IX. Authorizations

RESOLVED, the Board of Education hereby authorizes the following for the 2010-11 fiscal year:

1. Person to Certify Payrolls

RESOLVED, the Board of Education hereby designates the Superintendent of Schools, as the

Payroll Certification Officer, authorizing him to certify payrolls of the Frontier Central School

District in conformance with Commissioner’s Regulations §170.2(b).

2. Attendance at Conferences, Conventions and Workshops

§77b of the General Municipal Law provides for the Board of Education to annually authorize

the Superintendent of Schools, or his designee(s) to approve staff attendance at conferences, conventions, workshops and other out-of-district activities.

3. Establishment of Petty Cash Funds

RESOLVED, the Board of Education hereby established the following Petty Cash Funds in

conformance with §170.4 of the Commissioner’s Regulations; said funds to be managed by the

designated manager in conformance with standard acceptable procedures of New York State Law,

rules and regulations.

5. Authorization for the Chief School Officer to Approve Budget Transfers

RESOLVED, the Board of Education hereby authorizes the Superintendent of Schools, to approve budget transfers as provided under §170.2 of the Commissioner’s Regulations to the limit permissible under New York State Law.

6. Extension of Public Officers Law, §18, Coverage to Board of Education Members and Employees

RESOLVED, the Board of Education hereby adopts the coverage provided by §18 of the New York

Public Officers Law for its employees as the term employee is defined in §18. This coverage shall

supplement and be in addition to the coverage available to such employees by other enactments or

from other sources. The Assistant Superintendent for Business shall take steps, if necessary, to

obtain insurance against this potential liability to the district.

7. Authorization to Apply for Grants in Aid – State, Federal and Private

RESOLVED, the Board of Education hereby authorizes the Superintendent of Schools, or his designee(s), to apply for any and all grants for the District, its students, employees, officers and

agents, as well as cooperative efforts with organizations and businesses, and once grant monies are received, RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools

to enter into contracts of services to implement and otherwise administer the grants within the parameters and scope of the grants and subject to the District’s claims auditing procedures.

D. Repair Reserve Fund.

10. Board of Education Conferences/Conventions

RESOLVED, the Board of Education hereby authorizes attendance by members of the Board of

Education at conferences/conventions sponsored by:

- Erie County Association of School Boards (ECASB)

- New York State School Boards Association (NYSSBA)

- National School Boards Association (NSBA)

- American Association of School Administrators (AASA)

X. Bonding of Personnel

RESOLVED, the Board of Education hereby directs the Assistant Superintendent for Business

to establish bonding to the levels designated in property casualty insurance policy for the individuals in each of the following positions for the 2010-11 fiscal year:

District Treasurer; Asst. Treasurer; Account Clerks; Payroll Clerks; Tax Collector; Internal Claims Auditor; Activities Treasurer; District Clerk; All Employees, Volunteers and Members of the Board of Education.

Ø  District Clerk in the amount of $1,000,000.

Ø  District Treasurer in the amount of $1,000,000.

Ø  District Tax Collector – Blanket Bond Town of Hamburg and $4,000,000 from the District

Ø  Treasurers of Extra Classroom Activity Funds in the amount of $100,000 Fidelity

Ø  Internal Claims Auditor in the amount of $100,000 Fidelity

XI. Re-adoption of All Policies, Regulations and Procedures

RESOLVED, the Board of Education hereby directs all policies, regulations and procedures in

effect in the Frontier Central School District during the 2010-11 school year shall be in full effect for the 2010-11 school year with the District policy revisions reviewed by the Board of Education; and further, all personnel of the Frontier Central School District are expected to immediately become familiar and work in compliance with the Frontier Central Board of Education administrative philosophy, Board of Education policies, Administrative Regulations, rules and procedures and in support of academic excellence and sound moral development in children.

XII. District Goals for 2010-11

RESOLVED, the Board of Education hereby directs the Superintendent of Schools of the Frontier Central School District to work toward the achievement of District Goals during the 2010-11 school year:

1.  Curriculum design and delivery will focus on 21st Century skills, communication and application.

2.  Continue seamless integration of technology into the classroom.

3.  Provisions will be made for appropriate facilities to implement and support our instructional programs.

4.  The Three-Year Financial Plan will be closely monitored and updated to reflect the changes of the current economic conditions to provide continued fiscal stability.

5.  A standard intense hiring process for all personnel with continued staff development opportunities aligned with responsibilities.

XIII. Establishment of the District’s Inventory

RESOLVED, the Board of Education hereby establishes an Inventory for the positions of certified staff by tenure areas, classified staff by position and hours, extra-curricular and interscholastic athletic positions, and interscholastic athletic support positions in the Frontier Central School District for the 2010-11 school year; and further, the Superintendent of Schools is authorized to staff the Frontier Central School District as provided in the 2010-11 Budget; and further, staffing or employment of any person for any position shall only be by appointment by the Board of Education except for substitutes or emergency replacements as authorized by the Superintendent of Schools.

XIV. Cooperative Bidding Through BOCES

RESOLVED, the Board of Education authorizes participation in Cooperative Bidding through BOCES on behalf of participating districts to the greatest extent possible yielding savings to the District.
