POSITION TITLE: Human Resource Manager
BARGAINING UNIT: None
AUTHORITY AND RELATIONSHIPS: Reports to the Executive Director
JOB SUMMARY/ DESCRIPTION:
Develop employment policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training and employee services, by performing the following duties personally or through human resources or other staff. The incumbent is a member of the Executive Director’s management team who shares accountability in executing the Association’s mission. Establish and direct the operations of Human Resources. Develop and administer the Human Resources policies of the Association. Ensure organizational compliance with applicable laws and regulations. Coordinate the process for recruiting, screening, and selecting staff, including the UniServ Selection process. Develop and manage a performance management system for all employees, and provide advice, counsel, and direction to managers. Ensure that accurate job descriptions are maintained for all job titles. Responsible for implementing a training program for employees including orientation of new employees. Conduct selected training sessions; contract with training providers. Act as the primary resource for the organization for staff negotiations, including preparing bargaining proposals and rationale for association bargaining positions, serve as Chief Spokesperson (or assist Chief Spokesperson), help develop negotiations strategy, and brief the board regarding negotiations. Oversee the Staff Collective Bargaining Agreements by advising managers and staff on the interpretation and application of the Staff Collective Bargaining Agreements, personnel policy and practice, and other policies of MSEA. Coordinate the organization’s handling of grievances and arbitrations to ensure consistency. Oversee the administration of all employee benefits including the MSEA Pension Plan. Perform other duties as assigned by the Executive Director.
BASIC QUALIFICATIONS:
· Bachelor’s degree in a relevant field of study is required; advanced degree preferred
· Minimum of 3 years of direct supervisory experience of HR staff
· A minimum of 7 years successful and progressively responsible Human Resources experience
· At least 5 years of experience applying concepts and methodologies involved in human resources, strategic planning, effective leadership, project management, change management, and budgeting processes.
· SPHR or similar HR certification preferred
ADDITIONAL QUALIFICATIONS:
· Previous experience working for a labor union preferred
· A minimum of five years of experience with labor relations and/or senior level generalist work
· Demonstrated experience providing HR advisory services to senior leaders
· Skilled in effectively working with individuals in all roles of the organization (managers, employees, staff union leaders and advocates, governance, and leaders).
· Possession of strong analytical, problem-solving, and diagnostic skills
· Has or can obtain and maintain a driver's license in the state of Maryland
