The University of South Florida is a leading metropolitan research university. It’s the 16th largest public university in the country with 44,000 students on four regional campuses. During my 12 year tenure, I had two assignments. From 1995 – 2000, I was the Vice President for Finance and Technology. In 2000, the university President asked me to develop a new campus for the Sarasota Manatee community and dramatically expand the campus services. I retired from USF as of January 1, 2007.
Chief Executive Officer, Sarasota – Manatee Campus (2000-2006)
University of South Florida

The campus CEO oversees the programs and services within the Sarasota Manatee region. The CEO reports to the President of the USF System and the Campus Board.
Accomplishments: Expanded campus operation budget from $10M to $20 M and doubled enrollment. Raised $10 M in private funding. Developed lifelong learning program with 500 citizens. Planned and built $29 M new campus which included state of the art instructional technology and full service campus including childcare center. The campus served largely non-traditional students and community college transfers. Improved retention, graduation rates and minority recruitment which all exceeded overall university results.
Vice President, Finance and Technology (1995-2000)
The V.P. position reports to the University president. The position was responsible for planning and budgeting, human resource management, implementation of major technology initiatives, and research and program evaluation.
Accomplishments: Led University project to adopt and successfully implement a new, interactive student information system to support dynamic instruction and services. Support, fund and implement VITAL, a virtual center for faculty training on technology tools. Implemented strategic budgeting system. Assisted in funding plans for 2500 new student housing beds and acquisition of Research Park.

1987-1994 Assistant Commissioner of Education
Florida Department of Education
Chief Executive Officer for the Florida Department of Education, a 1,200 person organization with an $11 billion budget. The Department functions include K-12 program for 2 million students, teacher certification and training, technology development and system-wide networking, development and maintenance of student based record system used for accountability among all levels of education, student financial aid, and vocational, technical education.
Accomplishments: Improved statewide articulation between public schools, community colleges and university programs to create more seamless educational system. Managed statewide College Reachout program dedicated to preparing more minority and low income youth for higher education. Expanded and managed student financial aid including federal and state programs as well as minority outreach programs. Developed and managed statewide Model Technology School project to integrate technology in the classroom. Directed Tech Prep program and more intensive student career planning programs to improve student success.

CONSERVCO was a $30 M health management company which performed utilization review, assessed corporate health expenditures and plans for mostly Fortune 500 clients. I was responsible for strategic planning and product ideas and reported to the company president.

Manager for 500 person organization with responsibility for $1 billion budget for Worker's Compensation operation and victim advocacy program. Worked to improve return to work rates with quality rehabilitation programs.

Directed Budget unit with responsibility for State Capital Outlay, salaries and benefits and eleven general government agencies. Developed legislation to establish a State Information Resource Commission to expedite implementation of technology across state agencies.

Responsible for eleven Regional Planning Councils with jurisdiction over multi-county land use and environmental issues. Conducted reviews for land use projects to assess transportation and other infrastructure impacts as well as environmental consequences of the development.

Charter faculty member for new community college. Part of experimental team to implement technology throughout courses.
