Foreword
The O’Neill/Dion Government through the Department National Planning & Monitoring is bringing back an on monitoring and evaluation as a fundamental feature the central agencies (Treasury, Planning & Finance)
Tracking the development progress of sectoral target indicators earmarked in the Medium Term Development Plan (MTDP) 2011 – 2015 is critical to report back to the government on how much the country has achieved using the budgetary resources allocated over the MTDP period. The Medium Term Development Plan Results Monitoring Framework (MTDP RMF) Pocketbook is part of a range of measures happening in the Department and at the National Statistics Office (NSO) to improve our reporting on macro and micro statistics and development performance in general.
This pocketbook is packed with valuable information on PNG’s economic and social developments, from increase in gross enrolment to the number of employment. The MTDP RMF takes the form of a collection of key performance indicators reflecting different aspects of the country’s rate of development and the contribution of Government towards this end. By tracking progress against those indicators, the RMF seeks to answer the ultimate questions, “Is PNG developing?” and, “Are government agencies delivering?” Thus, the RMF is a tool to monitor the actual results of policies and outcomes of resources used in the targeted sectors.
Just like the first version of the pocketbook that measured the MTDS 2005-2010 performance which focused on the 7 key priorities of government, this new RMF measures the MTDP 2011-2015 and takes stock of key deliverables including the new government’s national building agendas which have direct links to the livelihoods and socioeconomic indicators of the country; and are also indicators of the Millennium Development Goals which the country is committed to achieving by 2015.
This useful publication is an important monitoring tool of the government and it gives me great pleasure to dedicate this pocketbook to the people of Papua New Guinea.

The Department of National Planning & Monitoring is the mandated agency responsible for facilitating national development planning; and tracking and reporting on the progress of development programmes and initiatives of government.
The Medium Term Development Plans are five year development plans that are linked to the overarching development roadmaps, the PNGDSP 2010-2030 and the Vision 2050. Resources are allocated to MTDP key enablers and thus, the government needs to be informed on the progress of these investments. The Result Monitoring Framework (RMF) Pocketbook is a monitoring tool that is used by the department to track the progress of MTDP targets and indicators and also reflect on the commitments of agencies on their sectoral deliverables. The RMF Pocketbook is an indicator based reporting of how much the respective sectors have achieved and are directly linked to the expected development outcomes of the country in improving the quality of lives of the people and establishing nation building infrastructure developments that will leap frog the development status of Papua New Guinea.
The pocketbook is an ongoing reporting tool on the general development status of the country that measures against the long term development plans of our country. This RMF pocketbook is up to 2012 and the next report for 2013 will be realised in the first quarter of 2015.
This pocketbook is statistically valuable and useful as a guide to those who are interested in tracking the development progress of PNG and I recommend this to all readers.
