1 Dispute Notification

Follow the steps below to submit the dispute notification.

Steps:

Go to MOM website (http://www.mom.gov.sg) , from the home page click ‘Services & Forms’ top menu

Services & Forms page will be displayed, click ‘Labour Relations’ hyperlink, and select Trade Unions hyper link to view the Trade Union e-Services & Forms

After clicking on ‘Trade Unions’, system will be navigated to the following screen.

Click ‘Tripartite Mediation Online’ hyper link, system will be navigated to TMOL Terms & Conditions screen.

Click on ‘I Agree’ button, system will be navigated to Singpass login screen.

Enter the user credentials and click on Submit button. SingPass will validate the user credentials and system will re-direct the valid users to TMOL Home Page only if the specified user id is registered with MOM.

On the left-hand menu, click Submission of Dispute Notification hyperlink.

Click Proceed button to file a new dispute notification.


1.1 Submitting a New Dispute Notification

Upon clicking Proceed button, the union contact details screen will be displayed.

Enter the Trade Union Contact Person Details. Mandatory fields, marked with “*”, must be filled.

Click Next button to enter Organisation Details.

1.2 Organisation Look up


Upon clicking ‘Next’ button, Click Look Up button to search for the Organsation’s Unique Entity Number (UEN).

Key in Organisation name and Click Search button to proceed.

Click on the Select link to select the relevant organisation which will be auto populated in the parent window as shown in the next screen.

Click Back button to return to Search Screen to refine the search.

1.3 Organisation Details

Click Next button to enter Organisation Details.

Enter the Organisation Details. Mandatory fields marked with “*” must be filled.

Please note that user has to enter the correspondence address even though it is same as registered address.

Click Next button to enter Union Member Details.

1.4 Union Member Details

Enter the Union Member Details. Mandatory fields, marked with “*”, must be filled.

Click Next button to enter Employment Details.

Upon clicking Next or Save As Draft button, system will check whether there are any existing open cases with the same employee and same organisation. If there are existing open cases, the system will display the following screen:


1.5 Employment Details

Enter the Employment Details. Mandatory fields, marked with “*”, must be filled.

Click Next button to enter Dispute Details.


1.6 Dispute Details

Enter the Dispute Details. Mandatory fields, marked with “*”, must be filled.

Select ‘Type of Dispute’ from the dropdown and key in brief description and click on ‘Save/Add’ link to add the items. Mandatory fields, marked with “*”, must be filled.

Enter the Remarks, if any

Click Next button to upload supporting documents if any.

1.7 Supporting Documents

Enter the folder path of the documents to be uploaded. Alternatively, click Browse to select the document for uploading.

Enter the Description of the document to be uploaded.

Click Upload to upload the document.

1.8 Supporting Documents Upload Successful Page

This page confirms the document has been successfully uploaded.

If you wish to remove the uploaded document, click on check box beside the S/N, followed by clicking on Delete button.

To upload another document, repeat the procedure (in section 1.7). Please note that TMOL allows you to upload a maximum of 5 files. Each file size must not exceed 5 MB.

Once all documents are uploaded, click Submit button to submit the documents.

1.9 Acknowledgement Page

If your claim is submitted successfully, an Acknowledgement page (Notification Submitted Successfully) will be displayed. Click on the link ‘here’ (in point 2) to print the case details form.

Also, Click Print Page button to print the page.

At the end of the submission, please help us to do a short survey on our e-service by clicking Rate our eService. This is part of our on-going efforts to provide better customer service. Your feedback will be helpful.

Alternatively, you may select another transaction from the Left-hand Menu.

1.10 Print Form

If your notification is submitted successfully, a notification details form can be printed from the home page by clicking on the Ref No. hyperlink as shown below:

2 Update Users’ Profile (Administrator)

This function allows an Administrator to edit the access rights and profiles of the other representatives of the trade union. Administrator may also add new representative of the trade union. System will allow only 5 users including Administrator to be added under a trade union.

Follow the steps below to create/update the users’ profile.

Steps:

Click Update Users’ Profile hyperlink on left-hand menu, system will be navigated to the list page as shown below.

Please note that only an Administrator is allowed to create a new user.

When the “Active” radio button is selected, the system will only display active users.

When the “Inactive” radio button is selected, the system will only display inactive users.

When the “Both” radio button is selected, the system will display both active and inactive users.

2.1 Add New Representative

Administrator is allowed to create a new Representative through the ‘Add New User’ button.

Enter the New Representative Details. Mandatory fields, marked with “*”, must be filled.

Click on Save button to save and create the new representative.

2.2 Edit Representative Details

Under Update representative details, an Administrator is allowed to change all the Representatives’ details. (Note: A Representative is only allowed to change his/her particulars.)

Click User ID link to view the User Details.

Click Edit button to update/edit the User Details.

Enter the mandatory items and Click Update button to save the changes.

If your updates are successfully saved, the system will display the following screen.

Note: - To de-activate a representative, select the status as ‘Inactive’ and click update button to save.


3 Update Users’ Profile (Representative)

This function allows representative to edit his/her profiles.

Follow the steps below to update the users’ profile.

Steps:

Click Update Users’ Profile hyperlink on left-hand menu, system will be navigated to the list page as shown below.

Click User ID link to view the User Details.

Click Edit button to update/edit the User Details.

Enter the mandatory items and Click Update button to save the changes.

If your updates are successfully saved, the system will display the following screen.
