I am working on the final draft of the undergraduate program pre-proposal for CPE and am seeking the following items or ideas of where to find them: (click to link to corresponding highlighted place in CPE template, which follows, or recruitment plan, which follows the CPE template)

·  SACS Faculty Roster Form

·  Draft agreements or email or whatever from any or all of UK, EKU, and WKU regarding articulation with their UG activities

·  Student recruitment ideas in addtion to those presented in recruitment plan from Susan Muldoon, especially specific feeder schools

·  Evidence for employer demand of UG graduates

·  Types of jobs available for UG graduates, average wages for these jobs, and the number of anticipated openings for each type of jobs at the regional, state, and national levels

These are asked for by the final version of the CPE template, which we didn't have access to for earlier drafts.

Keep in mind that our proposal includes two degrees, BS in public health and BA in population health. These are described in our proposal Introduction. The proposed CIP codes for these two are (with DOEd descriptions), neither of which is used by another KY undergraduate program:

·  BS: 51.2201 Public Health, General. A program that generally prepares individuals to plan, manage, and evaluate public health care services and to function as public health officers. Includes instruction in epidemiology, biostatistics, public health principles, preventive medicine, health policy and regulations, health care services and related administrative functions, public health law enforcement, health economics and budgeting, public communications, and professional standards and ethics.

·  BA: 45.0501 Demography and Population Studies. A program that focuses on the systematic study of population models and population phenomena, and related problems of social structure and behavior. Includes instruction in population growth, spatial distribution, mortality and fertility factors, migration, dynamic population modeling, population estimation and projection, mathematical and statistical analysis of population data, population policy studies, and applications to problems in economics and government planning.

I don't necessarily need documents or references; ideas are also good, especially embedded in a brief textual presentation or context.

We are a month "behind" in submitting this proposal and still have the following things to do, in sequence:

Introduction

The bachelor in public health program (Program) is an undergraduate program culminating in a bachelor of science in public health (BSPH) or bachelor of arts degree in population health (BAPH). The degrees are offered through the School of Public Health and Information Sciences (SPHIS) in the University of Louisville (University). SPHIS is accredited by the Council on Education for Public Health (CEPH). Graduates of the Program are prepared for positions in specific sectors of public health, health services, or public policy for which baccalaureate-level education is appropriate and for professional careers in fields including health education, health services administration, health research, and legal, clinical, health, and other professions. The emphasis of training for the BSPH is public health practice; and for the BAPH, liberal studies in population health. Both degrees, in addition, prepare students for further professional or graduate education in public health, medicine, dentistry, nursing, urban planning, and other disciplines.

“Population health” is increasingly used within the public health community and elsewhere to encompass the significant changes needed in the 21st century from the conventional concept of public health in the past. Population health comprises healthcare systems and social policy, in addition to traditional public health. This broader purview of population health is needed for public health to more effectively fulfill its mission as “[t]he science and art of promoting health, preventing disease, and prolonging life in the population through the organized efforts of society”[1] and “[its] main purpose … to maximize the health of the population, not just to minimize disease,”[2] where health is defined as “[a] state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.”[3],[4]

The two degrees in the Program are named to better signify the primary aims of the two degrees: BSPH for students aiming for careers in public health, healthcare, and other health professions; and BAPH for students aiming for careers that are health-related but not necessarily primarily so, such as legal, social service, governmental, and population research professions.

Note: To avoid the frequent repetition of “public and population health,” which itself is somewhat repetitive, this proposal document uses “public health” in its place.

Evaluation Criteria

All actions in the approval of new programs for public institutions are subject to a stipulation regarding the program’s ability to attain specified goals that have been established by the institution and approved by the Council on Postsecondary Education (the Council). At the conclusion of an appropriate period of time, the program’s performance shall be reviewed by Council staff following criteria established in the Council’s Academic Programs Policy.

A.  Centrality to the Institution’s Mission and Consistency with State’s Goals

A program will adhere to the role and scope of the institution as set forth in its mission statement and as complemented by the institution’s strategic plan.

1.  List the objectives of the proposed program. These objectives should deal with the specific institutional and societal needs that this program will address.

2.  Explain how the proposed program relates to the institutional mission and strategic plan.

3.  Explain how the proposed program addresses the state’s postsecondary education strategic agenda.

4.  Explain how the proposed program furthers the statewide implementation plan.

B.  Program Quality and Student Success

The curriculum should be structured to meet the stated objectives and student learning outcomes of the program.

2.  Explain how the curriculum achieves the program-level student learning outcomes by describing the relationship between the overall curriculum or the major curricular components and the program objectives.

C.  Program Demand/Unnecessary Duplication

Proposed programs must respond to the needs of the academy and to larger economic and social environments. Thus, the institution must demonstrate demand for the proposed program. All proposed programs must address student demand. Programs must also address either employer demand or academic disciplinary needs.
