QUESTIONS AND RESPONSES # 8

Question: Considering the Amendment to Section 7.9 giving both the technical and the financial factors equal weight, please answer the following hypothetical. In a single contract award jurisdiction, Bidder A is ranked 1 in technical and 2 in financial; Bidder B is ranked 2 in technical and 1 in financial. The combined scores are both 3 and the average of both scores is 1.5. To which Bidder would the State offer the contract and on what basis?

Response: In response to the hypothetical and generally, when Technical and Financial factors are given equal weight, each Offeror's Proposal must be revisited to determine which is the most advantageous offer for the State, considering the differences between Proposals, and whether each Proposal is worth the price proposed. This will ultimately determine who will be ranked number 1 or recommended for award.

Question: Response to Question # 87 states “there will be one Contract for each successful Offeror, which will include all jurisdictions awarded”. Will this allow the State to transfer funds for a Contractor between jurisdictions without BPW approval in the event there is a deficit in one jurisdiction and a surplus in another?

Response: Yes. However, Contractors receiving multiple awards are still not to exceed either their jurisdictional contracted caseload or jurisdictional contracted dollar amount.
