The monthly meeting took place at 3:00 p.m., Monday, April 15, 2013, in the 3rd floor conference room located at 197 Main Street, Cooperstown. Those present were: Representative Pauline Koren, Chairperson; Representatives Gary Koutnik and Catherine Rothenberger, committee members; Eve Bouboulis, Deputy Commissioner; Lisa Grampp, Director of Administrative Services and Liz MacNaught, Director of Income Maintenance. Also present was Cheryl Sparks, Principal Account Clerk Typist. Joyce Boyd, Commissioner, was unable to attend.


RESOLUTION

Resolution to declare month of May as Foster Family Recognition month in Otsego County was presented. Representative Koutnik motioned to approve. Representative Rothenberger seconded the motion. Total: 3; Ayes: 3; motion carried.

FISCAL

Expenditure Reports: March Expenditure Reports were presented. Welfare Administration was 17.87%.; Records Management was 12.16%; and Programs were 19.52%.

Safe Purchase: $1,000 is currently in our budget line 6010.2000 for equipment. Request to approve the purchase of a new Sentry Safe for the accounting unit at a cost not to exceed $ 820.98 was made. Representative Rothenberger motioned to approve. Representative Koutnik seconded the motion. Total: 3; Ayes: 3; motion carried.

PERSONNEL

Non-Mandated Training: Request to approve the following non-mandated trainings were presented with results as follows: Martha Sherwood and Vivian Johnson to attend Disaster Planning for Older Adults in Ithaca on April 17th (approximate cost: $50); Lillian Bardwell to attend Adoption Casework Practice in Albany on April 17th (approximate cost: $85.47); Janice Brenner and Charlotte Nemcik to attend Sexuality & Intimacy for Older Adults in Oneonta on April 24th (approximate cost: $0); Martha Sherwood and Vivian Johnson to attend Rural Aging in 21st Century America in Ithaca on April 24th (approximate cost: $50); Janice Brenner and Charlotte Nemcik to attend LIFE Annual Meeting in Saratoga on May 7th (approximate cost:$236.32); 10 Services staff to attend Team Up To Prevent Child Abuse Conference in Cobleskill May 8th and 9th (approximate cost:$408.74); 15 Services staff to attend Permanency Hearing Report (PHR) Technical Assistance in Cooperstown on May 15th (approximate cost: 0); and Jennifer Doherty and Jody West to attend Advanced Sexual Abuse Prevention Conference in Albany on May 20th (approximate cost:$124.74). Representative Rothenberger motioned to approve. Representative Koutnik seconded the motion. Total: 3; Ayes: 3; motion carried.

Deputy Commissioner Bouboulis requested to move into executive session at 3:15 p.m. to discuss matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person. Representative Koutnik motioned to approve. Representative Rothenberger seconded the motion. Total: 3; Ayes: 3; motion carried.

Meeting reconvened at 3:22 pm

Vacancies: Request to fill to following vacancies was presented with results as follows: One (1) Data Entry Machine Operator /Grade 7; one (1) Senior Social Welfare Examiner / Grade 10; one (1) part-time Motor Vehicle Operator/$12.6639 per hr. and one (1) Temporary Senior Data Entry Operator / $15.0422 per hr. Representative Rothenberger motioned to approve. Representative Koutnik seconded the motion. Total: 3; Ayes: 3; motion carried.

INFORMATION

Deputy Commissioner Bouboulis informed the committee we will be reducing our contract with Cornell Cooperative Extension for food stamp nutrition education program as there has been a reduction in State funding.

Deputy Commissioner Bouboulis gave the committee handouts from the New York State Association of Counties (NYSAC) regarding updates on the State Budget. Representative Koren asked if there was any specific area that raised concerns. Deputy Commissioner Bouboulis noted Day Care Subsidy as an example, as this program has been reduced in the past.

Representative Koutnik asked if there was somewhere he could get more information on State takeover of Medicaid. Liz MacNaught stated he could go to the Medicaid Redesign Team (MRT) website.

The next meeting of the Human Services Committee has been scheduled for Tuesday, May 21, 2013 at 10:00 a.m. in the 3rd floor conference room located at 197 Main St., Cooperstown.
