U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID)

Director, USAID Cuba Program, Washington, D.C., 1997 – 2007

Designed and directed the first USAID program in support of the Cuban people. Won approval for $65 million in grants to U.S. organizations to inform the Cuban people and strengthen Cuban civil society. Facilitated and coordinated actions that:

· Delivered tons of food and medicine to the families of political prisoners and other victims of repression inside Cuba;

· Distributed short-wave radios and hard-copy newsletters to Cuban households;

· Provided laptops and other equipment to Cuban activists;

· Sent books/videos/dvds to Cuban independent libraries;

· Trained independent Cuban journalists and published their reports daily via the internet (www.cubanet.org).

Traveled extensively throughout Cuba, meeting with Cuban teachers, farmers, religious leaders, government officials. Drawing on the experience, drafted portions of the 2004 and 2006 reports of the Presidential Commission for Assistance to a Free Cuba (CAFC).

USAID Director, U.S. Embassy, Panama, 1994 – 1996

Led U.S./Panamanian teams implementing ten-year, $1 billion USAID program established after U.S. military intervention.

Supported successful transfer of the Panama Canal and U.S. Canal Zone military bases to Panamanian management and control.

Directed USAID Panama actions that:

· Provided technical training and equipment to the Office of Controller General.

· Trained judges, accountants, auditors, municipal leaders.

· Improved environmental education and monitoring systems in Canal Watershed.

· Funded designs to privatize former U.S. military bases in Canal Zone.

· Transferred U.S. military “excess property” to Panamanian control.
