The National Marine Fisheries Service closes the commercial fishery for non-sandbar large coastal sharks in the Gulf of Mexico region because the commercial landings for the 2012 fishing season are projected to reach at least 80 percent of the available commercial quota by June 30, 2012.

The National Marine Fisheries Service extends for 6 days the recreational fishing season for the red snapper component of the reef fish fishery in the exclusive economic zone of the Gulf of Mexico. Fishing opportunities had been restricted when the NMFS previously determined that the quota would be reached by July 11, 2012. However, it is now not expected to be reached by then, due to severe weather conditions in the Gulf in June.

The National Marine Fisheries Service prohibits retention of “other rockfish” in the Western Regulatory Area of the Gulf of Alaska because the 2012 total allowable catch of those fish in that area has been reached.

The Federal Energy Regulatory Commission proposes to approve a modification to the currently-effective definition of “bulk electric system” developed by the North American Electric Reliability Corporation (NERC), the FERC-certified Electric Reliability Organization. The FERC also proposes to approve: (1) the NERC's contemporaneously filed revisions to its Rules of Procedure, which creates an exception procedure to add elements to, or remove elements from, the definition of “bulk electric system” on a case-by-case basis; (2) the NERC's proposed form entitled “Detailed Information To Support an Exception Request” that entities will use to support requests for exception from the “bulk electric system” definition; and (3) the NERC's proposed implementation plan for the revised “bulk electric system” definition.

The Environmental Protection Agency proposes to make three determinations under the Clean Air Act regarding the fine particle (PM2.5) nonattainment area of Detroit-Ann Arbor, Michigan (Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne Counties) (Detroit-Ann Arbor area). The EPA proposes to determine that the Detroit-Ann Arbor area has attained both the 1997 annual PM2.5 National Ambient Air Quality Standard (NAAQS) and the 2006 24-hour PM2.5 NAAQS. The EPA also proposes to determine, based on complete, quality-assured and certified monitoring data for the 2007-2010 monitoring period, that the Detroit-Ann Arbor area had attained the 1997 annual PM2.5 NAAQS by the applicable attainment date of April 5, 2010.

The Federal Emergency Management Agency identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program, scheduled for suspension due to noncompliance with the floodplain management requirements of the program. If the FEMA receives documentation that a community has adopted the required floodplain management measures prior to the effective suspension date, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.

PURPOSE: This airworthiness directive (AD) was prompted by reports of two Pratt & Whitney Canada (P&WC) PW100 propeller shafts found cracked at time of inspection during maintenance. This AD requires actions intended to detect propeller shaft cracks, which could cause failure of the shaft, propeller release, and loss of control of the airplane.

SUMMARY: The Federal Aviation Administration adopts a new AD for all P&WC PW118, PW118A, PW118B, PW119B, PW119C, PW120, PW120A, PW121, PW121A, PW123, PW123B, PW123C, PW123D, PW123E, PW123AF, PW124B, PW125B, PW126A, PW127, PW127E, PW127F, PW127G, and PW127M turboprop engines. This AD requires initial and repetitive inspections of certain serial numbers of propeller shafts for cracks and removal from service if found cracked.
