62.1 – Qualified Crusier

1. Checking Responsibility and Position.

a. District Ranger Responsibility: The District Ranger is responsible for meeting frequency standards for check estimating on his/her District. The Ranger will assure that only fully trained and qualified personnel are used for marking and estimating.

b. Forest and Regional Position and Responsibility: The Forest Supervisor will select one or more individuals to fill the position of Forest Check Cruiser. The Regional Check Cruiser will check and certify the Forest Check Cruiser(s) at the Check Cruiser level. It is necessary that the Forest Check Cruiser(s) be thoroughly trained in estimating, cruise design, sampling statistics, marking guides and have experience in the local timber types. The Forest will make assignments to all check estimating positions, by supplement to this section of the Handbook.

c. Duties of Forest Check Cruiser: Forest Check Cruisers will assist the District Ranger to insure that all marking and check estimating requirements for individual estimators are met.

(1) Certify timber cruisers on the Forest annually. Checks will be made annually on cruisers certified at both the Qualified level and every two years at the advanced level. The checks will be done on check estimating areas established on the following Districts:

Ava/Cassville/Willow Springs / Doniphan/Eleven Point
Houston/Rolla
Potosi/Salem / Poplar Bluff

(2) A check of volume estimates from one timber sale will be accomplished on each district annually, selected at random by the check cruiser responsible for that zone. The check cruise will be designed to check a comprehensive sample of the original number of sample units. The check sample will be collected throughout the sale area. The check cruise will be conducted to verify the accuracy of the original cruise, and/or to assess the cruiser's work.

(3) Be available for any special checks needed to solve problems or disputes over volume estimates or timber trespass and provide special training for District cruisers annually. Inexperienced cruisers will be checked by the Forest Check Cruiser before they begin independent work in tree or plot estimating.

(4) Keep records of all people requiring checks; a progress record of checks made; and a record of certifications made.

(5) Submit a Check Estimating Report to the S.O. annually by February 15.
