The Annual General Meeting of HKISPA was held earlier this month on the 15th of December, 2001. It was received by a good number of our members. During the AGM, we made quite a few significant decisions and steps for the association.

Registering and incorporating HKISPA as an independent organization

When the association was founded 1996, it was a functional group of Hong Kong Information Technology Federation (HKITF). In these few years, the association has been developed to become one of the dominant IT organizations in Hong Kong. Such status gave us many opportunities to be involved in many public and semi-private committees and organizations. With such legal requirement, the Executive Committee and the members of HKISPA approved to separate from HKITF to become an independent legal entity as an organization registered under the Company Registry.

This legal process will enable us to participate into more opportunities in the future.

Bring in more cooperation opportunities will enable the association have generate enough revenue to hire a full-time staff to carry out the association’s objectives. Our objectives of protecting the interest of our member companies and promoting the good of the internet industry are the main goals that we intend to achieve. Some of the new engagement that the association has confirmed are the agreement with Hong Kong Economics Times (HKET) to design a new ISP and bandwidth location map, called the ITMAP. It is aimed to bring the most updated, relevant, and official data connection information of Hong Kong telcos and ISPs, and the board of director position at the newly formed Hong Kong Internet Registration Company Ltd. (HKIRC). Our honorary legal advisor, Stevenson, Wong & Co. has been giving us valuable advise and helping us to carry out the incorporation process.

Report on Anti-Spam from our Executive Council member, Mr. Lento Yip

Email Spamming has been one of the biggest problem since people start to learn about the convenience of electronic mail. Surveys was conducted in May-2001. The results shows that 60% of emails received were spams, complains from members and their customers have been made to OFTA and hence HKISPA has involved in the process of solving such problem, yet, solving solutions is still under process.

Professional Standards for Internet Industry Practitioners

The internet industry is changing in every facet of its nature to create new value and bring new features to its customers. These changes demand updated knowledge and experience on specific areas. Often times, this creates doubt for the employers on how to quantify the potential candidates that they want to hire. For the internet industry practitioners or people interested in getting into the field, it is difficult to set goals and objectives on what skill sets to learn.

In light of this, the exco created a set of training topics to be addressed to suit the requirement of both employers and employees. The are divided into 5 major areas and further sub-divided into many specific modules. A table of the topics are attached below. The standard is passed to a local university for fine-tuning into a professional diploma program. Hopefully, the standard will be qualified for the $5 billions Continued Professional Training fund that the HKSAR has set aside for the next fiscal year. So when we roll out professional standard and program, not only the employers will be able to hire the right candidates with the right skills, practitioners will get financial aid from public funding for continued education and training.

Nomination of new board

Joseph Leung, Larry Tam& Karen Tang are relieved for their positions in the executive committee in HKISPA. So there were 3 seats available. After the nomination and voting process, the results of our 3 new exco members are:

Vote for executive officer

Due to the voting of vice chairman was done last year and CH Cheng was nominated for a 2 year seat, therefore the post of vice Chairman is not necessary to vote again this year. Other than that, the position of Chairman, and Secretary needs to be voted again. After voting, the results came out that Andy Lake became our new Secretary of HKISPA and that Chester is re-elected to be the Chairman of HKISPA.
