of age, meet all DHS licensing and health requirements, and have obtained and maintain the Bronze level Director’s Credential as required by DHS, and have one of the following:

(A) A Child Development Associate credential and three years of satisfactory full-time experience in a child care setting; or

(B) An associate or bachelor degree with at least 12 college credit hours in child development,

early childhood education or a closely related subject.

TRAINING:

A. Orientation must occur within one week of employment and prior to have sole responsibility for a group of children. This should include a review of the following:

1. Infection control.

2. Injury prevention.

3. Handling common childhood emergencies including choking.

4. Sudden infant death syndrome (SIDS);

5. Shaken baby syndrome;

6. The center’s policy and procedures and staff responsibility for implementation.

7. Licensing requirements and Performance Standards.

8. Employee’s assigned duties and responsibilities.

9. Emergency procedures in the event of injury, severe weather or fire, including evacuation

procedures and routes and location and the use of fire extinguishers.

10. The definition, identification and mandatory reporting of child abuse and neglect.

11. The daily schedule.

12. The methods used to inform staff of any special health, nutritional or developmental needs of children assigned to the caregiver.

13. Confidentiality of information regarding staff, children and their families.

14. Appropriate use of discipline.

15. Transportation and car seat safety.

16. Any other information stated on the Head Start Orientation form.

Documentation, signed by the employee and supervisor, must be filed in each employee’s personnel file attesting to the orientation and review.

B. Center Directors must be certified in CPR and First Aid (as required by DHS Licensing requirements) within 12 months of employment. It is the responsibility of each staff member to keep this certification up-to-date.

C. Center Directors are required to obtain annual training as required by DHS Licensing which includes center administration or management, age-appropriate childhood education and infection control. This is in addition to regular training for staff with children.

D. Center Directors are encouraged to work towards an Associate or Bachelors Degree in Early Childhood, Child Development or a related field.

CODE OF CONDUCT

Respect and promote the unique identity of each child and family and refrain from stereotyping on the basis of gender, race, ethnicity, culture, religion or disability.

Maintain confidentiality involving staff, volunteers, children, parents or other agency business.

No child will be left alone or unsupervised while under my care.

Use positive methods of child guidance and will not engage in corporal punishment, emotional or physical abuse, or humiliation. In addition, I will not employ methods of discipline that involve isolation, the use of food as punishment or reward, or the denial of basic needs.

REQUIREMENTS FOR ALL HEAD START STAFF

Staff MUST NOT:

1. Subject children to punishment of a physical nature, such as: shaking, striking, spanking, swatting,

thumping, pinching, popping, shoving, spatting, biting, hair pulling, yanking, slamming, excessive exercise or any cruel treatment that may cause pain;

2. Put anything in or on a child’s mouth as punishment;

3. Restrain a child by any means other than holding and then for only as long as is necessary for the

child to regain control;

4. Subject children to punishment of a psychological nature, such as: humiliation by derogatory or

sarcastic remarks about them or their families, race, gender, religion or cultural background;

5. Use harsh or profane language or actual or implied threats of physical punishment;

6. Punish or threaten children in association with food, rest or toilet training;

7. Isolate a child without supervision or placing him/her in a dark area;

8. Permit children to discipline other children; or

9. Seek or accept parental permission to use any punishment or act prohibited by the requirements

contained in this section.

FAILURE TO COMPLY WITH THESE REGULATIONS

WILL BE GROUNDS FOR IMMEDIATE DISMISSAL.

Other essential requirements:

1. Must actively supervise children according to KI BOIS Active Supervision Procedure.

2. Quick, stable mental ability, able to react positively to stress.

3. Hearing: able to hear the children at both active and quiet times; able to detect changes in sound

such as a child starting to wheeze or when it gets too quiet.

4. Seeing: able to see a child across the farthest point on the playground or the classroom; able to do

all required paper work.

5. Able to lift, carry and hold children or objects up to 50 pounds.

6. Physically able to stoop, bend, kneel, etc. perform duties of the job.

7. Able to stay awake and alert throughout the day.

8. Practice good hygiene daily.

9. Use proper handwashing techniques and universal precautions, according to the KI BOIS Program

Plan.

10. Dress so that she/he can physically perform the job, according to KI BOIS Dress Code and other

regulations.

11. Sit with children at mealtimes, eating the same meals.

12. Be dependable, energetic, friendly, communicative, non-judgmental.

13. Possess a kind and caring attitude.

14. View your work as a part of the KI BOIS team and work in close cooperation with co-workers and

fellow employees.

15. Willing to accept and implement constructive criticism and recommendations for improvement.

16. Be an advocate for Head Start and the KI BOIS Community Action.

17. Assisting in recruitment of children for enrollment.

18. Willing to be transferred to another work site in order to meet Performance Standards and/or

according to the needs of the Agency.

19. Will work 40 hours per week, except for Special Needs Workers, Part-time Teacher Aides and other

staff hired for specific part-time positions.

20. Attend Pre-Service and In-Service Training and other training requested, which may include

overnight out-of area stays.

21. Have access to an automobile with current liability insurance, and have a valid Oklahoma Driver's

License.

22. Abide by all rules and regulations as set forth KI BOIS Community Action Personnel Policies.

23. Report all safety issues, mistreatment of children, or inappropriate actions of co-workers to

immediate supervisor or other administrative staff.

24. Perform all other related duties as required by the Head Start Director or her designee.
