14. General Summary of Function/Purpose of Position
Provide leadership to staff who consult with and provide technical assistance and program evaluation to public and non-profit private agencies and school districts involved in the operation and administration of United States Department of Agriculture (USDA) Child and Adult Care Food Program, which includes Day Care Centers and Family Day Care Homes. Direct the assignments of professional and clerical/technical staff for the Michigan Department of Education (MDE) in the area of Child and Adult Care Food Program (CACFP) administration. This position serves as a first line supervisor with responsibility for directing the work of School District Consultants, Department Analysts, a Financial Analyst, and a Department Manager. This position ensures conformance with federal and state guidelines and ensures that program funding is expended in accordance with federal guidelines. This position requires extensive knowledge of professional leadership, nutrition and its application to the needs of infants, young children, and adults, food service management operations/programs, and application of supervisory techniques, teaming strategies, personnel policies, and procedures. Duties include budget development, policy formulation, program coordination, and partnerships with USDA, Department of Health and Human Services, Cooperative Extension Service and other state agencies involved with state and federal food programs, and related professional associations.

Duty 1

General Summary of Duty 1 40% of Time
Provide day to day leadership of the CACFP.
Individual tasks related to the duty.
•  Oversee the development, administration, and monitoring of federally funded Child and Adult Care Food Program.
•  Provide assistance and advise public, private, private proprietary and non-profit day care agencies and schools in the initiation, evaluation, and improvement processes required to ensure the quality and integrity of the CACFP, with particular reference to the requirements, plans and initiatives of the USDA.
•  Respond to inquiries from USDA, the general public, private organizations, school districts, and other state agencies regarding program requirements, benefits, regulatory issues, and participation data.
•  Respond and represent the Department in matters of due process, procedural safeguards, and other legal and regulatory issues involving the CACFP.
•  Gather data and compile reports of grant program compliance.
•  Conduct and participate in food and nutrition research studies and interpret research findings to day care agencies, schools, and community leaders.
•  Review the evaluation and approval of applications and budgets from family day care home and day care center sponsors.
•  Review requests for grant monies in conjunction with program criteria, policy, and regulations and recommend approval or disapproval of proposals and applications for participation.
•  Evaluate the effectiveness of existing CACFPs and make recommendations for new programs or policy changes.
•  Coordinate the development and implementation of the annual Michigan Electronic Grants System-Plus (MEGS+) CACFP applications and related documents.
•  Monitor and revise, as needed, the overall CACFP office calendar to ensure all reporting requirements, data posting, and other federal/state/program requirements are met.

Duty 2

General Summary of Duty 2 30% of Time
Supervise, lead, direct, provide staff development and training, and evaluate employees to ensure full implementation of team building strategies. Coordinate and collaborate with other Child Nutrition Program managers to ensure consistent implementation and application of policies and procedures, uniform program planning, controls, and evaluation of program and staff outcomes are consistently applied throughout the Child Nutrition Programs.

•  Select, train, and assign staff, ensuring equal employment opportunity in hiring and promotion.
•  Coordinate activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
•  Evaluate and verify employee performance through the review of completed work assignments and work techniques.
•  Identify staff development and training needs, ensure that training is obtained, and promote technical expertise and team building strategies.
•  Ensure and maintain proper labor relations and conditions of employment that promote and enhance teamwork.
•  Direct the provision of consultative and evaluation services to public and private proprietary, non-profit private day care agencies, and school districts participating in the federal CACFP.
•  Identify, develop, and coordinate training for administrative review officials that oversee the CACFP hearing process.

Duty 3

General Summary of Duty 3 25% of Time
Provide leadership in the area of feeding and nutrition for infants, pre-school and school age children, and adults in day care settings including public, private proprietary, and non-profit day care agencies, family day care homes, boards of education, and school administrators.
Individual tasks related to the duty.
•  Advise officials of private proprietary, non-profit private and public day care agencies, day care homes and schools in the initiation, evaluation, and improvement of the CACFP for infants, pre-school and school age children, and adults.
•  Respond to inquiries from the public, legislators, private and public organizations, school districts, higher education institutions, and other agencies regarding the CACFP.
•  Assist in the development of legislation, policies, goals, and objectives affecting feeding children in day care and family care home environments.
•  Coordinate activities with other divisions having programs affecting or being impacted by Child Nutrition Programs.
•  Direct the coordination of training opportunities for program participants and potential participants.
•  Consult and advise state, citizen’s groups, and private agencies regarding the CACFP.
•  Function as liaison between the Department, local school districts, public, private proprietary and private day care agencies, and the general public.
•  Deliver speeches and write articles in the field of food and nutrition.
•  Serve as a member or facilitator of subcommittees on various food and nutrition-related problems.

17. Describe the types of decisions that require your supervisor’s review.
The Office of School Support Services Director and Assistant Director review all decisions that involve approval or directions from the State Board of Education or the United States Department of Agriculture. The Director and Assistant Director also review all sensitive reports or public information that may impact the vision of the Department, and provide general direction and leadership to the program units. Strategic planning, program coordination and collaboration, budgeting, and evaluation between and among Child Nutrition Program unit supervisors are reviewed by the Director and Assistant Director to ensure consistent application of policies and procedures.

Sitting, standing, stooping, use of computer, driving, standing during presentations. Overnight travel within the state, as well as out-of-state, is required. Valid driver’s license required.

25. What is the function of the work area and how does this position fit into that function?
The function of the Child Nutrition Program is to administer federal Child Nutrition Programs including distribution of cash meal reimbursement and USDA donated commodities to schools and other public and non-profit private eligible agencies participating in one or more of the USDA Child Nutrition Programs. The Child and Adult Care Food Program unit provides technical assistance and program evaluation to schools and agencies participating in the federal Child and Adult Care Food Program.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a Master’s Degree in a field of secondary or elementary education; higher education administration, guidance and counseling; school psychology; educational psychology; school social work; the social sciences; vocational education; mathematics; materials and logistics management; business administration; food service management; public administration; public health; or a field related to education program administration (non-academic) or other similar major is required (per Civil Service Commission specifications).
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities, identified by the appointing authority and approved by Civil Service, will be evaluated on an individual basis. For example, a Master’s degree in a different major AND work experience related to the position will be considered.
EXPERIENCE:
Four years of administrative or consultative experience in the field of K-12 or early childhood education, including one year of professional experience equivalent to an Education Consultant P13, Education Field Services Consultant P13, Education Guidance Consultant P13, Education Research Consultant P13, Higher Education Consultant P13, School District Consultant P13, Special Education Consultant P13, or Vocational Education Consultant P13 is required; or one year equivalent to an Educational Consultant Manager 14 (per Civil Service Commission specifications).
KNOWLEDGE, SKILLS, AND ABILITIES:
•  Knowledge of the principles and practices of food service management and nutrition.
•  Knowledge of the theories and techniques involved in organizing child nutrition programs.
•  Knowledge of the laws, regulations, and policies pertaining to federal Child Nutrition Programs.
