Training Services:

Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Environmental Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions

Senior CERTIFIED INDUSTRIAL HYGIENIST (CIH) / PRINCIPAL

Education: MS and CIH

Experience: Minimum of MS degree plus 10 years experience in the environmental, health and safety fields plus certified as a CIH by the American Board of Industrial Hygiene.

Duties: Designs and directs all company projects. Performs complex industrial hygiene projects. Serves as the senior technical expert. Responsible for all day to day operations and for supervising technical personnel. Owner or Officer of the company responsible for bidding, negotiating and signing all Contractual documents. Requires recognition through board examination as a Certified Industrial Hygienist. Demonstrated knowledge in occupational safety, ergonomics, toxic and hazardous chemical measurement / control, noise measurement / control, environmental hygiene, ventilation system design, thorough practical knowledge of regulations, laws and consensus standards.

Applies technical expertise and project management experience to manage projects along with preparing and delivering training. Oversees and performs complex coordination, planning, organizing, directing, controlling, financial management, and marketing assistance. Functions as a mentor and assists in staff technical training and development. Oversees and coordinates contract negotiations with clients and drafts professional service agreements. Directs project team and client compliance with contract terms and compliance with contractual commitments. Oversees the preparation of complex project work plans, scope, schedule, and budgets and communicates them to project team members. Ensures project quality and client satisfaction.

Requires excellent written and oral communication skills. Well-developed critical thinking and project management skills. Demonstrated skills in the use of technology and software packages (Microsoft Office and Accounting System at a minimum).

CIH – Occupational, Environmental and Health Specialist – Level I

ACCOUNTING MANAGER / EXECUTIVE ASSISTANT

Education: High School Diploma/Some College preferred

Experience: 10 years of experience

Duties: Provides accounting services for the company. Provides accounting data entry and AP/AR functions. Handles payroll, banking and taxes. Demonstrated skills in the use of technology and software packages (Microsoft Office and Accounting System).

In addition, provides administrative support to company principals, management and the technical team with document editing (spelling/punctuation/grammar), document structure, and logic flow. Handles project oriented duties and may be held accountable for the timely completion of these tasks. This person relieves managers of routine administrative details. Requires an in-depth knowledge of company practices, structure and a high degree of secretarial/administrative skills. Experience with all areas of office management. Must project a professional company image through in-person and phone interaction. Demonstrated skills in the use of technology and software packages (Microsoft Office at a minimum).

*CIH Services bids projects using Fixed Price or Time and Materials methods according to client’s needs. Other direct costs such as travel, per diem (GSA rates), mileage (GSA rates), equipment rental, copies, shipping and laboratory costs would be itemized in the price of any time and materials projects.

SIN 899-3

Course Title: OSHA 40-Hour Hazwoper (Hazardous Waste Operations)

Course Objectives: 1) To meet the intent of OSHA 1910.120 (e) and EPA – Protecting workers at hazardous waste operations; 2) To provide an overview of health and safety requirements; 3) To make attendees aware of the safety and health issues on hazardous waste sites; and 4) To provide attendees with hands-on experience with respirators, personal protective equipment (PPE) and air monitoring equipment and learn the limitations of this equipment.

Course Description: 40-Hour Hazwoper course tailored to meet the agencies needs.

·  Course can be provided in 4 day (10-hours/day) or 5 day (8-hours/day) time periods.

·  Course can be tailored to meet agency needs. For example, training can be provided to Level B - SCBA with PPE instead of Level A – Totally encapsulated suit over SCBA (referred to as “Moon Suit”).

·  Classes will include a combination of lectures, videos, work sessions and hands-on experience with various respirators, equipment and PPE. CIH Services, Inc. is responsible for the manuals, handouts, and/or videos. The client agency must provide the training location, audiovisual equipment, PPE, air monitoring equipment and respirators to be used by agency attendees. It is important that the agency attendees are trained on the equipment that they own. However, CIH Services, Inc. does have a Hazwoper trailer with all the necessary equipment and PPE if needed for an additional cost.

·  Combination of a 100 question multiple choice exam will be given at end of class along with attendees designing and implementing an example scenario based on previous classroom discussions tailored for the class.

·  Certificates presented at end of class upon successful completion. Certificates (8-1/2 x 11) will be issued stating that the attendees were trained up to designated Level class for Levels A, B or C. (Level D is a shorter class.)

·  Typically 1 to 2 instructors depending on class size and Level of Protection taught. For example Level A – Fully encapsulated suit over a SCBA requires one instructor for every 5 attendees. Generally there is one instructor for every 10 attendees during the hands-on exercises.

Prerequisite: Medical clearance letter stating attendee can wear a respirator.

Course Title: OSHA 8-Hour Hazwoper or Hazmat (Hazardous Materials) Refresher

Course Objectives: 1) To meet the intent of OSHA 1910.120 (q) and EPA – Protecting workers at hazardous waste operations; 2) To provide an overview of health and safety requirements; 3) To make attendees aware of the safety and health issues on hazardous waste sites; and 4) To provide attendees with hands-on experience with respirators, personal protective equipment (PPE) and air monitoring equipment and learn the limitations of this equipment.

Course Description: 1-Hour Basic Safety and Health Awareness class tailored to meet the agencies needs.

·  Course provided in a 1-hour time period.

·  Course can be tailored to meet agency needs. For example, basic training can be provided on Hazard Communication, Fire Extinguishers, Bloodborne Pathogens, Asbestos, Sampling Equipment, Hearing Conservation, PPE, OSHA, and others.

·  Classes are lectures that may include a video. CIH Services, Inc. is responsible for the handouts and videos (if used).

·  10 question multiple choice exam given at end of class.
